Expanded meeting of the board of Ministry of Labor and Social Protection of the Population: Tugzhanov gave several instructions

During the expanded meeting of the board of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, Deputy Prime Minister of the Republic of Kazakhstan Yeraly Tugzhanov gave a number of instructions to improve the quality of life of the population of Kazakhstan.

“According to the instructions of the Head of State, a program to increase the income of the population is being developed. The Ministry of Labor, together with the Ministry of National Economy, should be the key body ensuring the implementation of this order. The main objective of the program is to ensure the growth of the welfare of the population,” said Yeraly Tugzhanov.

The Deputy Prime Minister stressed that ideology plays an important role in the complex of measures related to increasing the income of the population. In this regard, he instructed the ministry, together with the ministries of information, culture and akimats, to implement a large-scale outreach strategy to promote the values ​​of conscientious work and the rejection of dependency.

“Working youth should become the basis for the development of the country. It is necessary to create conditions for youth employment through the implementation of the projects ‘First Job’, ‘Youth Internship’, ‘Contract of Generations’. I also instruct to work on the creation of career centers at universities for the employment of graduates. Our goal is for 70% of graduates (more than 100 thousand graduates annually) to be employed and start earning,” said Yeraly Tugzhanov.

To implement new employment opportunities for socially vulnerable segments of the population, the Deputy Prime Minister instructed to work out the scaling of the Baqytty Otbasy project as a model model for the Center for Support and Accompanying Mothers of Large Children and Mothers with Children with Disabilities.

“It is necessary to take measures to eliminate imbalances in labor incomes. This includes the introduction of reciprocal obligations of businesses that receive state support measures, with an emphasis on increasing the income of employees and increasing the productive employment of the population. It is necessary to work out proposals to reduce the gap in wages between management and production personnel in all companies of the quasi-public sector,” Yeraly Tugzhanov added.

The Deputy Prime Minister recalled that the Head of State had repeatedly noted the need and importance of training qualified personnel. In this regard, Yeraly Tugzhanov noted that in this direction it is necessary to use the developed Atlas of new professions and competencies, which allows citizens to choose a profession, taking into account its prospects in the future.

“The atlas has been successfully tested in the Pavlodar region, where a specific algorithm for the joint work of colleges and enterprises has been developed. The Ministry of Education needs to ensure the use of the new skills and competencies of the Atlas in the training of personnel by colleges and universities of the republic. In the draft Law on Professional Qualifications, this issue will need to be comprehensively worked out,” he said.

Yeraly Tugzhanov also instructed to work out the issues of regulating new forms of employment that have emerged in connection with the widespread development of digitalization.

“Today, for example, forms of platform employment, such as Uber drivers, Yandex taxis, etc., have received great development. At the same time, new non-standard forms of employment, despite their wide distribution, remain outside the legal framework. It is necessary to take measures in the near future to appropriately resolve these issues, including by involving workers of a new formation in social protection systems,” said the Deputy Prime Minister.

Yeraly Tugzhanov also focused on the regulation of labor relations.

“In general, taking into account the trend of holding unresolved strikes in labor collectives, it is necessary to work out legislative norms to simplify the procedure for putting forward workers' demands in labor disputes, defining a clear framework for their participants. Such a measure will contribute to the resolution of labor disputes within the legal framework,” he stressed.

In addition, the Deputy Prime Minister noted the importance of providing pensions to citizens. In this regard, he instructed the ministry to ensure the timely submission to the Government of the draft Concept for further modernization of the pension system until 2030, which provides for the transition from the basic pension to the minimum guaranteed one.

At the end of his speech, Yeraly Tugzhanov, noting the importance of digitalization as a basic element of all reforms, instructed the Ministry of Labor, together with the Ministry of Digital Development, to complete work with databases of government agencies by the end of March this year to implement the Digital Family Map project.
