At the Government session chaired by Prime Minister Olzhas Bektenov, Minister of Education Zhuldyz Suleimenova reported on the results of the academic year, plans for organizing a large-scale summer recreation campaign for schoolchildren, and measures to ensure their safety and prompt support.

This year, 3.9 million schoolchildren studied in the country. Of these, 343 thousand students are completing 9th grade, and 215 thousand — 11th grade. The number of candidates for the “Altyn Belgi” badge is 13,175 people, and for a certificate with distinction — 18,555 graduates of 11th grade and 31,181 students of 9th grade. In addition, 168 thousand students are completing their studies at 763 colleges.

The academic year ended on May 25 in all educational organizations with unified class hours on the topic “Law and Order – Values of the People’s Constitution!” The final attestation of school graduates will take place from May 29 to June 15 this year. To ensure transparency and academic integrity, examination materials will be sent to educational organizations on the day of the examination.

Special attention at the meeting was paid to the procedure for conducting graduation events. In Kazakhstan, graduation ceremonies for eleventh-graders are held exclusively on the premises of educational organizations.

“The solemn ceremony of awarding certificates to 11th grade graduates is scheduled for June 17–18. Graduation events are to be held exclusively on the premises of educational organizations. Organizing graduation parties in restaurants, cafes, banquet halls, as well as illegal collection of money is prohibited. In this regard, a joint order of the Ministry of Education and local executive bodies has been adopted. Akimats must keep this issue under strict control together with internal affairs bodies,” the Minister emphasized.

In Kazakhstan, 11,135 recreation centers will operate during the summer holidays, covering 3.2 million children with leisure and health improvement activities. According to Zhuldyz Suleimenova, a diverse program has been prepared: almost 3 million children will spend time in school-based recreation centers, another 168 thousand schoolchildren will attend seasonal camps, and more than 44 thousand will attend year-round centers.

Special attention is paid to children from socially vulnerable categories: recreation will be organized for 729 thousand children from low-income families and 53 thousand children with special educational needs. In the republican centers “Baldauiren” and “Bobek”, vouchers will be awarded to 5 thousand winners of olympiads and competitions, and in the regions a similar support will be provided to 370 thousand gifted children. To ensure safety, police inspectors are assigned to all facilities, and staff have undergone criminal record checks.

At the same time, active development of infrastructure for children’s development and recreation continues in the country.

“President Kassym-Jomart Tokayev pays special attention to the comprehensive development of children and ensuring their rest in comfortable conditions. In this regard, in accordance with the President’s instruction to open 100 Palaces of Schoolchildren and Schools of Arts, as well as 50 children’s health centers, 44 additional education organizations with 24 thousand places have been built over 3 years. By the end of the year, construction of another 10 facilities with 3.8 thousand places will be completed. In addition, 15 children’s health centers with 2.8 thousand places have been opened during this period, and another 4 health centers with 840 places will be commissioned this year,” the Minister emphasized.

The new additional education organizations are equipped with robotics classrooms, IT laboratories, playgrounds, and other modern facilities designed for the effective organization of children’s leisure.

To ensure high-quality preparation for the summer season, teachers and volunteers are being mobilized to work in recreation centers, and feedback channels are being launched for prompt assistance to schoolchildren. 120 thousand teacher-organizers, as well as more than 12 thousand students and volunteers, will be involved in organizing children’s leisure. To improve their qualifications, special training courses and seminars have been organized at the “Baldauiren” and “Bobek” centers.

In addition, QR codes have already been placed in all educational organizations of the country for children’s direct and confidential appeals for help if necessary. At the same time, 24-hour call centers have been established at regional education departments for the prompt consideration of any citizen inquiries related to the summer campaign.

Strengthening control involves both human resources and specialized digital and telephone communication channels.

“Special attention is paid to the quality composition of specialists working in recreation centers: each employee undergoes a criminal record check. To ensure safe and high-quality organization of children’s summer recreation, feedback and prompt assistance mechanisms have been strengthened. In particular, call centers established at education departments consider appeals and questions from citizens related to summer recreation. In addition, the ‘111’ contact center will operate in enhanced mode during the summer period,” Zhuldyz Suleimenova summarized.
