At the Government session chaired by Prime Minister Olzhas Bektenov, the progress of preparations for the upcoming heating season was reviewed. Minister of Energy Yerlan Akkenzhenov, Minister of Industry and Construction Yersaiyn Nagaspayev, and the heads of KEGOC and Samruk-Energy reported on the readiness of energy sources, heating networks, coal supplies, and the preparation of social infrastructure, housing and utilities, and engineering networks. Reports were also heard from the akims of Abai, Akmola, and Mangystau regions.

According to the Ministry of Energy, repairs are currently underway at power plants on 3 power units, 33 boilers, and 24 turbines. On electric networks, repairs have been completed on 15.6 thousand km of power lines (91% of the planned volume) and 372 substations (84%). On heating networks, 246 km of repair work has been carried out, representing 65% of the plan. Fuel storage facilities at energy sources have accumulated 4.2 million tons of coal and 137 thousand tons of fuel oil, which is 2% higher than last year's level. According to the Ministry of Industry and Construction, 98% of education and healthcare facilities and 95% of residential buildings have been prepared to date. Furthermore, 1.3 thousand km out of 1.8 thousand km of water supply networks and 225 km out of 306 km of wastewater networks have been repaired.

The Prime Minister emphasized the need to complete the repair campaign on time, given the significant increase in funding for these works.

“The Head of State always emphasizes the strategic role of the energy and utilities infrastructure, as well as the need to strengthen the country's energy and infrastructure framework. Significant funds are allocated annually for these purposes. This year, 851 billion tenge is provided for the repair and modernization of energy facilities—60% more than last year. In particular, under the 'Tariff for Investment' program, nearly 384 billion tenge has been funded this year, which is 15% more than during the 2025 repair campaign. With this level of financing, postponements of repair deadlines, slow work rates, and failure to utilize allocated funds are unacceptable,” Olzhas Bektenov emphasized.

During the meeting, attention was paid to regional preparations for the heating season. The Prime Minister noted that about a month remains before its start, while the timeframe for completing preparatory work in northern regions is even more limited. In this regard, he instructed to accelerate the repair campaign and ensure the timely completion of work in the regions.

Separately, the Head of Government stressed the need to strengthen the work of Regional Headquarters responsible for preparing energy facilities for winter. Akimats were instructed to enhance control over ongoing work and make concrete management decisions. The Ministry of Energy was tasked with taking administrative measures for every case of repair extension and giving a principled assessment of the actions of managers who allow disruptions or delays in the repair campaign.

In addition, work has begun on obtaining readiness certificates for energy enterprises ahead of the heating season. Akims will be required to personally participate in the work of commissions evaluating winter readiness, regularly inspect the condition of power sources, heating, and electrical networks, and monitor repair progress and necessary material resources. Managers who allow entry into the heating season without a readiness certificate will be held accountable.

Overall, the Ministry of Energy, together with regional akimats, must ensure the timely completion of repair work on heat sources and networks; Samruk-Energy JSC must ensure the completion of repair work on time and the commissioning of new capacities; and KEGOC JSC must strictly adhere to the established repair schedule for lines and substations.

The Prime Minister stressed that the heating season must begin on time, issuing the following instructions to responsible ministries and state bodies:

First, the Ministry of Energy, together with regional akimats, is instructed to approve the delivery schedule for social fuel oil to the regions by September 1 of this year. Together with KTZ, measures must be taken to ensure the timely delivery of coal and fuel oil to energy facilities in accordance with the approved schedule and volumes.

“I separately emphasize the issue of timely provision of coal to the population and the municipal sector. It is necessary to strictly control the entire chain—from coal mining and shipment to its sale to the public—and to prevent disruptions, unreasonable price increases, and artificial hype in the regions. All participants in this process must organize their work within the existing digital coal supply platform,” Olzhas Bektenov emphasized.

Second, lagging akimats must promptly eliminate existing problems. The heating season must start on schedule, while responding in a timely manner to changing weather conditions and drops in air temperature.

Third, the Ministry of Industry and Construction and regional akimats must ensure the full readiness of education and healthcare facilities by September 1. The Ministries of Education, Science, and Healthcare must also keep this matter under control. In the northern, central, and eastern regions, all engineering infrastructure and housing and utilities facilities must be fully prepared for heat startup by September 15, and in other regions by October 15.

“On my instructions, the First Deputy Prime Minister toured all regions and inspected preparations for the heating season. Nurlybek Mashbekovich, keep a strict handle on this issue and report to me weekly on the situation in the regions,” the Head of Government noted.
