Renovation of Gabbasov and Center boiler-houses in Semey should be completed before heating season starts — Alikhan Smailov

As part of a trip to Abay region Prime Minister Alikhan Smailov familiarized with the work and the reconstruction of the Gabbasov boiler house in Semey, as well as visited the suspension bridge over the Irtysh River. 

The Gabbasov boiler house is located in the central part of Semey. In the winter season, it heats 66 multi-storey and 138 private homes, 39 public institutions, 10 social and 140 commercial facilities. It is currently under reconstruction, which is planned to be completed before the start of the new heating season.

Prime Minister noted that to solve the problems of heat supply in the city, 11 projects for the reconstruction of heat sources had been included in the Comprehensive Plan of regional development. In particular, the modernization of Gabbasov and Center boiler plants will improve the thermal mode, improve the quality and reliability of services provided to the population, the environmental condition of the city and reduce the level of heat loss.

"Semey is actively developing, the population is growing, new facilities and housing are being built. As a result, the load on the city's heat sources is growing from year to year. This year the budget allocated 1 billion tenge for the reconstruction of boiler rooms Gabbasov and Center, and 3,5 billion tenge for the heating system. The Akimat needs to ensure the quality of all work before the start of the next heating season," Alikhan Smailov said. 

He added that today the construction of CHP-3 is under consideration and stressed the importance of completion of the feasibility study this year to further consider the issue of project financing.  

Prime Minister also visited the suspension bridge over the Irtysh River, which has become a striking architectural landmark of Semey. Its length is 1,086 meters, width is 35 meters. The bridge was put into operation in autumn 2000, which allowed to unload both the city traffic, and the highways inside the country. Now it is planned to develop the design and estimate documentation for the complex reconstruction of the object. 

Alikhan Smailov noted that Semey is situated on the junction of strategic transport routes, so improving the quality of roads is important for the development of the city and the region. This year more than 7 billion tenge are allocated for these purposes from the republican budget. 

"Akimat has to ensure timely implementation of all planned projects. In general, the Government has approved a five-year comprehensive plan for the development of the Abay region. It includes measures for modernization and construction of housing and utilities, social and energy infrastructure, which will give a significant impetus to further development of the region," he said. 

The General Plan of Semey and measures for development and demolition of dilapidated housing on the left-bank part of the city with an area of 72 hectares were also presented to the Head of Government.
