On Feb. 24-25, a meeting of the Eurasian Intergovernmental Council took place in the capital of Kazakhstan. It was attended by the heads of government of the Republic of Armenia — Nikol Pashinyan, the Republic of Belarus — Roman Golovchenko, the Kyrgyz Republic — Akylbek Zhaparov, the Russian Federation — Mikhail Mishustin, as well as the representative of the observer states, the Prime Minister of the Republic of Uzbekistan Abdulla Aripov. The meeting of the Eurasian Intergovernmental Council was held in narrow and extended formats.
Member of the Board (Minister) for Customs Cooperation of the EEC Maksat Mamytkanov spoke in an interview about how the agreement on the use of electronic navigation seals is being implemented within the EAEU.
“At the last meeting of the Eurasian Intergovernmental Council, our customs block reported on the implementation of the agreement on electronic seals in the Eurasian Economic Union. This is an agreement that determines the provision of control over the transportation of goods across the territory of two or more member states of our union,” said Mamytkanov.
According to him, the EAEU member states hope to soon complete work on the ratification of the agreement on the use of navigation seals to track traffic and the completion of domestic procedures to start the full-fledged work of this project.
The project on the use of navigation seals to track shipments as part of the implementation of the Eurasian Economic Integration strategy is designed until 2025. By the way, the strategic directions of development in 2020 were approved by the Supreme Eurasian Economic Council.
“Our mechanism under this agreement is an integral part of the implementation of another more global international agreement that we are currently working on. This is an international agreement on the organization of a single customs transit system. Thus, when the projects start working, there will be a legal basis for organizing a system of customs transit of goods that will pass through our territories, as well as between our countries within the framework of mutual trade,” said the member of the Board on Customs Cooperation of the EEC.

He also added that due to the use of navigation seals, it will be possible to minimize the control and inspection activities that cause some difficulties in the passage of goods between the EAEU countries both in the framework of mutual trade and in cases of transit traffic. It will also ensure the legal circulation of goods in the Union.
“In order to increase the transit attractiveness of our union, we are trying to implement all these agreements in the very near future,” Maksat Mamytkanov stressed.
