Government considers measures to implement instructions of the Head of State

Prime Minister of Kazakhstan Alikhan Smailov chaired the first session of the government in a renewed composition.

The new ministers — Minister of National Economy Alibek Kuantyrov, Minister of Industry and Infrastructure Development Kairbek Uskenbayev, Minister of Energy Bulat Aqchulaqov, Minister of Justice Kanat Mussin, Minister of Healthcare Azhar Giniyat, Minister of Information and Social Development Askar Umarov — took the oath of a civil servant.

“We must justify the high trust of the Head of State at this difficult moment for the whole country. Our Government must make every effort to fulfill the tasks set by the President aimed at improving the level and quality of life of the population, maintaining economic growth and resisting the pandemic, recovering the enormous damage inflicted by terrorists and marauders, and leading the country out of a large-scale crisis. These are very difficult tasks, which in the current conditions have not yet fallen upon any government. We must be a single team, real results are expected from our work,” Smailov said.

At the meeting, measures to fulfill the instructions of the President Kassym-Jomart Tokayev given on Jan. 11, 2022, during his speech in the Majilis of the Parliament, were considered.

Minister of National Economy Alibek Kuantyrov, Chair of the National Bank Erbolat Dossaev, Chair of the Agency for Regulation and Development of the Financial Market Madina Abylkassymova, Deputy Prime Minister - Minister of Trade and Integration Bakhyt Sultanov, Minister of Finance Yerulan Zhamaubaev, Minister of Industry and Infrastructure Development Kairbek Uskenbayev, Minister of Agriculture Yerbol Karashukeev, Minister of Energy Bulat Aqchulaqov, Minister  of Ecology, Geology and Natural Resources Serikkali Brekeshev, Minister of Labor and Social Protection of the Population Serik Shapkenov, Minister of Healthcare Azhar Giniyat, Minister of Education and Science Askhat Aimagambetov, Minister of Information and Social Development Askar Umarov presented their reports.

The Prime Minister Alikhan Smailov instructed the Ministry of National Economy, together with state bodies and organizations, until Jan. 20, 2022, to develop a draft Government Action Program for 2022, to quickly develop transparent and clear mechanisms for the provision of measures of state support for SMEs and to analyze the effectiveness of development institutions (DBK, Damu Fund, etc.).

The Head of Government instructed the Ministry of National Economy, together with the National Bank and Atameken NCE, to update the Anti-inflationary Response Package, to radically revise the procurement procedure of Samruk-Kazyna JSC in terms of reducing the share of public procurement using a single source method, to revise the entire procurement process of the JSC Samruk-Kazyna and its subsidiaries.

The Ministry of National Economy, together with the Agency for the Protection and Development of Competition, the Ministries of Finance, Justice and NCE Atameken were instructed until Feb. 1, 2022, to develop approaches for the selection of assets to be transferred to a competitive environment, to develop and submit an appropriate draft government decree.

In order to form clear rules for inter-budgetary relations between the center and the regions, the Prime Minister instructed to prepare a package of amendments to budgetary legislation and improve the methodology for calculating transfers of a general nature. The Ministry of National Economy, together with interested state bodies and akimats of the western and southern regions — Aktobe, Almaty, Atyrau, West Kazakhstan, Zhambyl, Kyzylorda, Mangystau and Turkistan regions, were instructed to develop certain directions within the framework of the "Auyl - El Besigі" and other programs.

Akimat of Nur-Sultan together with the Ministry of Industry and Infrastructure Development was instructed to make specific proposals on further options for using the LRT project.

The Head of Government instructed to prepare proposals with specific mechanisms for the implementation of the disposal fee issue, develop a set of measures to regulate the oil products market, carry out appropriate calculations within a week and submit agreed proposals on excise taxes for gasoline producers and intermediaries.

The Prime Minister instructed, within a month, to prepare a pool of projects in competitive sectors of the economy, taking into account the analysis of the manufacturing industry, to develop specific proposals for reforming Samruk-Kazyna JSC, to take the necessary measures for the material and technical support of agriculture, to develop a new concept of investment policy.

Smailov stressed the need for the Ministry of Internal Affairs and the Ministry of Emergency Situations to continue the work on reforming the law enforcement system.

The Ministry of Internal Affairs, together with the Ministries of National Economy and Finance, was instructed to submit proposals to the Government on the quantitative and qualitative strengthening of MIA special purpose units and the National Guard within a week.

The Head of Government instructed to work out the issues of increasing the legal protection of police officers, to strengthen control over the circulation of weapons and the spread of religious extremism, to submit proposals to the Government on the material, technical and social strengthening of civil protection bodies within a week, to make the necessary adjustments to the country's Civil Defense Plan, to develop agreed proposals to improve the release of material assets from the state material reserve during a state of emergency.

The Ministry of Defense, together with the Ministries of National Economy, Industry and Infrastructure Development, and Finance, was instructed to solve the issues of increasing the salaries of servicemen of special forces, equipping with military transport aircraft, weapons and military equipment.

The Prime Minister instructed to work out proposals for reforming the Armed Forces and the intelligence community, radically increasing the defense capability of the army and submit them to the Security Council Office for the next meeting.

The Head of Government noted the need to carry out work on a qualitative renewal of the social and labor sphere with the identification of the real number of citizens in need of employment and social support.

Smailov instructed to take measures to increase the size of grants for the implementation of business ideas (up to 400 MCI), to increase wages and the term of participation both in youth internships and in the First Job Project.

The Ministries of National Economy, Labor and Social Protection of the Population were instructed to develop a draft Program to increase the income of the population within a month.

The Ministry of Education and Science, together with interested government agencies, was instructed to develop a program to attract teachers with an appropriate package of social support measures for regions with a shortage of teachers, to take measures to open 5 branches of established foreign universities.

The Prime Minister noted the need to increase the number of grants in technical areas in the draft state educational order, primarily in the western regions, to provide targeted grants for studying in universities for young people from densely populated regions.

The Head of Government instructed until Feb. 1, 2022, to work out all the issues of creating a public social Fund “Qazaqstan Halqyna’’.

“You all understand the seriousness of the present moment. It is necessary to mobilize as much as possible and concentrate on the work,” Smailov emphasized.
