Distance learning to continue in Kazakhstan from September 1: "duty classes", provision of textbooks and purchase of computers

In the 2020-2021 academic year, due to the current epidemiological conditions, it is planned to start distance training for grades 1-11 in all schools of the country, with the exception of remote rural small schools and "duty" primary school classes in strict observance of all sanitary standards. This year more than 3.3 million people will study in 7,391 schools in Kazakhstan, including in the 1st grade – more than 396 thousand children. Prime Minister Askar Mamin instructed to finalize the entire training methodology and by Aug. 20, 2020, organize a republican parent meeting online with detailed information about the upcoming educational process. 

Government of the country will ensure the transfer of about 500 thousand computers for use by children from the most needy families. Until Aug. 25, 2020, it is necessary to fully prepare students and teachers for the remote start of the school year, conduct appropriate training for teachers, prepare the necessary content in full on Internet platforms and television. The issue of textbooks will be completed by Aug. 25. All paper versions of textbooks must be accompanied by electronic formats posted in the public domain. It is also necessary to ensure the availability and sustainability of educational resources, the quality and speed of the Internet in settlements. 

The functioning of the duty classes is associated with the age characteristics of primary school students, the beginning of the formation of skills for independent learning and self-organization. However, at the same time, sanitary security measures in schools will be maximized. Children will study in only one room, changes at different times, temperature measurement at the entrance, strengthening of ventilation, quartzing and wet cleaning modes. To organize social distancing, it is envisaged to divide into training shifts, into subgroups with no more than 10-15 children, alternating days of schooling. In addition, some of the subjects will be conducted remotely. 

As for schoolchildren in remote rural settlements with a favorable epidemiological background, they will be trained as usual. This is 4% of the total number of students. A total of 1,934 such schools have been identified with a contingent of 127 thousand children. Distance learning is just a solution to the start of the school year. In the future, depending on the steady decline in the incidence of the population, schools will gradually transition to combined and regular training formats in compliance with sanitary requirements. 

The most vulnerable homeschooling groups are children with special learning needs, children from low-income families, primary school students – inclusive and accessible education will be organized for these groups of students. 

At the end of the fourth quarter, proposals from teachers and students were collected. Over the summer, the Ministry of Education and Science has worked on the modernization of Internet platforms. Prepared educational material on the subjects of the first and second quarters. Each Akimat must ensure the connection of an Internet platform with streaming capability for conducting online training. Also, a lot of work has been done on content provision and preparation of TV lessons. 

Colleges will also start the new academic year remotely. The traditional format will be according to an individual schedule in the organization of industrial training, professional practice for students of first and final courses, as well as in remote colleges with a small contingent with increased sanitation. 

In higher education, training will be mainly organized remotely. The traditional format will be customized for laboratory work, industrial training and professional internships. 

 

Nur-Sultan 

The new academic year in all metropolitan educational institutions will begin in a distance format. It is planned to operate "duty classes" for students in grades 1-4 at the request of parents. In this case, all sanitary measures will be strictly observed. About 30% of teachers will go to work on a regular basis, including to teach on duty groups. 

For the purchase of school supplies, each student from a low-income family will receive 40 thousand tenge. Within the framework of the universal education fund, assistance will be provided to 17 thousand children. Compared to last year, coverage was increased by 4,300 children. 

This year aid increased to 40 thousand tenge. If the family, for example, has 3-4 children, then 40 thousand tenge will be allocated for each child. For these purposes, 680 million tenge was allocated from the budget, which is almost two times more than last year. In addition, a number of other social measures are also provided to low-income families. 

Considering that education in schools will be conducted remotely, almost 6 billion tenge is allocated to provide schoolchildren with laptops, routers from a socially vulnerable category. Thus, computers and routers will be provided to all children from this category: children from low-income families, children with special needs, orphans, from large families. In total, coverage will be almost 34.5 thousand children. 

More than 12 thousand teachers (schools, colleges, kindergarten teachers) completed online courses on organizing distance learning. Work algorithms have been developed for children, parents and kindergarten staff. All facilities have been prepared in accordance with sanitary requirements. 

In addition, an electronic platform of Capital Electronic School has been developed, which contains short-term lesson plans, video lessons and classes, educational digital resources, etc. For teachers of all levels of education, there will be free access to this platform. 

 

Almaty

There are 205 public schools with a total contingent of 261 thousand children in the city. In 2019, about 32 thousand children entered the first grade, and this year about 30 thousand children are expected. 

In connection with the ongoing pandemic of coronavirus infection, education in schools from September 1 of this year. will begin in a distance learning format, while as the epidemiological situation improves, a phased transition to the traditional training format is planned. At the first stage, students in grades 1-5 will move to the regular mode of education, at the second stage, students in grades 6-11, ensuring maximum sanitary safety measures. Educational organizations are provided with sufficient disinfection and sanitary safety equipment (thermometers, sanitizers, disinfecting tunnels and rugs) in case of organizing duty classes. 

Duty classes in schools in Almaty will be open depending on the epidemiological situation in the city at the end of August 2020. 

At the same time, in preparation for the new academic year, the necessary work has begun, including providing vulnerable families, computer technology. According to the monitoring results, the number of needy students and teachers is over 70 thousand people. 

This task will be accomplished in five directions: 

  • transfer of computer equipment available on the balance of schools for temporary storage; 
  • purchase of laptops at the expense of budget savings by educational organizations; 
  • centralized purchase of laptops; 
  • purchase of tablets for low-income families for donation at the expense of the Universal Education Fund; 
  • purchase of computer equipment by receiving funds from the Government's reserve fund. 

Provision of needy children with computers, laptops and tablets is planned in late August and early September 2020. In addition, the monitoring of the availability of Internet access in areas of the city where mobile communication has a low bandwidth and for which additional antennas will be installed by mobile operators was carried out. 

 

Shymkent 

Today there are 742 educational institutions in the city with coverage of 320 thousand students. 13 schools and 2 art schools are under construction this year. Of these, until the end of this year. 8 schools will be put into operation, the construction of 5 schools is rolling over to 2021. As a result, the number of emergency schools will be reduced to 1, and the number of three-shift schools - from 19 to 14. 

It is planned that more than 222 thousand students will study in 172 schools, more than 24 thousand children will go to grade 1. To date, in all educational institutions, 100% completed repair work of the heating system and pressure testing. Along with this, 4,793 tons of solid and 190 tons of liquid fuel are transported in 25 establishments heated by separate boilers. Currently, 15 institutions are undergoing major repairs, 17 institutions are installing sports grounds, 36 schools – warm toilets. Work is underway on public procurement for the installation of the latest video surveillance cameras and turnstiles in 30 schools. 

