Digital initiatives of state bodies discussed by Government

Kazakhstan plans to launch a number of new digital services for citizens and businesses and modernize the architecture of e-government. These and other topics were considered at the meeting of the Digitalization Commission, chaired by Prime Minister Alikhan Smailov.

Bagdat Mussin, Minister of Digital Development, Innovations and Aerospace Industry, reported that at present time a list of 66 digital initiatives of state authorities is worked out and will be realized this year.

Among them are digitization of medical and social expertise for establishment of disability, launch of single digital queue to pre-school organizations, implementation of Vet Mobile application for registration of farm animals, automation of procedure of exemption or temporary deferment from conscription into the army, conversion of notary services into electronic format.

The implementation of these initiatives is aimed at solving specific life situations of citizens and businesses, freeing them from the need to personally go to various authorities with paper documents and waste time waiting in long queues.

At the same time, it is planned to launch a digital queue for getting housing, to implement the possibility of concluding employment contracts online, to provide customs declaration for individuals in a mobile application, to inform citizens (push notification) about the need to receive preventive medical services or employment opportunities in their region, to launch a service to check the availability of oil products at gas stations and many other things.

They also discussed the issue of working with data, as a key element for debureaucratization, eliminating the need to request various information from citizens.

Prime Minister approved the presented initiatives, noting that the promotion of digitalization and expansion of a proactive format of services will have a positive impact on the quality of life.

The meeting also reviewed the progress of digitization of land relations. As part of this work a step-by-step launch of the Unified State Real Estate Cadastre (USREC) is planned, on the basis of which a public cadastral map of land resources and an electronic trading platform will be realized.

Alikhan Smailov ordered the Ministry of Agriculture to review approaches to organizing the process of digitization of agricultural lands.

During the meeting the measures to provide regions with broadband Internet access and technical issues of deployment of 5G network were also discussed, and approaches to digital transformation of public administration on the basis of high quality structured data were considered.
