At the briefing in the press center of the government, Deputy Prime Minister Roman Sklyar spoke about measures for the implementation of the instructions of the Head of State, voiced in the Address of Sep. 1, 2020.
The Head of State in his Address "Kazakhstan in a New Reality: Time for Action" made a special emphasis on the development of the country's industry and real diversification of the economy.
As Sklyar noted, the main emphasis on the manufacturing sector in the framework of industrialization programs is correct. This is confirmed by the achieved indicators.
“Even in such a difficult situation with a pandemic in the world and Kazakhstan, for 7 months of 2020 the industry showed an increase of 3.8%. Such sectors as pharmaceuticals — by 23.2%, mechanical engineering — by 13.9%, light industry — by 7.3% especially grew,” Sklyar informed.
In his Address, the Head of State ordered to increase production in the manufacturing industry by at least 1.5 times over five years.
According to Sklyar, to achieve this goal, measures will be taken to develop the industrial potential of the manufacturing industry in the domestic market with a gradual increase in competitive advantages and export opportunities in foreign markets.
By the end of the year, a mechanism will be developed for mutually beneficial cooperation between domestic enterprises for the production of metals and their processors for the production of products with higher added value.
To give consistency to the work carried out while preserving the institutional framework, work has begun on the Draft Law "On Industrial Policy". Currently, the draft law has been developed and is being discussed with the business community, industry associations and industrial enterprises. The bill takes into account measures to expand the tools of support measures, to implement guaranteed procurement from the state, quasi-state sectors and subsoil users.
To maintain positions in transit traffic, work is underway to improve service, quality and speed of transportation, for this purpose, further development of the transport infrastructure of Kazakhstan will continue.
In 2020, traffic will be opened on 4 thousand km of roads of the republican network, the share of roads in good and satisfactory condition will be 90%. Until 2025, all 100% (24 thousand km) of the republican road network will be restored and reconstructed, and the creation of service infrastructure will be completed.
To solve housing issues of more than 100 thousand people on the waiting list, the Nurly Zher state program will provide for a mechanism for subsidizing rent in private housing stock (in the amount of up to 80% of the rent) in the amount of about 90 billion tenge.
To ensure the availability of the product for citizens, the powers and responsibility of Otbasy Bank will expand in terms of the distribution of subsidies for rent.
Within the framework of the adopted Law on housing and communal services, the institution of associations of property owners is being introduced in Kazakhstan. All the necessary regulatory legal acts have been adopted and approved.