It is worth noting that in the new academic year, for the full provision of 11th grade students and for the purchase of additional textbooks, agreements have been drawn up with publishing houses. At present, 60% of the textbooks have been delivered from the publishing houses; the purchase of textbooks is planned to be completed on Aug. 25, 2020. 

Teachers and schoolchildren of the city who need the Internet will be provided with universal numbers, as well as the necessary routers that are connected to the Internet. Today, the schools of the metropolis are fully ready for distance learning on the Internet platform BilimIand. In connection with the transition to distance education, 35% of 222,050 students needed computer equipment. In order to fully cover 35,798 children from families in need of social assistance, a request was sent to purchase 31,160 computers from the republican budget in the amount of 4.8 billion tenge. 

In July 2020, 10,975 computers were purchased, the total number of computers amounted to 20,201. It is planned to purchase additional 4,800 computers at the expense of the local budget. The temporary provision of school computers to students will reach 41,900 children from 24,955 families. 

Distance learning in 30 colleges of the city will be conducted on the digital educational Internet platform Smart Nation College. It is worth noting that students studying in pedagogical, IT, social and humanitarian specialties will study remotely, and students studying in technological, agricultural, medical areas, as well as in the art direction, will switch to blended learning. In particular, lectures and seminars will be held online, and laboratory classes and practical training will be carried out in full-time format. 

 

East Kazakhstan region 

646 schools function on the territory of the region. The preliminary contingent of students in the new academic year will be 189,255 schoolchildren, 23,000 teachers. The estimated admission to the first grade is 21,000 children. In all schools, with the exception of rural small schools and schools with surplus places, the school year is planned to start in a distance format. 334 (51.7%) small schools with a contingent of 23,893 children will study in the regular mode. Education in these schools will be organized in two shifts, with an hour and a half break between shifts, with strict adherence to the ventilation and disinfection regime after each lesson. A mask regime will be introduced in schools and medical control will be strengthened. 

Today, all schools are provided with disinfectants and sanitary safety equipment (thermal imagers, sanitizers, protective mats at the entrance, masks, bactericidal lamps). All children will be provided with free masks. In the remaining 312 (48.3%) schools with a total of 109,665 students, training will be organized remotely. At the same time, at the initial level, at the request of the parents, duty classes will function, broken down into groups with a capacity of up to 15 people, in compliance with strict sanitary measures. 

For training in this format, it is planned to open about 5,319 groups with a total contingent of 55,697 schoolchildren, or 29.4% of the total number of students. 

Thus, out of 189,255 students in the region: 

  • 79,590 or 42% of children will be taught in regular mode and in duty classes, 
  • 109,665 schoolchildren or 58% – in a distance format. 

To clarify the regime aspects of distance learning, before the start of the school year, uniform class hours for children will be held ("How to study at home", "Cyberculture", etc.), as well as uniform parent lectures. 

Distance learning cannot be organized without a computer at the child's home and at the teacher's home. To date, there are 33,200 computers in schools in the region. 166,779 children (88%) have computer technology, 22,476 have no children. In this regard, work is underway to transfer 17,101 computers on a return basis from educational institutions to 197 teachers and 16,904 students, primarily children from the category of socially vulnerable families. The remaining 5,712 children will be educated as usual. 

Additionally, until Aug. 25, 2020, for schools of the region, 9,548 units of computer equipment are purchased for 1.6 billion tenge. 

It is also planned to allocate funds from the government reserve for the purchase of more than 26,509 units of computer equipment for a total of 4.1 billion tenge. 

For high-quality organization of distance learning and comfortable communication of children with peers and teachers without leaving home, you need the Internet at home. Out of 189,255 students, 170,924 have access to the Internet at home, 18,331 children are not provided with the Internet, of which 11,454 children (3,276 families) have the technical ability to connect. For these students, 5,620 routers with a SIM card were purchased and tariffs with increased Internet traffic were activated. The rest 6,877 children will be taught in the regular mode. 

In addition, work is underway to increase the speed of the Internet in all settlements where school-age children live. Until Sep. 1, 2020, the speed of access to the Internet will be increased in 52 settlements; 136.6 million tenge is planned to be allocated for these purposes. 

Despite the distance format, each student will be provided with free textbooks. In this year about 1.6 billion tenge was allocated for the purchase of 1.5 million copies of educational materials. Delivery of textbooks to schools in the region will be completed by 25 August this year. 

The network of preschool organizations in the region includes 345 kindergartens (137 private) and 446 mini-centers with a total contingent of 56,993 children. In preschool organizations, duty groups will be renewed, which will be formed on the basis of an application from parents or legal representatives to the kindergarten administration. With the improvement of the epidemiological situation, full groups will be opened in compliance with strict sanitary safety measures. 

There are 12 special organizations with a contingent of 1,633 children in the region. Of these, 3 boarding schools with a contingent of 170 pupils will start the new academic year in a regular mode with strengthening sanitary safety measures. 9 institutions with a contingent of 1,463 children will work remotely. They will also open duty classes. 

In technical and vocational education, as well as in schools, two options for starting a new academic year are being considered. 

Distance learning is supposed to be organized in 69 colleges (with a contingent of more than 32 thousand students). But at the same time, hours of industrial training, professional practice, laboratory work in technical, technological, medical specialties and specialties of art will be held in a traditional format in small groups in compliance with all the necessary requirements of sanitary standards. 

On a regular basis, training will be organized in 13 colleges with a small contingent (about 200 students) and located in villages or sparsely populated cities. The total contingent of these colleges is 1,721 students. All necessary measures will be taken to ensure the sanitary and epidemiological well-being of students, teachers and other college workers: flexible training schedule, abandonment of the cabinet system, organizing changes for different groups at different times, distancing, etc. 

In the new academic year, within the framework of the project Zhas Maman on the basis of five colleges in the region, Competence Centers will be opened that meet the international standards of WorldSkills, where repair work has been completed and 80% of modern equipment has been installed. 

By Sep. 1, all centers will be ready to accept students within their walls and become the base for practical classes and internships for students and teachers of all other colleges in the region. The work carried out will allow by 2022 to improve the quality of vocational education by 24%, the share of employment of college graduates by 16%. 

Large-scale construction of schools and kindergartens continues in the region. Three new schools will open their doors in September this year. 

Within the framework of public-private partnership, 5 kindergartens for 915 children will be opened in Ust-Kamenogorsk. Also in the regional center, after the reconstruction of the Station of Young Technicians, a SMART center for additional education will be launched. This year an unprecedented amount of 10.9 billion tenge was allocated for capital and current repairs of 423 educational facilities. This is 5 times higher than last year's figures. In general, repair work at all facilities is being carried out in accordance with the schedule. At the moment, out of 423 objects, 381 (90%) have been completed. In the rest, repair work will be completed by Aug. 20. 

