Starting Nov. 1, government bodies will not require address information from citizens — Ablaykhan Ospanov

At a press conference in the government’s press center, Vice Minister of Digital Development, Innovation and Aerospace Industry Ablaykhan Ospanov clarified the details about the cancellation of the address certificate.

As noted by Ospanov, from Nov. 1, 2019, Kazakhstan will cancel the address certificate and be excluded from the register of public services. This means that state bodies, schools, medical institutions, etc. do not have the right to demand from citizens an address certificate from Nov. 1. It cannot be obtained either through the branches of the Government for Citizens, or through the e-government portal.

“If necessary, Kazakhstanis will be able to check their place of residence in their personal account on the egov.kz electronic government portal or through the eGov mobile application,” Ospanov informed.

As for state bodies, they already have access to this information through their information systems, which were integrated with the databases of the Ministry of Internal Affairs.

Ospanov also emphasized that employers do not have the right to require an address certificate. First of all, because the labor code does not require the presentation of a document confirming the address of residence.

“If we today at the state level cancel the concept of an address certificate, then, accordingly, no one has the right to demand this document from a citizen during employment. Therefore, we say that all employers should bring their job requirements for employment into line,” said the vice minister.

In addition to employers, absolutely all institutions of the country should stop asking for an address certificate.

“Today we are radically changing our understanding of the address and place of residence in our country. Previously, we had to prove at every step, literally everywhere — with employment, in medical organizations, kindergartens, for concluding agreements for utility services and so on. Everywhere we were forced to go and get this certificate and provide it to anyone requested. We had no reason to refuse the need for this information. Today, in fact, we are giving this opportunity to the entire population. Today, a citizen of Kazakhstan is not obliged to prove to anyone that he lives at one or another address,” Ospanov said.

As for medical and educational institutions, these organizations have integrated information systems. For example, in all medical institutions today there are information systems that are integrated with the Unified Health Information System. Before you get an appointment with a doctor, you must attach at the place of residence. If earlier at the stage the presence of address reference was mandatory, now it is not required.

“In educational institutions, the same thing. We started working with medical and educational institutions last year. Already last summer, the requirement to provide address certificates from parents was prohibited. Explanations were made at the level of akimats,” said the vice minister.

In addition, he said that to date, 28 certificates are issued in electronic format. Over 20 million certificates are printed annually for submission to various organizations. The plans — from next year to gradually cancel other certificates by analogy with the address. For this, it is necessary to complete work on the integration of information systems.
