Prime Minister of Kazakhstan Olzhas Bektenov held a meeting on entrepreneurship development issues with the participation of the leadership of the Ministries of Finance and National Economy, as well as the National Chamber of Entrepreneurs “Atameken”.
The current situation in the field of entrepreneurship, the preliminary results of the tax reform and measures to ensure fair regulation of the activities of business entities were reviewed. Attention was paid to business activity, as well as sectoral and regional indicators.
Minister of Finance Madi Takiyev reported that corporate income tax revenues to the republican budget increased by 15.7% based on the results of the half-year. Positive dynamics among sectors are particularly noted in the financial sector and manufacturing industry.
The increase in the number of small and medium-sized business entities based on the results of the half-year amounted to about 550 thousand. According to the Ministry of Finance, this was the result of the legalization of the activities of the self-employed. At the same time, the self-employed are exempt from paying taxes, making only social payments. About 260 thousand SME entities without hired employees ceased their activities, which indicates a significant reduction in artificial “splitting” of business.
In addition, taking into account the changes made to the Tax Code, from January 1, 2026, the threshold for the payment of advance payments on corporate income tax was raised from 325 thousand MRP (1.4 billion tenge) to 600 thousand MRP (2.6 billion tenge). As a result, enterprises falling under the new parameters make the final settlement once a year: the corresponding revenues based on the results of 2026 will be reflected in the 2027 budget (previously – monthly in the reporting year). This allows business to reduce the volume of reporting and retain funds in circulation.
Chairman of the National Chamber of Entrepreneurs “Atameken” Kanat Sharlapayev voiced a number of issues relevant to business, as well as proposals on behalf of the business community. Comments were provided by First Vice-Minister of National Economy Azamat Amrin.
Following the discussion, Prime Minister Olzhas Bektenov instructed to continue interaction to increase the efficiency of coordinated work between the state and business in order to achieve the common goal of ensuring sustainable economic growth. The Ministries of Finance and National Economy, together with the National Chamber of Entrepreneurs “Atameken”, were instructed to conduct a comprehensive analysis of the state of the entrepreneurial sector on a monthly basis in sectoral and regional terms, with the submission of relevant information.