In order to ensure the safety of children, all educational institutions (100%) have installed video surveillance systems. 

At the same time, in order to respond quickly and ensure the quality of life of children, large-scale work was carried out to integrate video surveillance systems in 146 educational organizations. 

In addition, work is underway to create sanitary and hygienic facilities. Last academic year, only 353 (55%) schools, and in the new academic year 646 (100%) will be provided with warm toilets. For these purposes, 1 billion tenge was allocated. 

Today, 48 thousand children from low-income families and large families study in schools in the region. Social support of the population is the main priority of state policy. Each child from the needy categories will be provided with everything they need. 

This year, work will continue to provide social assistance and until Aug. 20, all 48 thousand children will be provided with school uniforms and shoes. If last year only school uniforms were issued, then this year also shoes. 1.2 billion tenge was allocated for these purposes. 

From the beginning of the school year, work will continue to exempt 3,764 children from large and low-income families from payment in preschool institutions. For these purposes, 373 million tenge was allocated from the budget. Also, from the new school year, 21,524 children will be provided with free travel on public transport. For these purposes, at the expense of the regional budget, funds were allocated in the amount of 418 million tenge. 

In addition, in order to ensure the availability of education in the system of technical and vocational education in the new 2020 academic year, 1,605 children from large and low-income families will have the opportunity to receive free technical education in popular specialties. 

 

Karaganda region 

In the region in the new academic year there will be 3.5 thousand classes on duty, where 48 thousand junior pupils will study. This is 50% of the total. Each class will have no more than 15 people. Lesson time will be reduced. Due to strict sanitary requirements during the pandemic, schoolchildren will not receive hot meals in educational institutions. However, after the restrictions are lifted, students in grades 1-2 will be provided free hot meals in schools. Over the next two years, free hot meals are planned to cover all junior students. It should be noted that the Karaganda region was one of the first regions in the country to make such a decision. 

Small rural schools (there are 193 of them in the region) will start the academic year as usual, since the number of students in them does not contradict sanitary requirements. 

In all educational institutions of the region, the sanitary regime has been strengthened, the necessary disinfectants and personal protective equipment have been purchased. 

All teachers and students involved in distance learning will be provided with computer equipment. School equipment will be transferred to them for temporary use. First of all, special attention will be paid to children from socially vulnerable families. There are about 28 thousand of them in the region. When issuing computers, the number of children in the family will be taken into account. For example, if there are four schoolchildren in a family and none of them attends the duty class, then they will be entitled to at least two units of equipment. 

At the expense of the regional budget, an additional 9 thousand computers have already been purchased, and another 5 thousand will be purchased before the start of the academic year. About a thousand computers will be purchased using sponsorship funds. Thus, the Kazakhmys corporation and peasant farms decided to support the region. At the expense of the republican budget, Karaganda schools will acquire another 28 thousand units of equipment. Thus, by the beginning of the academic year there will be 47.5 thousand computers suitable for distance learning in the region. 

Modems and routers are also purchased in the region in order to provide uninterrupted Internet for teachers and schoolchildren. The low speed of the Internet is noted in remote villages, but there children, as already noted, will study in schools, and not remotely. 

Today, the low speed of the Internet is preserved in 116 settlements, where 122 rural schools are located, in which 6,999 children study. This year, active work is underway to improve the speed of the Internet up to 3-4 G in 85 settlements. This will make it possible to additionally connect more than 5 thousand students from 73 rural schools to learning on interactive platforms. Now Kazakhtelecom JSC is working out every problem region. By the beginning of the academic year, the issue of providing high-speed Internet will be resolved. 

Despite the changes in the usual work schedule, teachers' salaries will remain the same. Now textbooks are being delivered to schools in the region. Almost half of the required volume has already been shipped. The remaining tutorials will arrive in the coming days. 

In addition, due to the pandemic, the activities of kindergartens have been suspended. After the improvement of the epidemiological situation, they will resume their work in the regime of duty groups of 15 children at the request of the parents. 

Currently, documents are being accepted in 69 colleges of the region. Admissions will end on Aug. 20. The state educational order at the expense of the local budget will amount to 8,700 places this year. Including 400 places – for medical specialties. Only students of rural colleges with a contingent of up to 200 people (these are 8 colleges, 1,324 students) will study in the regular mode. The rest of the colleges will start the academic year in a distance format. However, laboratory and practical work, as well as all types of practice in technical and technological specialties, will be carried out in workshops and laboratories of colleges in subgroups of no more than 15 people in compliance with sanitary standards. In humanitarian and economic specialties, practical work and all types of practice will take place remotely. Students who do not have computers will be provided with equipment for temporary use. 

 

Kostanay region 

490 schools function on the territory of the region. Preliminary, the contingent of students in the new academic year will be 108.6 thousand schoolchildren, 13 thousand teachers. The estimated admission to the first grade is 12 thousand children. In all schools, with the exception of small rural schools, it is planned to start the academic year in a distance format, that is, based on the experience of the fourth quarter of the last academic year. In total, there are 330 small schools in the region with a total contingent of 18.6 thousand students, of which 265 schools with a total contingent of more than 16 thousand students will be trained in a regular mode with increased sanitary and epidemiological safety measures. Education in these schools will be organized in two shifts, with an hour and a half break between shifts, with strict adherence to the ventilation and disinfection regime after each lesson. 

A mask regime will be introduced in schools and medical control will be strengthened. The largest number of schools that will operate normally are in Kostanay, Mendykarin, Auliekol, Dzhangeldin, Karabalyk, Fedorov districts. It is important to understand that such a training format is possible provided that the epidemiological background in these settlements is favorable. With its deterioration, the education system of the region will fully switch over to distance learning. The remaining 225 schools with a total contingent of 92.5 thousand students will be organized remotely. At the same time, in the primary grades, at the request of the parents, duty classes will function, divided into groups with a capacity of up to 15 people, in compliance with strict sanitary measures. To date, for training in this format, it is planned to open about 2,400 groups with a total contingent of 27.3 thousand schoolchildren, or 55% of the total number of primary school students. 

Thus, out of 108 thousand students in the region: 

  • 16 thousand or 15% of children will study in a regular mode, 
  • 27 thousand students or 25% — in duty classes, 
  • 65 thousand students 60% — in a distance format. 

To clarify the regime aspects of distance learning, before the beginning of the school year, uniform classroom hours for children will be held ("How to study at home", "Cyberculture", etc.), as well as uniform parental lectures. 

