Revenues plan of state budget implemented by 102.9% — Ministry of Finance

At the government session chaired by Prime Minister Askar Mamin, the Minister of Finance Yerulan Zhamaubayev reported on the implementation of the state budget of the Republic of Kazakhstan for 5 months of 2020.

As Zhamaubayev noted, according to the results of five months of the current year, the state budget received revenues in the amount of 3 trillion 420 billion tenge or the plan was implemented by 102.9%.

In the republican budget of revenues received in the amount of 2 trillion 111 billion tenge, or the plan is implemented at 94.4%. Failure to fulfill the revenue plan amounted to 125 billion tenge.

“On the failure to fulfill the plan, against the background of external factors, the measures taken to support the business, taken during the state of emergency, influence,” said Zhamaubayev.

The decrease in tax revenues began in April and continued in May 2020. The largest decrease in entrepreneurial activity, according to the IP Electronic Invoices, falls on wholesale and retail trade.

Turnover in the sale of goods fell by 54% or 1.2 trillion tenge compared to May 2019.

Prices for major export items decreased on average by 16.4% compared with the 5 months of 2019 and by 13.2% since the beginning of the year. This has affected tax revenues from the mining industry.

The plan for export customs duty for crude oil was not executed for 4 billion tenge. This is due to the ETP rate set to 0 for May 2020, as the average oil price in April was below $25 per barrel.

Own revenues of local budgets were executed by 120.4% and amounted to 1 trillion 309 billion tenge. The plan is overfulfilled by 222 billion tenge. Of these, 224 billion tenge in taxes. In all regions, revenue plans are overfulfilled. Expenditures of the state budget were fulfilled by 97.9%, the republican — by 98.9%, local budgets — by 97.2%. Republican budget expenditures amounted to 5 trillion 620 billion tenge. Not executed — 61 billion tenge.

“The main reasons for not mastering: long and untimely conducting competitive procedures, payment for the actually rendered volume of services, work performed, long conducting procedures for concluding agreements, long approval of documents for payment,” said Zhamaubayev.

Local budget expenditures amounted to 2 trillion 606 billion tenge.

Seventy-five billion tenge were not implemented. This year, the regions are provided with targeted transfers in the amount of 2 trillion 317 billion tenge. According to preliminary data, as of June 1, they allocated 671 billion tenge. Of these, 96% or 643 billion tenge were disbursed. Not implemented — 28 billion tenge. Of these, savings — 8 billion tenge, not mastered — 20 billion tenge.

In addition, Zhamaubayev said that over the past 5 months, cameral control covered about 952 thousand public procurement procedures in the amount of 6.5 trillion tenge. Following the results of inspections, violations in the amount of 535 billion tenge were warned. Conducted 746 audit events. The audit covered 494 billion tenge of budget funds. Financial violations amounting to 101 billion tenge were identified.

“Violations of 94 billion tenge were eliminated by restoring the supply of goods, providing services and performing work, reimbursing the budget and reflecting accounting. To improve and increase the efficiency of the audit facilities, 675 recommendations are given. Of these, 548 were executed,” the minister informed.

The implementation of the comprehensive privatization plan for 2016-2020 has been completed by 93%. In 2020, it is planned to realize 70 objects. Of these, 40 are for sale. During the reporting period, 6 objects were sold in the amount of 3.2 billion tenge. 34 objects are put up for auction. 4 objects are aimed at reorganization and liquidation. 26 objects will be put up for sale before the end of the year.
