Labor income is a prerequisite for participating in social housing program “Baqytty Otbasy” — Housing Construction Savings Bank

Sep. 20 at a press conference in the Government, the Chairman of the Board of JSC Housing Construction Savings Bank of Kazakhstan Lyazzat Ibragimova shared three practical tips for participation in the social housing program “Baqytty Otbasy” (a low-income family lending program for acquiring housing).

According to her, based on the practice of implementing the program this year, it analyzes the cases of applying to the program, the criteria of the program itself and the conditions for issuing housing.

“We are preparing for the second launch of the program next year. Firstly, those who want to participate in the program need to be in the queue, track it and get a direction,” Ibragimova said.

Secondly, program participants must have a mandatory income from entrepreneurial or labor activities.

As the chairman of the board noted, the catch of most families is that not one of the family members has a working income.

“Families come who are recipients of the targeted social assistance, noting that the amount of several children is more than the average monthly wage. But we do not consider social benefits and targeted social assistance to be income, and we will not give loans to these categories of families to purchase their own housing,” Ibragimova said.

According to her, the state allocates targeted social assistance to the household needs of the child. This is creating conditions for schoolchildren — providing clothes, observing sanitary and hygienic conditions, food, etc. Nobody will allow repaying loans with targeted social assistance. Therefore, in order to participate in the Baqytty Otbasy, at least one of the parents must have a working income.

“If you plan to participate, it is necessary to provide an extract from the State Center for State Payments of Pensions, you must have income over the past 6 months, confirmed by transfers to the Unified Pension Savings Fund,” Ibragimova said.

Thirdly, one should take into account the possibilities of the family when choosing an apartment, including its cost. The essence of the program is not only in obtaining housing, but also in the safe settlement for it.

In addition, as Ibragimova emphasized, the benefits that parents receive for raising children with disabilities are unlimited and can be counted as income.

“A parent who cares for a disabled child actually does this as a job. Therefore, unlike the targeted assistance, the only allowance that we take into account for income in the assessment is the income for caring for a disabled child. But in any case, we additionally require labor income, or the co-borrower,” Ibragimova said.

Note that next year 10 thousand families will be able to get housing with a preferential rate of 2% and a down payment of 10%.