Distance learning cannot be organized without a computer at the child's home and at the teacher's home. For this, in the summer, 6 thousand computers were purchased for 1.4 billion tenge, which made it possible to update the computer park of educational organizations in the region by 50%. Additionally, the Ministry of Education and Science of the Republic of Kazakhstan plans to allocate funds from the government reserve for the purchase of more than 15 thousand units of computer equipment for a total amount of 2.4 billion tenge. In general, these resources are sufficient to cover the need for computer technology among teachers and schoolchildren. In this regard, work was carried out to transfer computers on a return basis from educational organizations to teachers and students, primarily children from socially vulnerable categories of families. To date, 11,188 units of computer equipment have already been transferred, of which 11,012 are students and 176 teachers. 

To provide access to the Internet, mobile Internet modems are purchased from various sources of funding. Also, all 490 schools in the region will be connected to high-speed Internet (from 4 Mbit / s) before the start of the new academic year, 163.5 million tenge has been allocated for these purposes in 2020. 

Despite the distance format, each student will be provided with free textbooks. In this year about 1.2 billion tenge was allocated for the purchase of educational materials. Delivery of textbooks to schools in the region will be completed by Aug. 25, 2020. 

The network of preschool organizations in the region includes 186 kindergartens, of which 64 are private. The total contingent of pupils is 22.7 thousand children. In addition, there are 399 mini-centers in the region covering 9 thousand children. The work of preschool organizations will be resumed in the mode of functioning of duty groups, which will be formed on the basis of an application by parents or legal representatives to the administration of the kindergarten. With the improvement of the epidemiological situation, full groups will be opened, observing social distance and strict sanitary safety measures. 

In organizations of additional education, of which there are 45 in the region with a total contingent of about 39 thousand pupils, work, depending on the epidemiological situation, will be organized in a remote format and in a regular mode, individually or in small groups in compliance with sanitary standards. 

Two boarding schools with a contingent of 506 pupils will start the new academic year in a regular mode with increased sanitary security measures, 4 special schools with 259 students will work in a distance format, teachers prepare classes taking into account the individual characteristics of each child. All 34 organizations of technical and vocational education of the region with a total contingent of more than 22 thousand students will begin the new academic year in a distance mode. The appropriate conditions have been created in all colleges. 

In 2020, new projects were launched in the region aimed at improving the living conditions of student youth. Thus, within the framework of the Employment Roadmap, construction of two college dormitories began in the city of Kostanay: the Kostanay Higher Medical College with a capacity of 250 beds in the amount of about 700 million tenge with a deadline of completion by the end of this year and the Kostanay College of Automobile Transport with a capacity of 500 seats for a total of 1.5 billion tenge. Construction is scheduled for completion in 2021. 

Large-scale construction of modern schools continues in the region. Already in September this year, a new school with the state language of instruction for 320 places will open its doors, and by the end of this year the construction of schools for 1200 places and 320 places will be completed. 

An unprecedented amount of 9.2 billion tenge was allocated for the implementation of capital and current repairs of the 131st educational facility. This is 2.6 times higher than last year's figures. In general, repair work at all facilities is being carried out in accordance with the schedule. At the moment, 91 out of 131 objects are at the completion stage. 

In addition, the region is completing work on equipping educational organizations with video surveillance systems. From the regional budget, 187 million tenge was allocated for these purposes. Today, 460 or 94% of schools are equipped with video surveillance cameras. The work will be completed in full before the start of the academic year. In general, the region is carrying out a whole range of activities for an organized start of the school year. 

 

Mangystau region 

Today there are 304 kindergartens, 141 day secondary schools, 9 private, 6 evening schools, 4 special educational organizations, 27 organizations of technical and vocational education in the region. 

In 304 kindergartens of the region (145 state, 159 private), 36,315 children are being educated. In connection with the strengthening of quarantine measures in the region, the work of duty groups has been suspended since July 7, 2019. Nevertheless, according to the decision of the republican interdepartmental commission and the regional operational headquarters, within the framework of per capita financing, workers' wages are paid in full. 

Currently, there are 33,484 children in the queue at the age of 1-6 years, due to quarantine, the issuance of referrals to kindergartens has been suspended. The coverage of children 3-6 years old is 100%, 1-6 years old — 60%. 

160,630 students are expected to arrive at 141 schools on Sep. 1. Compared to last year, the student body may be 11,649 (7.2%) more. 

19,900 students are expected to be enrolled in grade 1. This year, admission to schools through the e-government portal has been extended until Aug. 20. As of Aug. 10, 17,500 applications from parents were accepted. 

On the eve of the new academic year, 7 schools were put into operation: 

  • 3 public schools for 1,860 children (primary schools for 960 children in the Batyr village of the Munaily region, for 600 children in the Akshukur village of the Tupkaragan region, for 300 children in the Zhetybai village of the Karakiyan region); 
  • 4 private schools for 934 places (in Aktau — 3, Munaylin district — 1). 

By the end of the year, 2 schools will be commissioned in Aktau - for 1,200 places in microdistrict 34 and for 300 places in microdistrict Vostok-1. Thus, a total of 9 schools will be put into operation in the new academic year. 

In addition, this year construction of three schools for 3,600 children will begin in Aktau. 

Within the framework of the Employment Roadmap 2020 program, 5.554 billion tenge was allocated this year. Including: 

  • Construction of 1 school for 300 children. 
  • Annexes to three schools. 
  • Overhaul of two schools. 
  • Current renovation of 21 schools. 
  • Reconstruction of two schools. 

312 million tenge was allocated from the local budget for the installation of toilets inside 53 schools and the reconstruction and modernization of video surveillance systems in 94 schools. As of August 10, the installation of toilets was completed in 35 schools (66%), video surveillance systems — in 79 schools (84%). The work will be completed by Aug. 15. 

Educational organizations of all levels until Aug. 20 will receive from the competent authorities (SES, Emergencies) acts of preparation for the new academic year, as well as 453 educational objects — acts of preparation for the heating season. 

To provide schools with textbooks and educational and methodological complexes by 2020, the local budget allocated 2,012 million tenge. 

For students in grades 1-10, textbooks have been purchased, published in accordance with an additional need, for 11 grades — a completely new program, for grade 1 — workbooks have been purchased. In total — 1,128,638 copies of textbooks. 

Currently, 111,000 textbooks (9.8%) have been purchased from publishing houses in Aktau and delivered to schools. Another 188,331 (16.7%) textbooks were purchased for schools in Aktau, Mangystau, Munaily districts. 

Transportation progress is under daily control. The textbooks will be delivered to the region by Aug. 25. 

Today, schools in the region require 168 teachers, including the prevailing need for teachers of the Russian language and literature, mathematics, physics, chemistry, primary classes with the Russian language of instruction. 

