Olzhas Bektenov holds meeting on aviation fuel market development issues

Prime Minister Olzhas Bektenov held a meeting on the implementation of the instructions of the Head of State on the development of the aviation fuel market.

Chairman of the Agency for Protection and Development of Competition Marat Omarov presented approaches to improve the pricing mechanism for jet fuel. In particular, the sale of aviation fuel through wholesale and retail sellers, including airports.

Attention was paid to import substitution. Today KMG Group's production covers the needs of domestic airlines and state aviation in aviation fuel. According to KMG data, by 2031 the volume of jet fuel production will increase to 1.5 million tonnes, including as a result of expansion of PetroKazakhstan Oil Products LLP.

In addition, the prospects of changing the structure of airport financing were discussed. The introduction of a service model of access to infrastructure will reduce their dependence on uncontrolled revenues from jet fuel, as well as give an impetus to the development of airport services. In this direction, in order to stimulate the modernisation of airport infrastructure, the possibility of implementing the Key Capacity Rules, developed within the framework of the Presidential Decree ‘On Measures of Liberalisation of the Economy’, with a one-time deferral to airports that have agreed investment projects, has been considered.

The proposals of Ministers of Energy Yerlan Akkenzhenov, Transport - Marat Karabayev, Deputy Chairman of the Board of NC KazMunayGas JSC Asset Magauov and others were heard.

Following the results of the meeting Prime Minister gave a number of instructions.
