Over 1 Trillion Tenge to Be Allocated for Modernization of Energy and Utilities Infrastructure

At the Government session chaired by Prime Minister Olzhas Bektenov, the results of the past heating season and plans for preparation for the upcoming autumn-winter period of 2026–2027 were reviewed. Vice Minister of Energy Sungat Yesimkhanov delivered the report.

The heating season in Kazakhstan was completed in normal mode. Thanks to a systematic approach and timely funding, no major technological disruptions occurred at energy facilities. All consumers across the country were fully supplied with heat and electricity.

In 2025, 348 billion tenge (+6% compared to last year) was allocated for the repair of power plants, and 129 billion tenge (+16%) for heat networks. The investments enabled major repairs of 10 power units, 63 boilers, and 39 turbines, as well as the renewal of 17,000 km of power transmission lines and over 320 km of heat networks.

Key Performance Indicators:

  • Reduction in wear: power plants — down to 53%, heat networks — down to 50%.
  • Generation growth: peak load in December 2025 reached 17,273 MW, which is 7% higher than the previous year.
  • Reliability: the number of temperature schedule violations decreased threefold (from 65 to 21 cases). Technological failures on networks decreased by 12%, and at power plants — by 15%.
  • CHP Rating: following the season, 5 stations left the “red” risk zone, and another 3 CHPs moved from the “yellow” to the “green” zone.

Fuel reserves at warehouses met the standards: 5.6 million tons of coal and 152 thousand tons of fuel oil were stockpiled. The plan for coal procurement for the utilities sector and population was fulfilled at 109.8% (8.15 million tons).

Preparation for the next season has already entered the active phase. This year, 384 billion tenge is planned to be allocated for the repair of power plants — 9% more than in 2025.

Scale of the Repair Campaign:

  • Generation: major repairs of 9 power units, 55 boilers, and 51 turbines. Works are underway on 29 units of equipment, with one boiler and one turbine already repaired. The repair campaign is proceeding strictly according to schedule.
  • Heat Networks: reconstruction of 377 km of networks is planned. Works will begin immediately after hydraulic testing is completed.
  • Power Networks: 1,200 km of lines and 54 substations have already been repaired.

Under the instruction of the Head of State, the National Project for the Modernization of the Energy and Utilities Sector is being implemented. This year, 626.8 billion tenge has been allocated for these purposes. The project will cover the modernization of more than 10,000 km of power networks.

To promptly resolve heat supply issues, more than 25.4 billion tenge from the Government reserve has been approved for seven regions. The funds have already been directed to Abay, Zhetisu, East Kazakhstan, and other regions.

Priority Facilities:

  • In Ridder — repair of boilers No. 5 and No. 6 at the local CHP and 12 sections of heat networks.
  • In Taldykorgan — construction of a new district boiler house in the South-Western district.
  • In Semey — works at CHP-1 and several boiler houses.

The Energy Supervision Committee will exercise strict control over compliance with schedules and the quality of works. It is expected that timely preparation will minimize risks during the upcoming winter period.
