Kazakhstan to be fully self-sufficient in grain at new harvest

The instructions to prepare for the harvest campaign and fodder supply were given by Prime Minister Alikhan Smailov during the Government session.

The Minister of Agriculture, Yerbol Karashukeyev, said that as part of the work to provide fodder for livestock crops were increased by 448.1 thousand hectares, allocated funds to subsidize the purchase of feed, increased the authorized capital of the Food Corporation for the purchase of feed grain, until October 1 extended the effect of quotas for the export of wheat from the territory of Kazakhstan.

In addition, the road map on the development of fodder production for 2022-2025, which contains system measures for each region, has been developed and approved.

The Minister also reported that mass harvesting has started in all regions of the Republic. To date 2.2 million hectares of cereals and leguminous plants (13.9%) have been harvested and 3.3 million tons of grain have been threshed at average yield of 14.6 c/ha. The total harvested area of crops this year amounted to 23.4 million hectares, which is 387.1 thousand hectares more than in 2021.

Expected volume of gross harvest of grain, taking into account carry-over remains, is sufficient to fully meet the domestic needs of the republic, as well as the sale of certain volumes of grain for export and to maintain trade positions on traditional markets.

According to Energy Minister Bolat Akchulakov, this year 423.5 thousand tons of diesel fuel have been allocated for autumn field work. In July 106.6 thousand tons were shipped, in Aug. 148.2 thousand tons were paid for, and 87.4 thousand tons were shipped.

Diesel fuel is supplied to agricultural producers from oil refineries on a priority basis. Prices for them are 15-25% lower than retail prices, depending on the region.

Having heard the speakers, the Prime Minister noted that the weather conditions are generally favorable for forage harvesting works. However, in Mangystau and Atyrau regions are running behind schedule.

"These regions need to intensify this work," Alikhan Smailov stressed.

The Prime Minister added that the Government has taken all the necessary measures to financially and logistically ensure the harvest work.

"According to the forecast, this year's harvest is expected to be higher than the annual average. In this regard, the main task of the Ministry of Agriculture and the akimats is timely and quality harvesting," Alikhan Smailov said, and instructed to ensure the readiness of elevators for receiving and storing the harvest.

Besides, the Ministries of Agriculture, Industry in cooperation with the National Company KTZ and regional Akimats were commissioned to work on provision of the rolling stock and solution of logistics issues.

The Head of Government instructed the Ministry of Agriculture together with the Food Contract Corporation to take measures for the timely formation of stocks of fodder for the winter period, while maintaining stable prices for them.

Particular attention Alikhan Smailov paid to issues of diesel fuel provision. As part of this work First Deputy Prime Minister Roman Sklyar was instructed to create a permanent commission under his leadership to monitor prices and prevent shortages of fuel and lubricants.

"The Ministry of National Economy together with the Agency for Protection of Competition and Akimats should ensure appropriate response measures in case of unreasonable price increases. The Ministry of Industry, KazMunayGas and KTZ need to take measures to ensure timely shipment of oil products from refineries," Alikhan Smailov said.

Also, the Ministries of Digital Development and Energy were instructed to accelerate the introduction of information system to control the daily limits of diesel fuel supply, and the Ministry of Energy in cooperation with regional akimats should keep under constant control the issue of timely provision of farmers with fuel and lubricants.