This year, more than 300 graduates of pedagogical specialties have completed their studies at universities in other regions; At Yessenov University — 159 graduates (30 teachers of mathematics, 18 — history, 23 — biology, 34 — Russian language and literature, 37 — English, 14 — physics, 3 — computer science). 

Within the framework of the program "With a Diploma to the Village" in the 2019-2020 academic year, support was provided to 502 specialists, including 322 people received one-time benefits, 180 people received housing loans. 

In the new academic year, education in two schools will be conducted in the traditional format, and in all the others - remotely. To conduct training in these two schools in accordance with all sanitary requirements, 3.3 million tenge were allocated from the local budget to the Akkuduk school, 2.9 million tenge to the Bekin school. Distance learning of schoolchildren will be broadcast on the republican TV channels of the country Arna, Al-Farabi. 

For the quality implementation of the educational process, students and teachers must have access to computers or laptops and the Internet. In this direction, an analysis was carried out for all settlements. As a result, 49 652 schoolchildren (20 939 families) needed computer devices. 

If the family has up to 3 students, they will be provided with 1 computer, if there are 4-6 students in the family — 2 computers, 7-8 students — 3 computers. Also 1,218 teachers need computers. In this situation, 35,829 computers are required. 

To provide computer devices from the reserve of the Government of the Republic of Kazakhstan for urgent costs and from the local budget, 30 641 computer devices will be purchased. 

In addition, 4,850 computers on the books of schools will be transferred to the use of students. 

As a result, 35,491 computer devices will be distributed for temporary use, primarily to students from low-income families, orphans and children in need of special education. 

In addition, it is planned to purchase about 400 computer devices at the expense of sponsors, trade unions and as part of the "Road to School" campaign. 

12 million tenge were allocated for the purchase of 4 server devices for the smooth functioning of educational platforms during distance learning. 

When the quarantine is lifted and students switch to traditional education, in order to comply with strict sanitary requirements, schools will be equipped with disinfection tunnels, quartz, sanitizers, thermal imagers and other special devices. For these purposes, the budget provides 352 million tenge. 

In terms of Internet coverage, an analysis was also carried out by districts, cities, settlements of the region. As a result, it was found that 36,219 children (14,244 families) have low access to the Internet at home. 

Internet speed in 17 settlements is lower — 4 mb / s. In two settlements (Beki village, Mangystau district, Akkuduk village, Karakiyan district), there is no Internet (53 students and 15 teachers live). 

Since May 2020, the Departments of Education, Passenger Transport and Highways have been jointly working with akims of cities, districts and villages, telecommunication companies Kazakhtelecom, Kaztranskom, Kh-Som, Bikada, ArtCom, Aktau spetsmontazh, Kcell, Beeline, Altel, Tele2, SAMGAU TELECOM, Caspiytelecom and others. This issue is under daily control, the work will be completed by Aug. 25. 

19,422 students study in 27 colleges of the region, of which 12,437 (64%) are under the state order. In the 2020-2021 academic year, 4,264 students will be admitted to colleges by state order. 

This year, the state educational order for medical specialties has doubled. The state order was placed even for new specialties Laboratory diagnostics, Hygiene and epidemiology. 

All college students in the new academic year will study remotely. 

There is a shortage of computers and laptops for 254 students. This is not counting those entering the 1st course. Colleges allow the use of computers and laptops that are on their balance sheets by lending them to students. 

From the new academic year, a transition will be made to the updated content of education in general education subjects. The necessary textbooks were ordered for it. 

Within the framework of the Young Specialist project, the material base of 10 colleges will be updated. 

By 2020, 5 colleges are conducting competitive procedures for the purchase of equipment. Currently, public procurement competitions have been completed in two colleges. For the remaining 3 colleges, work continues. By the end of the year they will be fully provided with equipment. 

In 2021, 5 more colleges will receive equipment under the Young Specialist program. 

Within the framework of the Employment Roadmap-2020 program, current repairs of hostels of 3 colleges and buildings of 2 colleges are underway. The work will be completed by the end of August. 

 

Akmola region 

In the new academic year, over 132 thousand students will come to schools, of which about 15 thousand are first graders. Taking into account the epidemiological situation, it is planned that out of 555 schools, 248 remote schools with a small contingent will start the new school year in a regular mode, 307 schools — remotely. At the same time, in the primary grades of these schools, at the request of the parents, duty classes with a capacity of no more than 15 students will function. Previously, there will be about 3 thousand such classes on duty, in which almost 45 thousand schoolchildren will be able to study. 

To provide computers to children from vulnerable categories, more than 23 thousand units of computer equipment will be purchased from the Government's reserve from the funds of the Government, which will be delivered within 3-4 quarters. 

25,472 students from the socially vulnerable category study in schools. Notebooks will be purchased and donated to teachers who do not have computer equipment at the expense of the branch trade union of educators. Out of 14,868 teachers have personal computers / laptops — 13,204 (89%), smartphones — 1,618.

In the region, a lot of work is being done to provide students and teachers with access to the Internet. Today, all secondary schools in the region are connected to high-speed broadband Internet. At the moment, work is underway with Kazakhtelecom JSC to increase the speed to 8 Mbit / s in another 35 schools of the region, which is tentatively scheduled to be completed by Sep. 1. 

With distance learning, it is especially important for students to have a stable Internet at home. Out of 132 thousand students at home, 124 400 children or 94% have Internet access, 7 800 students (6%) do not. 

To solve this issue, students will be provided with Wi-Fi routers, flash cards with mobile Internet of cellular operators. 

Currently, the Ministry of Digital Development and Aerospace Industry is negotiating with representatives of mobile operators to launch a preferential tariff plan for students and teachers "Bilim" at a cost of 990 tenge per month. This tariff plan provides for unlimited calls between teacher and student, as well as free access to educational resources determined by the Ministry of Education and Science. 

To preserve the health of children, rural small schools and primary classes planning to study in a regular mode will be provided with disinfectants and sanitary safety equipment. 

In addition, in preparation for the new academic year, students from low-income families are traditionally assisted in the purchase of writing materials, clothes and shoes from the funds of the General Education Fund for Schools. This year, more than 300 million tenge will be allocated for these purposes to support 17 thousand children of the region from low-income families. Also, the annual charity action "Road to School" will continue, which has become a year-round one from a one-time event. Every year, patrons of the arts from business communities and just active citizens of the Akmola region allocate about 250 million tenge for these purposes. 

More than 14 thousand teachers work in schools in the region; by the beginning of the school year, schools will be fully staffed with teaching staff. On June 1 of this year the need for personnel was 387 teachers, to date 139 specialists have arrived at schools, including 78 young. 

