Olzhas Bektenov Holds Meeting on the Situation in the Petroleum Products Market and Issues a Number of Instructions

Prime Minister Olzhas Bektenov held a meeting with the leadership of responsible ministries and law enforcement agencies on the current situation in the petroleum products market, taking into account the influence of external factors.

A report by Minister of Energy Yerlan Akkenzhenov was heard. At present, Kazakhstani oil refineries are operating in normal mode, fully meeting the needs of the domestic market. Stocks of gasoline, diesel, and aviation fuel in the country exceed 1 million tons, which allows complete coverage of current consumer demand. Petroleum products are supplied on a priority basis to gas stations, agricultural producers, and domestic air carriers. There is no shortage of fuels and lubricants. Production, shipment, and stocks of petroleum products are constantly monitored.

Attention was paid to measures to prevent the illegal export of petroleum products. Currently, an order of the Ministry of Energy is in effect prohibiting the export by road of certain types of petroleum products and light distillates by rail beyond the borders of Kazakhstan. A restriction has also been introduced on crossing the state border by road no more than once per day.

Reports were heard from Minister of Internal Affairs Yerzhan Sadenov, Deputy Chairman of the National Security Committee – Director of the Border Service Yerlan Aldazhumanov, and Deputy Chairman of the Agency for Financial Monitoring Kairat Bizhanov.

Prime Minister Olzhas Bektenov emphasized that ensuring the stability of the domestic petroleum products market is of strategic importance.

Following the meeting, a number of instructions were given:

  • Strengthen control at the borders and take all measures to prevent fuel shortages and unconditionally ensure the country’s needs;
  • The Border Service of the National Security Committee, together with the Ministry of Finance and the Agency for Financial Monitoring, should strengthen control at the state border and ensure the detection and suppression of all schemes for the illegal movement of petroleum products;
  • The Ministry of Energy should ensure constant monitoring of the balance of production, stocks, and consumption of petroleum products and, if necessary, promptly submit proposals for taking additional measures.
