Measures to Improve Migration Policy Discussed by the Government – Olzhas Bektenov Orders to Strengthen Digital Control

At a Government session chaired by Prime Minister Olzhas Bektenov, issues of improving migration policy were considered within the framework of the implementation of the President's instructions voiced at the recent meeting of the Security Council.

The report was delivered by Minister of Labour and Social Protection of the Population Svetlana Zhakupova, Deputy Minister of Internal Affairs Bauyrzhan Alenov reported on measures to systematize migration control in the country, and Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiyev spoke about the integration of information systems in the field of migration.

According to the Ministry of Labour and Social Protection of the Population, since 2023, Kazakhstan has recorded a positive migration balance, which indicates the restoration of the country's attractiveness for living and working. The main population influx is observed in Pavlodar, East Kazakhstan, Atyrau, Almaty and Akmola regions, as well as in the cities of Almaty and Astana.

The Prime Minister noted that against the backdrop of global geopolitical changes, issues of population migration are of paramount importance.

"Taking into account the President's instructions, a strictly regulated migration policy must be built. It is necessary to conduct an audit of the regulatory legal framework, as well as analyze the functionality of state bodies in the field of migration. All problematic issues with illegal migration, interregional disproportion, and the absence of a unified migration flow accounting system must have systemic and comprehensive solutions," Olzhas Bektenov emphasized.

An increase of one and a half times in the number of permanently residing foreigners in Kazakhstan over the past two years was noted. In this regard, the importance of transparent and accurate accounting of migration processes was emphasized. The Prime Minister drew attention to the need for active implementation of digital tools, including the accelerated introduction of the migrant ID card, which will be issued when crossing the border and will make it possible to ensure end-to-end monitoring of the movement of foreign citizens. By November 1 of this year, the Ministries of Labour and Social Protection of the Population and of Digital Development, Innovation and Aerospace Industry are instructed to ensure the launch of a Unified Digital Platform for Migration Process Accounting with full integration of all databases.

In addition, Olzhas Bektenov emphasized the importance of regulating the activities of private agencies engaged in the employment of Kazakhstani citizens abroad. The task was set to submit legislative changes by the end of the year, providing for the licensing of their work and the establishment of control mechanisms.

At the end of the Government session, the Prime Minister gave a number of instructions:

  • The Ministry of Labour and Social Protection of the Population, together with interested state bodies, by October 1 of this year, must submit to the Government a draft Concept of Migration and Demographic Policy of the Republic of Kazakhstan. It is important that the document is in tune with the Concept of Regional Policy being developed until 2030;

  • The Ministry of Labour and Social Protection of the Population, together with interested state bodies, should implement tools for the preliminary survey of ethnic migrants before their arrival in the country.

"This will make it possible to assess the personal and professional preferences of kandas. It is necessary to strengthen information and explanatory work on their attraction to the northern and eastern regions of the country," Olzhas Bektenov noted;

  • The Ministry of Internal Affairs and all interested state bodies must ensure the tightening of administrative responsibility for violations of migration legislation. In addition, overall security issues in the field of migration must be strengthened.