Work is actively underway to improve the IT competencies of teachers. In our region, the online course "Learning to teach remotely" teachers are held from Aug. 10 to 15. The training format is asynchronous, which will allow teachers to independently choose the time and pace of training, each topic of the online course includes relevant materials and resources for self-study. 

Also, work is underway to provide all students with textbooks. Delivery of textbooks to educational organizations and distribution of them to students according to the approved schedule will be completed by Aug. 20, about 1 billion tenge has been allocated for this purpose. As of Aug. 10, textbooks have been shipped by 50%. 

Today in the region there are 12 schools with three-shift training. By Sep. 1, it is planned to put into operation two schools for 1,500 places in the Tselinograd region. 

This year, large-scale work is being carried out to repair schools. Thus, 114 schools in the region are being repaired within the framework of the Employment Roadmap and the Aul - El Besigi program. 

Today, 73% of schools and 91% of kindergartens are equipped with video surveillance. In 2020, funds in the amount of 284.5 million tenge are provided for these purposes. 

Colleges are also preparing for the new academic year. In the framework of the project "Free vocational education for all" in the new academic year at the expense of budgetary funds in 32 colleges of our region will accept about 6 thousand students. 8 small remote colleges with a contingent of about 1 thousand students will study on a regular basis. 

Duty groups are re-opening in preschool organizations. Today in 89 preschool organizations, 244 duty groups have already been opened. Education in organizations of additional education, as well as in general education schools However, the parents have the right to educate their children in the usual way, according to the application. At the same time, the occupancy of the groups will be no more than 5 people. 

Online consultations will be held in special educational institutions for parents and children. Children with complex health problems will be admitted individually, by appointment. 

 

North Kazakhstan region 

Today, there are 477 schools in the region, the estimated contingent is 75 thousand students. The number of first-graders is growing every year. In 2018, 7.7 thousand children went to the first grade, last year already 8.5 thousand.This year we expect about 9 thousand children. 

As usual, in compliance with all sanitary safety measures, classes will be held in 318 small schools located in settlements with a favorable epidemiological background. In two shifts, no more than 15 children in one class. In schools with a distance learning format for primary school students, at the request of parents, 2 thousand duty classes will function. Also no more than 15 people in one class. 

For the organization of learning in a distance format, the need for computers of teachers and students has been studied. In total, 15 thousand new computer equipment will be given to children. First of all, computers will be given to children from low-income families, orphans and special children, and computers will be loaned to 373 teachers. 

All children will be provided with free textbooks.

Today in North Kazakhstan region 437 out of 635 settlements have broadband Internet access. This year, 133 more villages will be connected to high-quality Internet. Thus, until the end of this year. 570 villages will be covered by broadband Internet or 90% of the region's settlements. 

Today, more than 96% of schools are connected to broadband Internet. Teachers not included in the "risk group" will work from schools, each in his own office. 1,500 routers and USB modems were purchased for remote villages. All of them will be passed on to children from low-income families. 

All sanitary safety measures will be provided in educational institutions. Non-contact thermal imagers, sanitizers and disinfectants are being purchased. In order to exclude unwanted contacts in schools, canteens will not work. 

In the future, depending on the steady decline in the incidence of the population, there will be a gradual transition of schools to combined and traditional formats of education. Television lessons will become an additional educational resource. The TV lessons will be broadcast on the republican TV channels.

In all settlements there is a connection through satellite television and radio broadcasting OTAU TV that can broadcast throughout the region. In addition, negotiations have begun with Kazteleradio on broadcasting digital terrestrial network at all available stations. At the moment, 29 stations are operating. In addition, 13 more will be connected. The population coverage of the region will be 100%. 

The region continues to renovate educational facilities. 142 schools were renovated last year. This year 107 more objects will be overhauled. Three schools are under construction. By the new academic year, two schools will open their doors: for 900 places in the Zhas-Orken microdistrict for 300 places in Beskol. 

Also, before the start of the school year, the issues of providing video surveillance and updating the bus fleet of schools will be fully resolved. For the first time in a long time, funds were allocated to renovate furniture and sports equipment in schools. The issue of updating computers is also being resolved. Over the past three years, 1,600 units have been purchased. This year, 580 computers were provided to schoolchildren during quarantine due to savings. In addition, another 14 thousand units of equipment will be purchased. These are laptops, computers and tablets. 

There are 25 colleges in the region. 3 colleges will operate remotely. 12 colleges will switch to the combined form of education. In 10 colleges located in villages, education will be on a regular basis. 

In organizations of additional education, depending on the epidemiological situation, it will be organized in a distance format. In a regular mode, individual lessons and lessons in small groups of up to 5 people are allowed. 

In special educational institutions, children will be consulted online, children will be admitted to classes by appointment, only in an individual format for children with complex disabilities. 

Over the past three years, 1,390 young teachers have arrived in the region's schools. 315 more young specialists are expected this year. Work is now underway to improve the IT competencies of teachers. An online course has been developed aimed at mastering the skills of working in a distance format by teachers. Already, about 3 thousand teachers have completed course training. Another 10,000 will pass before the start of the school year. Online courses for parents will also be held. 

To provide technical support, 15 Call-centers will start operating in the districts and in the city of Petropavlovsk from Aug. 20. 

 

West Kazakhstan region 

This year, out of 380 schools in the region, 220 small school years are planned to start as usual. Most of these schools are located in localities with low or no internet speeds. These schools will enroll about 16 thousand students. 

160 urban and rural schools with coverage of more than 90 thousand students will be transferred to distance learning. Distance learning schools are connected to educational portals BilimLand, Daryn.online, Edupage. 

Remote learners will be provided with computers according to their needs. For the transition to a new mode of education, it is envisaged to provide teachers and students with computer devices. 

If the problem of providing teachers with computer equipment is solved at the expense of the trade union and by transferring school computers to use, then more than 20 thousand computers will be purchased to provide children on a return basis. 

The teachers of the region took special online courses to conduct lessons in a new teaching format. Also, in order to prepare all students and parents from Aug. 10 to 24, the National Center for Advanced Studies Orleu conducts lecture courses. 

For primary school students, it is planned to open duty classes. About 17 thousand students will study in such classes. In schools with regular and duty classes, measures are taken to comply with strict sanitary requirements. There will be no more than 15 students in each class. Particular attention will be paid to maintaining the distance between students. 

Schools are fully equipped with sanitary facilities. Sanitizers, thermal imagers, antiseptics, quartz lamps are purchased at the expense of the local budget. In schools with a regular regime, the mandatory wearing of masks is introduced, work on ventilation, disinfection will be carried out, and medical control will be strengthened. 

