Olzhas Bektenov Holds Meeting on Implementation of Presidential Instructions within the Data Center Valley Project

Prime Minister Olzhas Bektenov chaired a meeting to review the progress of the “Data Center Valley” project in line with the tasks set by the President at the Fifth Meeting of the National Kurultai.

Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev and Chairman of the Management Board of Kazakhtelecom Bagdat Mussin reported on the work carried out since the project’s launch in January of this year in the city of Ekibastuz, Pavlodar Region.

The Data Center Valley project, aimed at creating the largest campus in Central Asia with an energy capacity of up to 1 GW, is currently in an active implementation phase. The Government is ensuring the necessary infrastructure and legal conditions. In particular, land plots totaling 1,400 hectares have been allocated. Work is underway to acquire a substation required for the large-scale project and to develop additional mechanisms of state support for investors and project participants.

An important component of the infrastructure will be a Greenfield zone designed to attract international partners. Capacity of up to 100 MW has been prepared with the possibility of further scaling. The infrastructure will comply with the international Tier III standard with a Power Usage Effectiveness (PUE) of 1.25. To meet the requirements of major hyperscale and BigTech companies in telecommunications infrastructure, network latency will be reduced from 80 to 57 milliseconds — a level comparable to key European traffic exchange hubs.

Further plans provide phased expansion of computing infrastructure, including the construction of four stages of AI data centers with a capacity of 50 MW each. Overall, the launch of Data Center Valley will enable Kazakhstan to establish a regional hub of digital infrastructure and computing capacity, attract investment into the economy, and create new highly qualified jobs.

Following the meeting, Prime Minister Olzhas Bektenov instructed relevant ministries and responsible organizations to ensure timely implementation of all project stages and to accelerate the adoption of necessary regulatory decisions.
