July 4 at a press conference on the implementation of the President’s Election Program, the head of the Administrative Police Committee of the Ministry of Internal Affairs, Marat Tuyakpayev, answered questions about plans to introduce mandatory registration of foreign cars.

At the discussion stage is the issue of introducing a mandatory temporary registration for vehicles from the Eurasian Economic Union member states, which operate for a long time in Kazakhstan.

Tuyakpayev explained that according to the complaints of Kazakhstan citizens, the drivers of foreign vehicles, including those from the Russian Federation, Armenia, etc., frequently commit offenses. The lack of necessary information complicates the process of bringing the violators to justice.

The reason is the lack of a database of vehicles of these countries. According to the legislation, the term of bringing to responsibility is two months from the moment of committing the offense, after which it is impossible to hold him accountable.

“The most important thing is to understand that there is no question of banning the operation of these vehicles. That is, our state is open for the movement of all vehicles without exception of any state. Here the question is about the accounting of these vehicles, that is, about temporary registration. At the same time, by “temporary registration” we mean not that a person should apply to a Public Service Center, stand in a queue, etc. This is an online registration,” the speaker said, noting that the decision to accept these amendments will be made only after discussion with the public. Accordingly, a detailed registration mechanism (term, period, etc.) will be worked out later.

As Marat Tuyakpayev emphasized, there are no restrictive measures for the operation of these vehicles. The key goal is to clean up the mess.

“Here the question is not about customs clearance and tax payment. This is a matter of accounting for vehicle data. That is, a citizen of Kazakhstan, if she drives this vehicle, she must carry out the relevant procedures,” the speaker explained. “You do not have to go anywhere, it will be absolutely free of charge or any burden. We are not going to infringe upon any rights, interests of citizens.”

Thus, the accounting of vehicle data will, in case of an offense, allow fixing the offender by automatic systems and sending a prescription to the owner of the car. This will ensure the implementation of the principle of irreversibility of punishment.

According to the Ministry of Internal Affairs, in 2018 there were 42 thousand violations by foreign cars with registration plates of foreign states. These are Russia, Armenia, Kyrgyzstan. For 5 months of this year — 41 thousand.
