Kazakhstan plans to provide new housing for more than 1 million families by 2030

On measures to develop housing construction and completion of problem objects told the Minister of Industry and Construction Kanat Sharlapayev at the Government session of the Republic of Kazakhstan.

According to the Minister, for the prompt resolution of housing problems of citizens affected by floods, developed additional mechanisms. Among them are: purchase of ready-made housing, the possibility of selecting the housing to be purchased independently, carrying out repair works or paying for their cost, as well as the possibility of using non-typical projects. Owners of dacha properties will also be provided with housing if it is their only dwelling.

Today Akimats are working on the selection of land plots for new construction. Construction of houses has already started in Aktobe region. In Akmola, Karaganda and Kostanay regions, affected families are already receiving keys to new housing. This work will be continued in other regions.

According to the Ministry of Industry and Construction of the Republic of Kazakhstan, in general for the last 5 years more than 12 trillion tenge has been invested in housing construction, about 78.5 million square metres of new housing have been commissioned. Taking into account all sources of financing, 695 thousand families have improved their housing conditions.

"By 2030 it is planned to build 111 million square metres of housing at the expense of all sources of financing, which will provide new housing for more than 1 million families," Kanat Sharlapayev said.

According to him, to implement the Government's Priority Action Plan to ensure economic growth in 2024, the planned volume of housing was increased from 15.5 to 18 million square metres with the introduction of additional measures to provide citizens with housing. 

Thus, in order to provide rental housing for socially vulnerable segments of the population, it is planned to purchase more than 22,000 flats for a total amount of 339 billion tenge. In addition, through the issue of state securities by akimats for the amount of 110 billion tenge, the construction of 10 thousand credit flats is planned.

"Within the framework of the bill on business affairs, which was signed by the Head of State on 6 April, akimats are given the right not only to build, but also to purchase credit housing on the market, which will allow for an annual increase in the volume of housing due to accelerated turnover of funds," the Minister said.

At the same time, 81 billion tenge has been allocated for the provision of preferential mortgages at rates of 2 and 5% per annum to issue about 7 thousand loans. Under the mortgage programme ‘Otau’ with a rate of 9% provides for the issuance of 8 thousand loans worth 150 billion tenge.

In addition, from May 1 is planned to launch a new mortgage programme, under which it is planned to issue 12 thousand loans worth 300 billion tenge. Also under the programme ‘7-20-25’ will be issued about 5 thousand loans worth 100 billion tenge.

"Thus, this year more than 1 trillion tenge is directed to the development of housing construction, as a result of which 64 thousand citizens will be able to improve their housing conditions," the Minister said. 

He reminded that within the framework of the instruction of the Head of State, voiced at the National Kurultai session in Atyrau, the Government needs to multiply the volume of provided rental housing with the right to buy and launch a new preferential programme. 

As part of this work, akimats will buy out primary housing from private developers with a maximum floor area of 80 square metres. To date, the Government has approved the relevant standards, from May will begin work on financing the implementation of rental housing with the right to buy. At the same time, the Majilis of the Republic of Kazakhstan is considering a bill granting queue holders the right to privatise rental housing.

In addition, ‘Otbasy Bank’ from May will launch a new preferential programme with a down payment of 20% at a rate of 7% per annum for socially vulnerable citizens and 9% - for other categories of citizens. In the first year it is planned to issue 12 thousand loans worth 300 billion tenge and then annually by 200 billion tenge to issue 8 thousand loans.

Turning to the issues of share participation in housing construction, the Minister said that in 8 regions of the country there are 39 problem objects. To complete them, the state is taking the necessary measures to allocate funding and find investors. Thus, following the results of the first half of the year in Astana it is planned to complete 9 objects of shared construction and give the keys to 484 families.

According to the results of the Ministry's analysis, 581 objects of shared construction under construction have been identified in the Republic of Kazakhstan, 421 of which are being built without permission for attracting shareholders' money.

To prevent the growth of the number of problem objects, measures have been developed to strengthen state regulation. Among them are: ban on preliminary agreements, increase of penalties (from 300 to 2000 monthly wages), ban on advertising without permission to attract shareholders' money, implementation of transactions on sale and purchase of housing under construction in non-cash form. These proposals are being co-ordinated with interested state bodies.
