Incidence rate in Kazakhstan decreased by 3.4 times over past two months — Ministry of Healthcare

At the government session chaired by Prime Minister Askar Mamin, the sanitary and epidemiological situation in the country was considered.

As the Minister of Healthcare Alexey Tsoy reported, more than 251 million cases of CVI have been registered in the world, more than 400 thousand cases are registered per day. More than 5 million people have died.

According to the WHO European Region, over the past two weeks, out of 54 countries in 40 countries, there has been an increase in the incidence.

Over the past 14 days, the largest increase in incidence was noted in Hungary, where the incidence increased by more than 180%, in Poland — more than 150%, in Austria — more than 120%, in Germany — more than 90%.

A decrease in the increase in morbidity is noted in 14 EuroWHO countries, including Israel by 54%, Moldova by 16%, Great Britain, Spain by 15%, Turkey by 7%, Belarus and Kyrgyzstan by 3%. In Kazakhstan, the incidence over the past two weeks has decreased by 17%.

According to the world ranking of 222 countries, Kazakhstan ranks 105th in terms of morbidity, and 101st in terms of mortality.

“Today, access to testing of the population is provided. The laboratory capacity is more than 126 thousand tests per day due to the increase in the number of laboratories to 165, up to 60 thousand tests are carried out daily,” said Tsoy.

In terms of the number of tests carried out for KVI, Kazakhstan ranks 47th out of 222 countries of the world. Today, 3 regions remain in the red zone (Kostanay, Pavlodar and North Kazakhstan). Four regions are in the yellow zone (Karaganda, Akmola regions, the cities of Almaty and Nur-Sultan). The other 10 regions are in the green zone. The reproductive number is 0.90.

“In general, in Kazakhstan, over the past two months, the incidence rate has decreased by 3.4 times, and the mortality rate by 4 times. In the republic, since Aug. 1, there has been a decrease in the employment rate of infectious beds from 56 to 30%, resuscitation beds from 45 to 26%. There are more than 30 thousand beds in the reserve,” the Minister of Healthcare said.

There is a positive trend towards a decrease in the number of those continuing treatment; over the past three months, the number of patients has decreased by 2.3 times.

Vaccination of the population against CVI continues. According to Tsoy, more than 8.4 million people were vaccinated with component 1, coverage of the subject population was 74% or 44.8% of the population, with the second component vaccinated about 7.7 million people with coverage of 67.8% of the subject population, or 40.9% of the population.

According to the world ranking of 205 countries where vaccination against coronavirus infection is carried out, Kazakhstan is in 105th place in terms of coverage of the population with two doses of vaccination against CVI and has reached vaccination coverage of almost 41% of the population.

Among the CIS countries, only Kazakhstan and Azerbaijan have achieved a vaccination coverage rate of over 40%.

In order to ensure the access of children, pregnant and lactating women to vaccination against coronavirus infection, 4 million 230 thousand doses were purchased, which will cover 2 million 115 thousand people. Children aged 12 to 17 years, pregnant women at 16 to 37 weeks of pregnancy and lactating women 42 days after childbirth are subject to vaccination.

“Taking into account the peculiarities of storage of the vaccine Comirnaty (Pfizer), 34 units of refrigeration equipment were purchased and delivered to 16 regions. In addition, 51 units of refrigeration equipment were additionally purchased, delivery is planned by the end of November 2021. The first batch of Comirnaty (Pfizer) vaccine in the amount of 379 thousand doses is planned to be delivered by Nov. 15,” the Minister of Healthcare said.

Historically, the vaccination of children was carried out at the vaccination points at the place of study, i.e. in educational institutions, vaccination against CVI will also be carried out in educational institutions after the informed consent of parents or other legal representatives of minors, adolescents.

In this regard, the akimats of regions, the cities of Almaty, Nur-Sultan, Shymkent, together with the Ministries of Information and Public Development, Education, Healthcare, must ensure:

  • informing teachers, parents or other legal representatives of minors, adolescents on vaccination against CVI;
  • conducting a wide information and explanatory work among the population on vaccination against CVI with the involvement of the media, social networks;

Akimats of regions, cities of Almaty, Nur-Sultan, Shymkent to ensure:

  • preparation of vaccination points in accordance with the Sanitary Rules;
  • installation of freezing equipment prior to the arrival of the first batch of vaccine;
  • compliance with the rules of transportation, storage and use of the vaccine;
  • training of medical workers.

“According to the recommendations of the Advisory Commission on Immunization of the Population of the Republic of Kazakhstan, approaches to revaccination of the population were previously reported. The revaccination will start on Nov. 22 in 2 stages,” the head of the department said.

Considering that first of all, people from the risk group were vaccinated, then, accordingly, until the end of this year, taking into account the timing of primary vaccination, vulnerable groups of the population (health workers, teachers, personnel and contingent of local self-government bodies, closed children's institutions, employees of law enforcement agencies) are subject to revaccination.

Persons over 60 years of age are allowed for revaccination without taking into account the established terms, as well as persons who have independently passed the study and have a negative test result for antibodies against CVI.

Taking into account the start of mass primary vaccination in April, all citizens of the republic who have completed primary vaccination (6-9 months after the completion of the full course of vaccination) are subject to revaccination from January 2022.

“In this regard, at the second stage, the rest of the citizens who have completed the primary vaccination and whose revaccination period has approached will be subject to revaccination. I ask the akimats of the regions, the cities of Almaty, Nur-Sultan, Shymkent to organize revaccination from November 22 of this year. to people at risk, with subsequent revaccination of the rest of the population in 2022,” Tsoy summed up.
