As part of his working trip to the city of Shymkent, Prime Minister Olzhas Bektenov reviewed the socio-economic development of the metropolis and the execution of instructions from President Kassym-Jomart Tokayev to develop new economic growth points in the region and improve road quality. In particular, the territories of the "Zhuldyz" and "Tassai" industrial zones were visited, and a section of the transport interchange at the intersection of Baidibek Bi Avenue and Q. Tolemetov Street was inspected. The head of the Government also reviewed the landscaping of public spaces for the comfort of residents and guests of the metropolis.
At the "Zhuldyz" IZ, General Director of the porcelain stoneware manufacturing plant Wan Sheng Ceramic, Liu Wenqing, reported that this year the enterprise reached full capacity of 12–13 million m² of products per year. A total of 350 permanent jobs were created, and taking adjacent organizations into account, employment has been provided to more than 1 thousand people. About 95% of the raw materials used come from Kazakhstani deposits. The company supplies products to the domestic market and exports 40% of its volume to CIS countries. Plans include further production expansion.
At the site of the "Tassai" IZ, Chairman of the Board of Asia Trafo LLP Dauirbek Ateyev familiarized the Prime Minister with the technological process and product line of equipment manufactured, including power transformers, autotransformers, and others. Three-dimensional design, mathematical modeling, and digital control technologies have been implemented here. The design capacity is over 12 thousand MVA per year, which satisfies up to 90% of Kazakhstan's demand for main types of substation equipment with voltage classes up to 500 kV. For example, the enterprise supplies the combined cycle power plant in the Turkestan region. Overall, transformers are delivered to major energy facilities, including the construction of new thermal power plants and power stations. More than 200 people work at the factory.
In total, 8 industrial zones operate in Shymkent with an occupancy rate of 90%, where 354 projects have been implemented. According to the Akimat of Shymkent city, in 2025 the gross regional product reached 5.9 trillion tenge, increasing 2.2 times over the past five years. In January–September 2026, the volume of industrial production reached 1.2 trillion tenge, increasing by 12.9% compared to the same period last year. Fixed capital investments grew by 7.4% to 580 billion tenge. Entrepreneurship support measures covered 1,480 projects worth 10.5 billion tenge. Over 439.5 billion tenge was allocated for socially important areas, including the modernization of education and healthcare infrastructure, as well as social security for citizens.
Following the visit, Olzhas Bektenov instructed the Ministries of Industry and Construction, Energy, Foreign Affairs, and the Akimat of Shymkent to take the necessary support measures to expand current plant capacities and accelerate full occupancy of the industrial zones' territories.
During the working trip, the Prime Minister also inspected the construction progress of the transport interchange at the intersection of Baidibek Bi Avenue and Q. Tolemetov Street. The project provides for the construction of a four-lane transport interchange with an overpass about 550 m long, an overpass section over 180 m long, and three underground pedestrian crossings. The project cost is 8.5 billion tenge. The main construction and installation work has been completed, and traffic on the upper level is open. Work on the lower level is planned to be completed by the end of the current year.
In general, the total length of the city's roads is 3.8 thousand km. First Deputy Akim of Shymkent Aidyn Karimov reported that 1.8 thousand km of roads have been paved over the last three years, and the share of roads in good condition reached 95%. Up to 140 thousand cars enter the city daily, of which about 80 thousand are in transit. Under conditions of growing transport load, traffic on overpasses on P. Momynov and K. Tilenshin Streets was opened this year. Commissioning the interchange at Baidibek Bi – Q. Tolemetov will increase the capacity of the road network, reduce transport load, and improve traffic safety.
In addition, a report was delivered on the reconstruction of Shymkent Airport, which provides for the construction of a second runway and taxiways at a total cost of 46.1 billion tenge, with completion scheduled for 2027.
The Prime Minister emphasized the importance of strengthening control over the implementation of infrastructure projects, including the work of contracting organizations.
“The President set the task to improve the quality of international and local roads. Currently, a dedicated Government working group has been created to revise the system of road construction standards and assessment of their condition. It is necessary to bring order to this industry and eliminate the causes of the unsatisfactory condition of regional and inter-district roads. Local akimats through total control and digitalization must ensure the efficiency of allocated budget funds. For Shymkent, taking into account the city's growth, it is also important to build roads using new modern quality and safety technologies right away,” Olzhas Bektenov noted.
