Plans to commission 556 facilities under Modernisation of Rural Health Care national project planned for 2024

The progress of the National Project "Modernisation of Rural Health Care" was considered at the regular Government session of the Republic of Kazakhstan. As reported by the Minister of Healthcare Akmaral Alnazarova, since 2023, in accordance with the instruction of the Head of State, a pilot national project is being implemented. 

Within the framework of it 3 tasks are realised:

1. Construction of 655 PHC facilities; 

2. Organisation of 32 modern multi-disciplinary central district hospitals by modernising existing district hospitals and equipping them;

3. Providing rural health care facilities with medical personnel.

"Under this task it is planned to train 1.1 thousand medical personnel for rural health care facilities," the Minister said. 

In order to optimise the time and cost of development of design and estimate documentation, a unified approach to design is envisaged with observance of uniform optimal parameters of PHC facilities. A unified designer has developed 16 reference designs for three types of facilities, taking into account climatic and seismic features of the regions for reapplication of the IHS.

All PHC facilities have telemedicine rooms with computer equipment, but no funds have been allocated for the equipment. In this regard, to ensure equal access of rural population to quality medical care, the Ministry of Healthcare and Social Development will be asked to connect these facilities to the Internet and provide them with the appropriate equipment.

According to the head of the ministry, when choosing medical and non-medical products, the projects prioritise the products of domestic manufacturers. The total percentage ratio is more than 71 per cent. A total of 655 PHC facilities are planned to be built within the framework of the first task of the National Project, of which 92 PHC facilities will be completed in 2023, 7 projects are not completed on time. In 2024, it is planned to put 556 facilities into operation.

"As of today, 239 projects have design and construction documents with state expert appraisal conclusions, 317 projects are under consideration of state expert appraisal. Expected terms of receiving the conclusions - April this year," the minister said. 

As of today, akimats have held tenders and signed 109 contracts for construction of facilities, of which 99 facilities are co-financed by MIO, while 58 facilities are financed from the republican budget. In general, the additional funding requirement for 2024 is 99.6 billion tenge for the construction of 498 PHC facilities.

Planned dates of completion of construction of facilities in the current year: 

7 objects - June; 

210 facilities - October; 

226 facilities - November; 

120 facilities in December 2024.

As part of the second task of the National Project, work is underway to modernise 32 district hospitals. As of today, 12 projects have detailed design and construction plans, of which 9 projects have been financed from the national budget. Another 9 projects are under consideration of the state expert appraisal, 14 projects are at the development stage.

Within the framework of the National Project, expenditures of 33.6 billion tenge are envisaged for the material and technical equipment of 32 multidisciplinary central district hospitals. In 2023, 1,800 units of medical equipment were purchased for a total of 10.5 billion tenge. In 2024-2025, it is planned to purchase 9 angiographs, 17 MRIs, 6 CTs for 23 billion tenge.

"At the same time, at present, the plan of equipping with medical equipment is being audited for forecast efficiency, in connection with which, these figures will be adjusted. Within the framework of the third task on provision of medical personnel for health facilities of the National Project, the Ministry together with the regions conducted an analysis," Akmaral Alnazarova said. 

For 655 PHC facilities, the total need in personnel is 254 medical workers, for 32 multi-disciplinary central district hospitals - 898 medical workers. In 2023, 39 young specialists will be employed in PHC facilities and 89 young specialists will be employed in MSRBs. This year it is planned to send 215 grant graduates to work in PHC facilities.

"In 2024-2025, facilities of the Centre will be provided with 486 doctors in profile specialities and 323 middle medical workers from among young specialists trained at the expense of grants of akims. Social packages will be provided at the expense of the region. Therefore, support of akims is necessary. The work on the implementation of the national project continues and is under special control of the Ministry," the head of the Ministry summarised.
