Product information via barcodes on smartphones: fight against grey product certificates to be conducted through digitalisation tools

During the Government session under the chairmanship of Prime Minister Olzhas Bektenov considered the issue of implementation of tasks to ensure safety and improve the quality of goods in the domestic market. On the directions of technical regulation and metrology made a report Minister of Trade and Integration Arman Shakkaliyev.

According to him, in the field of application of technical regulation system tools, 47 technical regulations have been adopted within the EAEU, which cover more than 85 per cent of circulating products. The remaining 15% of products are regulated by national technical regulations.

"There is a positive experience of applying national technical regulations on construction products, imports of imported unsafe cement of low quality were restricted. This ensured the growth of domestic production by 23 per cent," Shakkaliyev reported.

According to him, national regulations on coal, high-voltage equipment and alcoholic beverages are being developed in order to obtain a similar effect on other commodity groups and increase demand for products of domestic producers.

It is important to create a testing base to check the safety of goods. At present, the testing base does not cover fire safety, food and other industrial goods.

To develop the testing base, the ministry proposed to develop measures to modernise departmental laboratories of sectoral state bodies and higher educational institutions. Private laboratories, according to the minister, modernise their equipment.

Arman Shakkaliyev also noted that as a result of control over imported vehicles that do not meet the requirements of technical regulations, violations were revealed in 23 laboratories that issued certificates of safety of vehicle design (SBCTS), administrative fines of more than 24 million tenge were imposed. As part of the joint inspection, the import of Chinese lorries of ecological class 2 was reduced. Materials on 49 vehicles were transferred to the AFM.

As a result of interdepartmental co-operation with the Ministry of Finance, the Ministry of Internal Affairs and ICRIAP:

  • the procedure for cancellation of unreasonably issued SBCTS was approved;
  • an algorithm for import of vehicles was approved. This information will be communicated to the public;
  • a ban on accreditation of mobile laboratories has been established.

In order to systematically address these issues, according to the Minister, it is proposed to put vehicles into circulation under the procedure of "passenger customs declaration", portation of vehicles "in one hand". Since November this year, the issuance of SBCTS has been transferred to the electronic format, there is a positive result.

Also, as the Minister noted, in order to eliminate a similar problem in other sectors, the fight against ‘grey’ certificates through the tools of digitalisation is being conducted. In particular, since this year, more than 100 processes of the industry have been included in the information system of technical regulation.

Digitisation by the end of 2025 will give consumers the opportunity to receive all product information via barcodes on a smartphone.

"To promptly address the issues of domestic market protection, a Situation Headquarters with the participation of regulatory authorities has been set up at MIT. According to a joint algorithm, samples of imported food products have been taken for which violations have been detected. 968 documents on conformity assessment were cancelled," Shakkaliev reported.

In addition, a ban on the import of eggs and wheat was introduced at eight checkpoints. More than 52 thousand transport units have been inspected at the border ones, more than 597 thousand tonnes of livestock products have been checked, 1057 transport units of goods carriers have been returned. Technological aisles for free access to product sampling were approved for the entire cargo area.

State control in the sphere of technical regulation is carried out in seven areas (including control over industrial products), and over 6,000 entities were inspected during 10 months. Violations were detected in 72 per cent of cases, and fines totalling over 355 million tenge were collected. This is 1.5 times higher compared to 2023. As for the national standards, according to the Minister, today out of more than 10 thousand national standards adopted in Kazakhstan, 64% are used by domestic producers. To expand markets for TNA, measures are being taken to adapt standards to the requirements of export countries. As an example, a relevant standard for the producer of dried mare's milk powder has been developed, which will expand export supplies to the Chinese market. Kazakhstan's halal certification body is accredited in the UAE accreditation system. As a result, Kazakh enterprises in the Arab Emirates market receive recognised certificates. Memorandums have been signed with the authorised bodies of China aimed at implementing mechanisms for mutual recognition of conformity assessment documents. A list of mutually recognised products is currently being compiled.

"Significant measures have been implemented to ensure free access of domestic goods to the shelves of retail chains. Thus, a norm on procurement of food products through national standards has been introduced into the Rules of Domestic Trade. More than 100 trade and procurement standards have been approved in this area," Shakkaliev said.

Metrology - serves as a guarantor of international confidence in measurement and quality assurance of products in the context of trade development.

Currently, more than 10 million measuring instruments are used in industries, in particular, industry, medicine, oil and gas and others. In general, metrology has an important role in the fields ensuring the accuracy of measuring instruments.

For settlement of issues in this sphere the Ministry proposed to form a unified national list of categories of measuring instruments and to create a modern reference base in Astana.

Also the ministry together with branch state bodies is offered to realise the following issues:

  • to take timely measures, to introduce a special procedure of state control over accreditation subjects by withdrawing from the PC RK;
  • finalising the development of national technical regulations for state bodies;
  • adoption in the Parliament of the RK of amendments aimed at strengthening state regulation in the field of consumer protection, and creation of the institute of the Ombudsman for consumer protection at the level of the Government (MTI, MJ, MIA, KDG MF).
  • Strengthening the staffing of the technical regulation sector.
