Largest OZON Fulfillment Center in the CIS opened in Astana

The first in Kazakhstan fullfilment center of the electronic marketplace OZON with a total area of 38,000 sq.m. was opened in Astana. The opening ceremony was attended by Deputy Prime Minister – Minister of Trade and Integration Serik Zhumangarin, Akim of Astana Zhenis Kasymbek, Trade Representative of the Russian Federation in the Republic of Kazakhstan Andrey Babko, representatives of OZON, Mercury Properties, Basis-A construction company.

Speaking at the opening ceremony, Serik Zhumangarin noted that today Kazakhstan is systematically and comprehensively developing the e-commerce ecosystem.

"The share of e-commerce today is about 6% of the retail trade in our country. And in the next few years we plan to bring it to 15%. I think the time when trade will be associated only with online is not far off. For our business, the development of electronic commerce is, first and foremost, the expansion of the horizon of trade, and an increase in quality. In addition, this kind of fullfilment centers give a strong impetus to regional trade," the Deputy Prime Minister stressed.

Akim of Astana Zhenis Kassymbek noted that in the capital on behalf of the Head of the state all conditions for support of businessmen, attraction of private investments in city economy are created.

"This year we expect to enter 25 investment projects in the city for a total sum of 87 billion tenge. For example, these are projects in the areas of industry, logistics, education, sports, agriculture and others. Launching of projects will also allow to create permanent jobs for citizens. The opening of a fulfilment center in the city has attracted 40 billion tenge of private investment. This is a major project in the sphere of e-commerce in Kazakhstan," Zhenis Kassymbek said.

A large logistics hub will allow Kazakhstani entrepreneurs to scale up their online business: to reduce the time for processing online orders and delivery of goods to consumers. In addition, it will create more than 2,000 jobs in the region.

Capacity of the project of construction of the OZON Logistics Park by Rainbow Logistic LLP is 70 thousand sq m of warehouse premises (1st stage - 40 thousand sq m, 2nd stage - 30 thousand sq m). The volume of investments is 40 billion tenge. A fulfillment center for wide assortment of goods is planned to be launched in April of this year, it will allow to process not less than 260 thousand orders per day. Up to 9 million different goods in any categories from food to electronics and building materials can be in storage.

The Eurasian Economic Union plans to launch a pilot project, which will accelerate customs administration and simplify procedures for Internet commerce. The Ministry of Trade and Integration together with the Ministry of Finance of the Republic of Kazakhstan developed draft amendments to the Code of the Republic of Kazakhstan "On Customs Regulation". Under the pilot, all customs procedures, including declaration, will be carried out by e-commerce operators, exclusively at the request of the consumer.

The second innovation of the amendments is the delivery of e-commerce goods through the procedure of customs (bonded) warehouse. Under this procedure it is assumed that foreign Internet sites will be able to place commercial batches of goods in a customs (bonded) warehouse with a storage period of up to 3 years. During this time, entrepreneurs will be able to sell and deliver their goods to individuals both in Kazakhstan and in third countries, as orders are received, and to declare post factum (before the 10th day of the month following the month of purchase).

For reference: Ozon is one of the largest marketplaces in Russia. Kazakh entrepreneurs have had access to the OZON platform since 2021, through the tools of the Trade Policy Center Qaztrade provides support for the withdrawal and support of companies on the site.  Seventeen fulfilment centers were built in 14 cities of Russia, Belarus (Minsk), and now in Astana.

To date, about 15,000 Kazakh sellers are registered on the site OZON, the sales volume of which for 2022 amounted to more than 10 billion tenge. The most demanded goods on the site are electronics, household goods, children's products and everyday goods.
