During a meeting chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, the progress of preparation for the upcoming heating season was reviewed. Attention was focused on implementing the directives of Head of State Kassym-Jomart Tokayev to modernize energy and utility infrastructure and ensure uninterrupted heat supply to the population.

Deputy Minister of Energy Yerlan Akbarov reported on the readiness of energy sources, heating networks, and fuel supply, while Deputy Minister of Industry and Construction Kuandyk Kazhkenov delivered a report on the preparation of social and housing-and-utility infrastructure. Akims of Abay Region Berik Uali, Akmola Region Marat Akhmetzhanov, North Kazakhstan Region Gauez Nurmukhambetov, and Ulytau Region Yesset Baiken were also heard.

According to the Ministry of Energy, energy sources are provided with equipment to start the heating season and regulatory fuel reserves. To date, repairs on 4 power units, 28 boilers, and 18 turbines have been completed, with work ongoing on 3 power units, 26 boilers, and 21 turbines. In regional electric networks, the planned volume—17.1 thousand km of power lines—has been completed, and 426 out of 444 substations have been prepared for the start of the heating season. Reconstruction and overhaul of heating networks have been completed on 352 km out of the planned 377 km, or 93% of the plan. A total of 196.8 billion tenge has been provided for these purposes, including under the "Modernization of Energy and Utility Sectors" national project. Following the campaign, heat network wear is expected to decrease to 48%. To resolve urgent tasks in preparing heat sources, as well as heating and electric networks, 27.9 billion tenge was allocated from the Government reserve. In total, 384 billion tenge is provided for power plant reconstruction this year, which is 9% higher than last year's level (348 billion tenge in 2025).

Deputy Minister of Energy Yerlan Akbarov reported that 4.8 million tonnes of coal and 127 thousand tonnes of fuel oil have been accumulated in energy source warehouses, and a delivery schedule for an additional 255 thousand tonnes of "social" fuel oil has been approved. Coal deliveries for the population and the municipal sector are coordinated by the republican headquarters with the participation of akimats, coal mining enterprises, operators, and KTZ. Consumer demand for the upcoming season stands at 7.3 million tonnes.

During the meeting, the Prime Minister was briefed on the completion of heating season preparations for all education and healthcare facilities, boiler houses, and residential buildings included in the plan. This includes 10,913 educational institutions, 5,394 medical facilities, 14,939 autonomous boiler houses, and 53,610 houses. Deputy Minister of Industry and Construction Kuandyk Kazhkenov reported on fuel accumulation: coal reserves stand at 80% of the planned volume, fuel oil at 88%, and diesel fuel at 100%.

Reports from regional akims were also heard during the meeting. In Abay Region, 32 repair projects worth 14.5 billion tenge and 6 projects worth 15.8 billion tenge were implemented under the national project for modernizing the energy and utility sectors. Akim of Abay Region Berik Uali reported that work continues in the region to replace 53.7 km of heat networks, which will reduce their wear to 52.3%. Boiler equipment repair is 95% complete. Full readiness for the heating season of education, healthcare, social sector facilities, and housing stock has been ensured. All work is planned for completion by the end of September.

In Akmola Region, construction of four block-modular boiler houses is near completion, 24 out of 26 boilers have been replaced, and 37 km of heating networks have been repaired, accounting for 97% of the plan. Akim of Akmola Region Marat Akhmetzhanov reported on equipment repairs at the Stepnogorsk CHP and the reconstruction of the city main heating pipeline, where 45 specialists and 16 units of specialized equipment are currently deployed. Social facilities and housing stock in the region are fully prepared.

Akim of North Kazakhstan Region Gauez Nurmukhambetov reported that Petropavl CHP-2 is ready to ensure heat supply at the start of the heating season. Eight boiler units are prepared for operation. As part of the repair campaign, work on 6 boilers and 6 turbines has been completed. Preparation of Petropavl main heating lines is planned for completion by September 20. The heating season in the region will start on September 28.

Akim of Ulytau Region Yesset Baiken reported on the full readiness of residential buildings and social facilities for the heating season. At Zhezkazgan CHP, routine repairs were carried out on 4 boilers and 4 turbines, and boiler No. 11 underwent major overhaul. Preparation of other CHP equipment and heating station No. 1 in Satpayev continues.

Prime Minister Olzhas Bektenov emphasized the need to complete remaining works and ensure timely heat supply. The Ministry of Energy, together with KTZ, was instructed to take measures to supply coal and fuel oil to energy facilities and the population.

"Providing citizens with uninterrupted heat supply is one of the Government's top priorities. On the instruction of the President, funding for repair work has been increased. Akims on the ground must personally keep the readiness of all facilities under control, especially social and industrial infrastructure," Olzhas Bektenov emphasized.
