Deputy Minister of Finance Yerzhan Birzhanov reported on the results of the execution of the republican and local budgets for the first half of 2026 at a Government session. In particular, it was noted that all social obligations of the state were financed in a timely manner, the revenue part of the republican budget was executed in full, and expenditures were provided almost at the planned level.
According to him, the revenues of the republican budget excluding transfers amounted to 8.5 trillion tenge, or 100.6% of the approved plan. Compared to the same period last year, revenues increased by 1.7 trillion tenge, or by 24.6%. Tax revenues were recorded at 8.3 trillion tenge, which is 100.3% of the plan. The growth of tax revenues compared to the first half of last year amounted to more than 29%, increasing in absolute terms by 1.9 trillion tenge. The dynamics of revenues were positively affected by the growth in prices for main export goods, as well as the overall increase in foreign trade activity. In addition, according to the electronic invoice information system, turnover on sales increased by almost 12%, or by 10.8 trillion tenge.
During the reporting period, a set of measures was also implemented to expand the legal economy and reduce its shadow component. As part of the “People’s Accountant” campaign, consultations were provided to over 61 thousand taxpayers, and thanks to the “Clean Slate” initiative, penalties and fines in the amount of 9.3 billion tenge were written off for 19 thousand small and micro-business entities. In the first six months of the current year, about 546 thousand individuals who were not previously registered were legalized. The number of business entities including self-employed reached 2.9 million, having increased by more than 499 thousand entities since the beginning of the year. At the same time, the number of VAT payers grew by 22.3 thousand and reached 158.2 thousand.
“This is an important result. It shows that tax reform should be considered not only as a fiscal tool, but also as a mechanism for bringing economic activity out of the shadows,” Yerzhan Birzhanov emphasized, adding that on July 1 of this year, the Government also approved a Comprehensive Plan to Counter the Shadow Economy for 2026–2028.
According to the Deputy Minister, a significant contribution to strengthening the revenue base is made by the modernization of checkpoints. Compared to the same period last year, the actual flow of motor vehicles through modernized checkpoints increased by 18%, reaching about 900 thousand units. This growth is already producing a measurable fiscal effect: the volume of customs payments reached 2.4 trillion tenge. The increase compared to the first half of last year amounted to more than 400 billion tenge, or an additional about 20%. The modernization of checkpoints ensures an increase in budget revenues, improves conditions for honest business, and strengthens the country’s transit potential. The further task of the ministry is to continue work on the digitalization of customs processes with the introduction of artificial intelligence elements.
Overall, state budget expenditures for the reporting period were executed at 98.2%, while expenditures of the republican budget specifically — at 99.6%. In the structure of expenditures, 3.6 trillion tenge was allocated for the payment of pensions and benefits. 3 trillion tenge was allocated to support the regions in the form of subventions. Financial support for the real sector of the economy amounted to about 1.3 trillion tenge.
Yerzhan Birzhanov reported that the Ministry of Finance continues systematic work to improve the efficiency of state audit. Since the beginning of the current year, 541 audit events have been conducted covering budget funds in the amount of 1.8 trillion tenge. As a result, financial violations amounting to 456 billion tenge were identified, of which violations amounting to more than 318 billion tenge have already been eliminated to date. At the same time, the ministry is strengthening online budget monitoring and is developing a unified analytical platform SMART AUDIT QAZAQSTAN.
“In the reporting period, financing of all levels of educational organizations within the framework of the state order was ensured. The digitalization of control over budget funds in the social sphere continued. To date, 78% of state and private schools have been digitized,” Yerzhan Birzhanov reported.
The Deputy Minister noted that to date, 100% of medical organizations across the republic financed by the Social Health Insurance Fund have been connected to the unified portal “Qalqan”.