Small enrollment colleges in rural areas will operate routinely with strict sanitation requirements. Colleges of the pedagogical, IT, humanitarian direction are completely switching to distance learning. In colleges of technical, agricultural and medical, art, lectures are conducted online, and laboratory and practical work is carried out in the college. Colleges connect to educational portals CollegeSmartNation, Edus. 

All 380 secondary schools are connected to the Internet. However, it should be noted that there are problems related to its speed. To increase the speed and install additional satellite stations, it is envisaged to allocate 56 million tenge from the local budget. 

2.8 billion tenge was allocated from the local budget to provide students with textbooks. Textbooks will be delivered to schools prior to the start of the school year. Since teaching in some schools will be carried out remotely, renovation work in these schools will continue. 

This year the construction of 5 schools for 2550 places is underway in the region. Of these, 2 schools will be commissioned before the start of the academic year. Repair work is underway in 27 schools for a total of 9.3 billion tenge. Of these, 22 schools will be commissioned by September this year. 

 

Almaty region 

In the region there are 1,181 preschool institutions with a contingent of 87,318 children. Coverage is 98.4%. Of these, 642 are private child care institutions with coverage of 48,333 children. 

From the beginning of the school year, in preschool organizations, the reception of children in duty groups will be organized at the request of the parents. In a regular mode, in compliance with sanitary safety standards, 19 rooms of psychological and pedagogical correction will work in 2 shifts. At the request of parents, it is possible to conduct classes in a distance format using Internet platforms, video lessons, digital educational resources, etc. 

Seven special boarding schools with a contingent of 854 students and 40 organizations of additional education with a contingent of 18,621 students are switching to distance learning. 

This year 32 educational facilities are under construction in the region, including 23 schools, 4 dormitories for students. Thanks to the Employment Roadmap implemented in the region, it is planned to build 6 more schools for 1,500 places for a total of 27 billion tenge. 

By Sep. 1, 6 schools for 2,600 places will be commissioned. In 2020, within the framework of state programs and at the expense of the local budget, 55 educational facilities are being overhauled for 23.9 billion tenge, including: schools — 42, colleges — 2, kindergartens — 5, landscaping 5 schools where the opening of sports and playgrounds is planned. 

Five billion tenge was allocated for strengthening the material and technical base, 4 billion tenge for the purchase of computers, 3.4 billion tenge for the purchase of textbooks and educational and methodological complex. 

Currently, work is underway to ship textbooks and teaching aids. Today delivery in the region is 30%. Delivery of textbooks to schools in the region will be carried out until Aug. 25 of this year. 

In the region, the delivery of pupils from 69 remote settlements where there are no schools has been organized. For these purposes, 940.6 million tenge was allocated from the local budget for the purchase of 71 buses this year. 

To date, 61 buses have been purchased. The remaining 10 buses will be purchased by the end of August. 

There are 76 colleges in the region, incl. 43 state, 33 private, the forecasted number of students is 28,758 students. Distance learning of students is planned in 59 colleges, in 12 colleges — on a regular basis. 

This year three student dormitories for 330 places will be commissioned and construction of dormitories for four colleges will begin. There are 4,872 computers in colleges, the need for computer equipment is 2,915. From the local budget, 405 million tenge was allocated for the purchase of 2,097 computers. 

Under the Zhas Maman program, 5 colleges have updated their educational equipment and received 1.6 billion tenge; in 2021, 6 more colleges will update their equipment. This is a unique opportunity for an educational institution to bring the material base in line with international requirements. Modern production equipment purchased under the Zhas Maman project makes it possible to release well-trained personnel to the labor market that meet the best international standards and practices. 

From Aug. 5, 2020, admissions of documents for an educational grant at the expense of the local budget have started, taking into account the needs of 260 children will be trained at the expense of the region's grants. Of these, 110 educational grants, 150 educational grants for children from large and low-income families were allocated for the general competition. 

 

Atyrau region 

131,900 pupils will study in 196 schools in the region. The analysis of the accessibility of educational institutions to the Internet, the provision of technical equipment has been carried out. 

Today, 16 693 schoolchildren need computer equipment, 3,000 students need an Internet connection. At this time, Kazakhtelecom JSC is working to connect those in need to the Internet. In addition, negotiations were held with mobile operators to purchase 3,000 routers from the universal education fund, at no cost. 

In order to address the shortage of computers for students, 15,246 school computers will be donated on a return basis before the start of the new school year. 

282 million tenge was allocated from the local budget for the purchase of 1,611 laptops. It is also planned to purchase 1,389 laptops in the amount of 250 million tenge allocated from the republican budget. A total of 3,000 computer equipment will be purchased. Additionally, a request was sent for the purchase of 18,510 computer equipment, at the expense of the republican transfer. 

In the region, there is an acute issue with personnel in educational institutions. At the moment, the region requires 472 teachers. Of these, 74 are primary school teachers. In the new academic year, 101 young specialists will arrive in the region. Of these, 20 are primary school teachers. Under the program “With a Diploma - to the Village”, 20 specialists have already arrived in the districts. 

From the new academic year in the region, 1,446 duty classes will be opened for students in grades 1-4, in 170 schools. In all educational institutions in which children will be trained, the necessary disinfection work is carried out. Also, primary school students in 17 settlements will be provided with transport. 

Schools are fully equipped with disinfecting equipment. All educational institutions carry out the necessary sanitary work. The necessary disinfectants have been purchased, and thermal imagers are also being purchased. 

To provide students with educational materials in the region, the necessary funds have been allocated from the local budget. 110 agreements were concluded with 19 publishing houses for the purchase of textbooks. Delivery of textbooks to the region began on Aug. 10. Until Aug. 20, 2020, educational institutions will be fully provided with textbooks. 

The money was also used to repair school toilets and build indoor toilets. Toilet repair contractors have been identified and will be completed in August-September. Before the start of the new school year, video cameras will also be installed. Funds from the local budget have been allocated for the installation and repair of additional video cameras in educational institutions. 

 

Kyzylorda region 

More than 168 thousand students are expected to study in 293 schools of the region. It is planned that 18 789 children will be enrolled in grade 1. 

This year, 55 educational facilities are being repaired in the region. Of these, 12 are kindergartens, 33 schools, 4 out-of-school institutions, 5 colleges. 7 billion tenge was allocated for these purposes. 

To date, 70% of the repair work has been completed. Currently, 8 schools are under construction in the region. By the beginning of the academic year, it is planned to put into operation 2 schools in the city of Kyzylorda and Zhalagash district. 

