Information on place of residence to be provided only by residents of border settlements — Ministry of Internal Affairs

At a briefing in the Government of Kazakhstan, Deputy Chairman of the Committee for Migration Service of the Ministry of Internal Affairs Galina Sarsenova spoke about the further work on the abolition of the need to provide an address certificate.

The service of issuing the address certificate was provided by the Ministry of the Interior. This service was one of the sought after. This year alone, 9 million address certificates were issued.

According to Galina Sarsenova, this was both financial and physical stress on the employees of the corporation that provided this service.

As part of the automation of this service, given the absence of the need for its presentation, a decision was made to cancel this certificate. Sep. 30, the registry of public services was amended according to which the public service for the issuance of address information is replaced with the new service “Providing information confirming registration at the place of residence in the village of the border territory.”

“Why did we leave for the border territory? Because this rule is provided for by an international treaty. This is an agreement between the Russian Federation and the Republic of Kazakhstan regarding the suppression of the border of precisely settlements. There are about 400 of them, which are located along the border territories of Kazakhstan and the Russian Federation. In this case, an address certificate is presented, which will be issued only for these villages. That is, format-logical control will be established,” Sarsenova explained.

The certificate will be issued only for residents of border settlements by akims of rural districts. The legislation is amended in terms of empowering akims with competencies. Also, residents of these villages, with access to the Internet, can independently obtain address information through the electronic government portal egov.kz.

In addition, this information is available at the level of central government bodies, as well as subordinate regional, district territorial divisions of state bodies.

According to Sarsenova, any citizen can go to the e-government portal and verify their information at the address of residence.

At the same time, other organizations, including private companies, which may need information about a citizen's registration, will be able to get it through a third-party service on the electronic government portal egov.kz. This will be possible only if the citizen gives his consent via SMS to one-time receipt of information about his residence permit.
