Following results for 8 months of 2020, state budget received 5.5 trillion tenge of revenues — Ministry of Finance

At a government session chaired by Prime Minister Askar Mamin, Minister of Finance Yerulan Zhamaubayev reported on the results of budget execution for 8 months of 2020.

The state budget received revenues (excluding transfers) in the amount of 5.5 trillion tenge, in the republican budget — in the amount of 3 trillion 455 billion tenge.

Non-fulfillment of the income plan amounted to 610 billion tenge. The main amounts of non-performance are related to taxes such as VAT (596 billion tenge) and CIT (260 billion tenge).

Revenues of local budgets were executed by 121% and amounted to more than 2 trillion tenge. The plan was exceeded by 353 billion tenge. Of these, taxes — by 328 billion tenge.

In all regions, revenue targets have been exceeded.

State budget expenditures were executed by 98.8%, republican — by 99.5%, local budgets — by 98.4%.

The republican budget expenditures amounted to 9 trillion 251 billion tenge. Not executed — 45 billion tenge. Of these, savings — 17 billion tenge, not utilized — 28 billion tenge.

"The main reasons for failure to master: prolonged holding of tender procedures, procedures for concluding contracts, failure to submit acts of work performed, not supply of goods due to quarantine restrictions, payment for the actually provided volume of services, work performed, as well as insufficient funds on the cash control account of the republican budget,’’ the minister specified.

Local budget expenditures amounted to 4.9 trillion tenge. Not executed — 80 billion tenge.

This year, the regions are provided with targeted transfers in the amount of 2.3 trillion tenge.

According to preliminary data, as of Sep. 1, 1.4 trillion tenge was allocated to them. Of these, 97.9% were mastered. Not executed — 29 billion tenge. Of these, savings — 7 billion tenge, not utilized — 22 billion tenge.

Over the past 8 months, cameral control covered more than 1 million public procurement procedures in the amount of 12.3 trillion tenge. As a result of the inspections, violations in the amount of 4.6 trillion tenge were prevented. More than 1 thousand audit activities were carried out.

“The audit covered 603 billion tenge of budget funds. Financial violations in the amount of 168 billion tenge were established. Violations worth 162 billion tenge were eliminated by restoring the supply of goods, rendering services and performing work, reimbursing to the budget and reflecting on accounting. To improve and increase the efficiency of the audit objects, 966 recommendations were given. 760 of them have been executed,” Zhamaubayev informed.

The Comprehensive Privatization Plan for 2016-2020 has been fulfilled by 93%. In 2020, it is planned to implement 74 objects. Of these, 38 are for sale. During the reporting period, 6 objects were sold to the amount of 88.4 billion tenge. 32 objects are on sale.

Five objects are aimed at reorganization and liquidation. 18 objects will be put up for sale by the end of the year. For 13 facilities, implementation dates have been postponed to 2021-2024.
