Prime Minister of RK Olzhas Bektenov held a meeting of the Interdepartmental Commission on prevention of offences.

Key issues of ensuring public safety were considered. Particular attention was paid to the measures taken to prevent violence against children and to combat juvenile delinquency, cybercrime, legal education of citizens in the prevention of offences.

Head of the Government noted the importance of work to ensure public order.

"The President of the country has defined “Law and order” as a fundamental principle of functioning of the state and society. This is one of the main postulates of his policy as Head of State. It is the duty of all state bodies and, first of all, law enforcement structures to ensure the unconditional implementation of this installation of the President. The police must react instantly to any offence, even the most minor ones. This is the only way to ensure law and order," Olzhas Bektenov noted.

The meeting considered the implementation of the Concept of ensuring public safety for 2024-2028 approved by the Head of State. Minister of Internal Affairs Yerzhan Sadenov reported that 28 measures have been implemented this year. Thus, the developed programme to counteract thefts allowed to reduce their number by 29% and improve crime detection rate to 54.4%. Specialised units have been set up to combat domestic violence. Victims are now subjected to a questionnaire when called to family conflicts, and 1,000 persistent aggressors have been identified, with whom psychologically corrective work is being carried out. In its turn, the use of electronic bracelets in respect of subordinates has made it possible to reduce the risk of re-offending to 13%.

Education Minister Gani Beisembayev reported on measures to prevent violence against children and combat juvenile delinquency. Since 2013, the number of criminal offences among minors has decreased by 55%. Two anti-bullying programmes - KiVa and domestic development DosballLike have been launched in the country's schools. On the instructions of the Head of State, a unified system of psychological services has been developed: 20 Support Centres are currently functioning in all regions of the country. On 1 September this year, the Birtutas Tarbiye education programme was launched. In addition, lessons on personal safety are held in educational organisations.

Deputy Minister of Digital Development, Innovation and Aerospace Industry Askhat Orazbek reported that as part of comprehensive work to combat cybercrime in 2024, a state service to control access to personal data has been introduced. The STOP-credit function in eGov has been activated, which allows to refuse online loans. This function has already been used by more than 1.4 million citizens. In addition, a working group was set up to develop algorithms to counteract fraud using mobile phones.

The akims of Zhambyl region and Atyrau region were also heard, where it is necessary to strengthen the work within the framework of the projects "Carpeting with video surveillance systems", opening of temporary adaptation centres, etc.

"Our goal is to create a holistic system of prevention of offences. During the implementation of the Concept it is necessary to involve non-governmental organisations and public associations more actively. The level of citizens' safety depends on the effectiveness of our joint work. In the daily reports of the Ministry of Internal Affairs, I see that serious crimes, including murders, are committed in the country. Most of the accidents involving the deaths of people occur while intoxicated. This year there have been a number of high-profile events related to hooliganism and banditry. Locally, police officers should identify risks and carry out preventive work among the population," Prime Minister stressed.

The Ministry of Culture and Information has been instructed to ensure a timely response to such cases and objectively inform citizens in the media and social networks.

Following the results of the meeting Prime Minister gave a number of instructions for the qualitative fulfilment of the Concept of ensuring public security:

• To expand the coverage of all aspects of prevention of offences, to consider the possibility of citizens' participation in the process of decision-making on the formation of a safe environment and control over their implementation;
• To prevent juvenile delinquency, form mechanisms to encourage minors to study, work, and participate in public life;
• The Ministry of Education, in conjunction with the State bodies concerned, has been instructed to analyse the effectiveness of the measures taken to prevent juvenile delinquency and to develop additional measures;
• The Ministry of Internal Affairs, taking into account the emergence of new types of narcotic drugs, to critically assess the work of the relevant departments and take measures to strengthen the fight against drug trafficking;
• The Ministry of Internal Affairs, together with the Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan, in view of the fact that the widespread penetration of digital technologies is accompanied by an increase in the number of frauds, to take cardinal measures to protect citizens from fraudsters.
