We need effective emergency warning and response system — Askar Mamin

At a government session chaired by Prime Minister Askar Mamin, issues of fire safety during the heating season were considered.

Since Sep. 1, 2020, 1,369 fires have occurred in the residential sector of the Republic of Kazakhstan, which is 5.5% less compared to the same period last year. The growth of fires is noted in Shymkent, Almaty, Akmola, North Kazakhstan and Kyzylorda regions, which in most cases is caused by improper operation of electrical equipment and furnace heating systems.

“The Head of State has set tasks for the established Ministry of Emergency Situations to develop and improve civil protection issues, ensure fire safety, prevent and eliminate emergencies. Measures are required to build an effective warning and response system. It is necessary to ensure the protection of citizens and property from accidents, catastrophes and other disasters,” Mamin said.

The prime minister noted that from 2018 to 2020, the equipment of the fire service has been increased by purchasing 404 fire trucks and 19 thousand pieces of equipment and equipment. This work was well organized in the capital, the cities of Almaty and Shymkent, as well as in the Atyrau and Karaganda regions. At the same time, the akimats of Kostanay, Mangystau and Pavlodar regions did not allocate sufficient funds for these purposes.

The prime minister instructed the Ministry of Emergency Situations to ensure clear coordination of work to prevent fires, the readiness of forces and means to promptly extinguish them, continue to identify violations and control the state of fire safety, especially in the residential sector and public facilities, together with the Ministry of Internal Affairs and social protection authorities — to activate the corresponding raid activity.

The head of government instructed to develop and approve the Roadmap for the logistics of the fire service of the Republic of Kazakhstan for 2021-2023.

The regional akimats were instructed to ensure fire safety of social and communal infrastructure facilities.

“Take special control over the work of boiler houses located in social facilities. Speed ​​up the solution of issues of their removal outside the buildings. Continue work on creating fire posts in settlements where there are no fire service units,” Mamin said.

The head of government instructed the regional akimats to create a gas technical inspection within a month and ensure appropriate control of gas equipment in accordance with the Law of the Republic of Kazakhstan "On Gas and Gas Supply" (done in the cities of Nur-Sultan, Almaty, Akmola and Kostanay regions).

The Ministry of Emergency Situations, together with regional akimats, was instructed to strengthen preventive work with the population on fire safety issues during the heating season.
