At the Government session chaired by Prime Minister Olzhas Bektenov, the implementation of the Government’s Legislative Work Plan was reviewed. A report was delivered by Minister of Justice Yerlan Sarsembayev.
The Government’s Legislative Work Plan for 2025 consisted of 22 draft laws, of which 3 were signed by the Head of State, 5 were adopted by Parliament, and 14 were submitted to Parliament for consideration. At present, the Plan has been fully implemented.
The Prime Minister noted the important legislative initiatives adopted in the outgoing year of 2025. A number of draft laws were developed and submitted to Parliament in such priority areas as medical insurance, crime prevention, development of alternative energy, regulation of investment funds, and other sectors.
The measures adopted in the field of compulsory social health insurance will help ensure more accessible and higher-quality medical services for every citizen.
The provisions of the draft new law on investment funds will contribute to the further effective development of the capital market.
At the same time, special attention was drawn to compliance with the deadlines for submitting draft laws. The Prime Minister emphasized that the heads of state bodies must personally monitor the timeliness of the implementation of legislative work plans. It was also noted that a number of draft laws are being substantially revised based on comments from the Government Apparatus and the Presidential Administration.
In 2026, the Government will focus on key areas of lawmaking related to important aspects of the economy and the social sphere. One of the priority areas will be further improvement of public property management.
“It is necessary to establish clear boundaries for state participation in the economy and permissible legal requirements for governance. We will continue to actively work on improving the regulatory framework to strengthen the protection of workers’ rights and reinforce the social security system. The agenda also includes legislative initiatives that will help ensure a systematic and comprehensive approach to the development of the oil and gas chemical industry. In total, 12 draft laws are planned to be developed in the coming year,” Olzhas Bektenov noted.
The Prime Minister instructed the heads of state bodies to strictly monitor the quality of drafting each bill and the timeliness of its submission to the Mazhilis. It is important to ensure clear interaction between state bodies. Coordination should proceed without unnecessary bureaucracy or prolonged consideration.
The Ministry of Justice is required, throughout the year, to monitor legislative instructions from the Head of State, the Presidential Administration, and the Government, and, in accordance with the established procedure, ensure their inclusion in planned or initiative draft laws.
Following the discussion, the meeting participants approved the Government’s Legislative Work Plan for 2026 and voted in favor of the corresponding resolution.
Overall control and coordination of the implementation of the Plan have been assigned to the Ministry of Justice.