In addition, 4 more schools are under construction. It is expected that at the end of the year the construction of schools for 600 places in the city of Kyzylorda, for 300 places in the village of Saksaulsk in the Aral region will be completed. Next year, 2 schools will be commissioned in Zhanakorgan region, as well as 2 private schools in the Sayakhat and Syrdaria microdistricts of Kyzylorda. 

In the new academic year, in 243 schools of the region, 163,491 students, that is, 83%, will begin the first quarter in a distance format. In 50 remote and small schools of the district, it is planned to train 4,986 students in a regular mode in compliance with all sanitary requirements. This is 3% of schoolchildren in the region. 

At the same time, in accordance with the epidemiological situation, it is possible to change the number of schools teaching on a regular basis. 

In accordance with the statements of parents, 2,891 duty classes will be opened for students in grades 1-4 in compliance with strict sanitary measures. 

Distance learning is provided through accessible internet platforms. In order to increase the accessibility of the platform for students and teachers of the region, a special server will be installed. 

To provide schools with disinfection tunnels, non-contact thermometers, sanitizers, and other necessary means to comply with sanitary requirements, 182 million tenge were allocated. 

In the region, 9,687 students have absolutely no electronic devices. In addition, 8,307 children are not covered by the Internet. That is, 3,853 families. 

Students who do not have devices are provided with computers for temporary use, which are on the balance of the school. And at the expense of patrons and vacationers, laptops and tablets are issued. It should be noted that today the Government has allocated 3.5 billion tenge for the purchase of more than 22 thousand computers. 

 

Aktobe region

There are 402 schools in the region with a coverage of more than 158 thousand students. 19 thousand schoolchildren are planning to go to the first grade. Students of 195 schools will study remotely. 207 schools in remote settlements with a coverage of 15,448 students will work in a traditional format. From the 2nd quarter of this year it is planned to organize 1,793 duty classes. 10-15 students will be recruited into such classes with the permission of the parents. In this regard, all appropriate measures will be taken to prevent the threat of the spread of the virus: in the duty classes, constant measurement of the body temperature of children will be provided, the cleaning and quartzing regime will be enhanced. 

1.7 billion tenge was allocated from the regional budget for the purchase of textbooks. Delivery of textbooks to the region is carried out in accordance with the approved schedule. In 13 institutions of technical and vocational education located in rural areas, students will be taught on a regular basis, in 28 colleges — in the format of distance learning. 

Also, the region is taking the necessary measures to provide students with computer equipment. At present, an audit of all computers on the balance of educational organizations has been carried out, according to the results of which it has been established that only 12 thousand 550 computers are in good condition. They will be distributed among families from socially vulnerable groups of the population. The need for computers of institutions of technical and vocational education is 538 computers, to resolve this issue it is planned to allocate funds from the local budget. In order to provide access to high-speed Internet at the expense of the budget, it is planned to purchase 24,605 routers and modems. 

In addition, the region continues construction and repair work in educational institutions. In order to liquidate three-shift and emergency schools, dilapidated schools, 13 schools and 7 outbuildings are currently under construction. Until the end of this year. 9 schools are planned to be commissioned. 

In the framework of the projects Employment Roadmap and Aul - El Besіgі, repair work is carried out in 60 educational institutions. 

At 6 sites, repair work has been completed. Before the start of the new academic year, it is planned to complete the repair of 48 objects, in September — another 6. 

 

Turkistan region 

In the region from Sep. 1, 92% of students will study remotely. This measure is aimed at maintaining the stability of the epidemiological situation. With the consent of the chief sanitary doctor of the region, traditional education can be allowed in remote small schools with no more than 180 children. There are 139 such schools in the Turkistan region, more than 12 thousand children study within their walls. In this regard, the akims of districts and cities, the education department must take all security measures. Above all, the school health worker must monitor the students throughout the day. Sanitizers also need to be installed, and there should be only one student at each desk. 

Today, most of the students from low-income families do not have computers. More than 57 thousand computers will be purchased for students in the region, they will be provided for temporary use to children from low-income families and teachers for distance learning until the end of the first quarter. 

It should be noted that out of 838 settlements of the region, 707 residents have access to the Internet and cellular communications, in 131 settlements there is no Internet network. For an optimal solution to this problem, the Ministry of Digital Development, Innovation and Aerospace Industry, cellular operators together with Kazakhtelecom JSC are developing a 2-year development program. 

At the same time, during the preparation for the academic year in all educational institutions of the region, 100% of funds were allocated for the purchase of textbooks. All students will receive the necessary textbooks by Aug. 25. Moreover, 48 schools are under construction in the region. 18 of them will be commissioned by the end of 2002. 

 

Pavlodar region 

356 schools will be opened in the region in the new academic year. The contingent of students according to the forecast data is 111,888 people. 12,813 children are planned to be admitted to the first grade. 173 schools (100,935 students) are planning to start the first quarter in distance learning format. In 183 remote rural small schools (10,953 students) it is planned to start the school year in a regular mode with strict observance of sanitary standards. 

Today there are 21,907 computers in the region. In addition, 18,078 are additionally purchased. Computers are handed over to all children and teachers in need. 

The purchase of textbooks for organizations of secondary general education was made in full —- 712,642 pieces. In accordance with the shipping schedule, the textbooks will be delivered to the region by Aug. 20. 

In order to ensure the right of children to education, transportation was organized for 3,192 students (100%). 109 units of vehicles were involved. The purchase of 30 buses is planned. 

In 2020, 7 projects for the construction and reconstruction of educational facilities, 74 projects for major repairs have been and are being implemented in the region.

In the region, 43 vocational education organizations have prepared for distance education. 6 small agricultural and technical colleges are planning to start the academic year as usual. College students are fully equipped with computers and internet access. By the new academic year, 450 new computers were purchased at the expense of colleges' own funds. 

 

Zhambyl region 

This year, 10.1 billion tenge was allocated in the region for the construction of 22 educational institutions. Among them are 15 schools, six outbuildings and a school palace. Of which the construction of one school has been completed. At the same time, it is planned to commission 14 facilities by the end of this year, including eight new secondary schools. Thus, the issues of three emergency, one three-shift, three schools with a shortage of places and two dilapidated schools will be resolved. The issues of the remaining two emergency schools, eight three-shift schools and five schools with a shortage of places will be resolved in stages in 2021-2022. 

In particular, construction of four new schools for 1278 places has begun in Taraz. The total cost of the work is 2.8 billion tenge. Within the framework of the Employment Roadmap, Aul - El Besigі and the local budget, overhaul of 42 schools is underway, and 53 schools are covered by current repairs. More than 8 billion tenge has been allocated for these purposes. Also, in Taraz, at the expense of extra-budgetary funds, the construction of the Palace of Schoolchildren is underway with a total cost of 2.2 billion tenge.
