Prime Minister Olzhas Bektenov, during a working visit to the city of Astana, reviewed the development of the capital’s energy infrastructure at CHPP-3 in line with the tasks set by the President at the expanded Government meeting on modernization and commissioning of new capacities.
The Prime Minister inspected the main equipment of CHPP-3, which operates on natural gas, and was informed about plans to fully complete Phase I of the project this year and proceed with the implementation of Phase II. The combined heat and power plant has fully eliminated the previously existing energy capacity deficit in the city and ensures a reserve margin taking into account growing demand. CHPP-3 produces 440 Gcal/hour, supplying heat energy to areas of prospective development along Ch. Aitmatov Street, Uly Dala Avenue, Turan Avenue and other districts.
This year, work will be completed to enable the use of coal as an alternative backup fuel. In particular, plans include commissioning the fuel supply line with transfer nodes and a crushing unit, as well as a railway station with the necessary engineering infrastructure. In spring, work will continue on the construction of external and internal access roads and landscaping of the territory. Under Phase II of the project, a 500 MW combined-cycle gas turbine unit will be built with the involvement of private investment, ensuring reliable power supply for the capital.
Astana Akim Zhenis Kassymbek reported on the stable operation of the heating season in the capital. Three combined heat and power plants and two gas-fired heat stations — Turan and South-East — are currently operating to ensure reliable heat supply. Taking into account future demand driven by active urban development, construction is underway on another gas-fired heat station, Telmana, scheduled for commissioning in 2027.
According to Minister of Energy Yerlan Akkenzhenov, the current heating season in Kazakhstan is proceeding steadily. A large-scale repair campaign enabled generation capacity to reach 17,273 MW, which is 7% higher than during the previous heating season. Nine power plants moved from the “red” to the “yellow” risk zone, and three from the “yellow” to the “green” zone.
At power plants nationwide, repairs were completed on 10 power units, 63 boilers and 39 turbines. Reconstruction of 17,000 km of power grids and 420 substations has been completed, along with replacement of 323 km of heating networks. Overall, more than 1 trillion tenge has been invested in the energy sector over the past three years. The electricity deficit has been reduced by 29%.
This year, 2.6 GW of new capacity is planned to be commissioned, and by 2029 electricity production is expected to increase by 39 billion kilowatt-hours. These measures will ensure the stability of the national energy system.
Prime Minister Olzhas Bektenov instructed the relevant ministries and the city administration to accelerate completion of the CHPP-3 project and maintain full control over the stable passage of the heating season nationwide.
During the visit, the CHPP-3 workforce expressed support for the draft new Constitution.
“As a professional working in the power sector with a management background, I understand that no complex system can function without clear rules, discipline and distributed responsibility. In the energy sector, this is a balance of capacity and load; in the state, it is a balance of powers and institutions. The Constitution defines the architecture of this system. The proposed amendments create a solid legal foundation for the country’s further development. I support the new version of the Constitution as the foundation of stable and fair national development,” Nazymbek Kassenov said, Chief Engineer of CHPP-3 at Astana-Energiya JSC.
“I began my career in the chemical department and now serve as a records manager. In this way, I make my modest contribution to the energy sector of the New Kazakhstan. The Constitution is our main document determining the direction of our country’s development. I believe the constitutional changes strengthen the link between the state and the people and open the way for a confident step into the future,” Maria Tsybina stated, records manager of the Thermal Automation and Measurement Department at CHPP-3 of Astana-Energiya JSC.
The Prime Minister emphasized the importance of active civic participation in the upcoming referendum scheduled for March 15.
“Kazakhstan is going through an important political stage that will determine the country’s future. The draft new Constitution clearly reflects the large-scale political reforms initiated by the Head of State, Kassym-Jomart Tokayev, aimed at building a Fair and Strong Kazakhstan. The highest value of the Basic Law is the individual — his or her life and health, rights and freedoms. The draft Constitution clearly enshrines: ‘The people of Kazakhstan are the sole source of state power and the bearer of sovereignty.’ This means the state’s approach to developing human capital and supporting citizens is fundamentally changing. It is important for all of us to actively participate in the referendum, demonstrate civic responsibility, and make an informed choice guided by the interests of the state and society,” Olzhas Bektenov stressed.
