Third parties can receive address certificates only with permission of the citizen himself — Ablaykhan Ospanov

At a press conference in the press center of the Government, Vice Minister of Digital Development, Innovation and Aerospace Industry Ablaykhan Ospanov and Deputy Chairman of the Committee for Migration Service of the Ministry of Internal Affairs Galina Sarsenova spoke about the service for third-parties on issuing address information.

According to Ospanov, non-governmental organizations, including private companies, which may need information on a citizen's registration, will be able to get it through a third-party service on the electronic government portal egov.kz. This will be possible only if the citizen gives his consent via SMS to one-time receipt of information about his residence permit.

“Today you can see in your personal account where you are registered and what citizens are registered in your apartment. You, as the owner of the apartment, have such an opportunity today. If for some other reasons you still need to prove to someone where you live, then today there is such a service,” said Ospanov.

To receive such an SMS, a citizen must be registered in the database of mobile citizens. Registration can be carried out independently (in the “My Account” on the egov.kz portal, in the column “Phone” you must indicate either change the phone number and confirm the validity of your digital signature), or contact any public service center (the service is provided free of charge and will take no more than 5 minutes).

As Ospanov informed, from Nov. 1, this service will be available in the mobile application.

The request mechanism is simple: the organization and any other citizen, by entering the IIN on the egov.kz portal, requests permission from the portal user to open access to read this or that information. This can be not only an address certificate from the place of residence, but also a certificate of the absence (presence) of real estate, a certificate of registered rights to real estate, a certificate of the presence or absence of a criminal record, etc. Five certificates are most in demand today.

Then, the person who is requesting this information, in his personal account on the electronic government portal or by SMS confirms his consent to the provision of information. This permission applies to only one operation.

The requested person will be shown the information that he requested. At the same time, Ospanov drew attention to the fact that this information will be available for viewing only once and permission is given exclusively to the person who requested it.

It is worth noting that both an individual and a legal entity (banks, schools, universities, polyclinics, commercial organizations, state institutions, etc.) can act as a third party, and only an individual can act as a user.

Meanwhile, the Deputy Chairman of the Migration Service Committee of the Ministry of Internal Affairs Galina Sarsenova noted that, in accordance with the law on the protection of personal data, registration information is limited access information.

“Now banks use the data and no one has questions. You consent to the use of data, transfer personal personal data, last name, first name, patronymic, date of birth and other information that relates to information of limited access. A similar situation occurs when third parties have access to information about the address of residence, etc. You give your consent. Without this, no one has the right to use such information that relates to information of limited access,” Sarsenova noted.
