From agriculture to tourism or how Akmola region develops its key industries

In his address to the people of Kazakhstan on the introduction of the state of emergency, the Head of State Kassym-Jomart Tokayev ordered to establish a real account of the availability of goods of primary demand, to prevent panic and excitement around essential goods in the regions. Each region needed to control interregional flows of goods and prevent local shortages. Akmola region is a large grain-growing region of Kazakhstan, producing more than 25% of grain, 7% of milk, 21% of poultry meat, 10% of flour and 16% of eggs in the context of the republic. A significant share in the region’s GRP is occupied by the agro-industrial complex, which is the main direction of the region’s development. Agriculture — main direction of region’s development

In the framework of the Program for Development of the Agro-Industrial Complex of Kazakhstan for 2017-2021, state support was increased by 1.5 times and amounted to 42.1 billion tenge in 2019.

For four months of 2020, state support amounted to 9.1 billion tenge. Thanks to annual state support and the introduction of advanced technologies, there has been a steady increase in the production of all types of agricultural products.

In the Akmola region there are 15 meat processing enterprises with a production capacity of 62.5 thousand tons per year, 15 milk production enterprises with a production capacity of 146.8 thousand tons per year, 47 flour mills with a production capacity of 960 thousand tons per year, 8 oilseed processing enterprises with a production capacity of 49.3 thousand tons per year.

In 2019, food products amounted to 100.7 billion tenge (111.1% by 2018). This measure for 2019 allowed the export of agricultural products to 1,338.8 thousand tons or $288.3 million.

Labor productivity in agriculture

In 2019, there were high growth rates of labor productivity by 5.1% or 2,345.4 thousand tenge. One of the most important factors for increasing productivity is the expansion of irrigated land, which in 2019 was increased by 20% to 24 thousand ha. In 2020, it is planned to bring these areas to 28 thousand hectares, which will ensure a 4.5-fold increase in the volume of agricultural products on these lands.

Today in the region there are more than 95 farms using elements of precision farming. In 2020, within the framework of the approved digitalization plans, it is planned to increase their number to 109 households.

At the end of 2019, the region achieved that sowing with seeds of at least 3 reproductions amounted to 83.7%, while in 2018 this indicator was 75.1%.

Given the transition to a new state support system in seed production, the task was set in 2020 to bring this indicator to 85%.

Another condition for increasing soil fertility, as well as increasing productivity is the introduction of mineral fertilizers into the soil. So, in 2019, 44.5 thousand tons of mineral fertilizers were purchased and introduced, while the fertilized area amounted to about 1 million hectares.

In this regard, in this year the budget was revised and additional funds in the amount of 2.5 billion tenge were allocated to reimburse costs for the purchase of mineral fertilizers. As a result, it is predicted that this will increase the area of ​​fertilizer application by 1.6 times.

It should also be noted that in 2019 alone, herbicides cultivated more than 4.1 million hectares of land, or 105% of the planned volume, which had a positive impact on the formation of the current year's crop. In 2020, it is planned to increase the cultivated area to 4.2 million hectares.

As part of the development of livestock farming, the capacities of existing feedlots were expanded to 32 thousand heads of cattle. This was achieved by expanding the available feedlots by another 10 thousand heads. In 2020, it is planned to open a feed site for 5 thousand heads in the city of Kokshetau. In parallel, work is underway to acquire pedigree cattle. Last year, 10.3 thousand heads of cattle were acquired in the region.

To provide milk processing enterprises with raw materials in the region, there are 45 specialized dairy farms with a total number of cows of 12.5 thousand heads.

In the region, systematic work is underway to further develop the dairy industry. So, in 2019, 4 dairy farms from 100 to 400 dairy herds were introduced with the involvement of 460.3 million tenge.

In 2020 it is planned to create 18 dairy farms with a capacity of 100-200 heads of breeding stock. In addition, work has begun on the implementation of 4 major projects for dairy farms (Enbek LLP for 1,200 head in Akkol District, Kamyshenka LLP for 1,200 head in Astrakhan District, Bastau LLP for 1,500 head in Atbasar District , Manshuk LLP for 1,000 heads in Tselinograd district) with a sales period of 2020-2022. The implementation of these projects will provide additional milk production in the amount of 40 thousand tons per year.

Region’s exports increased by 4.9% in 2019

The export of the Akmola region in 2019 amounted to $456.9 million (an increase of 4.9%), including non-oil exports amounted to $153.4 million.

In the export structure, the main share is accounted for wheat (30.9%), bearings (18.3%), barley (7.2%), flour (6.1%), sunflower seeds (2.5%), uranium ( 1.7%).

There is an increase in the following export positions: bearings by 20%, barley by 21.9%, milk by 18.1%, meat by 41.2%, flax seeds 3.2 times, sunflower seeds 4 times, bags and bags packaging 11.5 times, drinks 45%.

More than 50 exporting companies operate in the region, supplying their products to 26 countries (the key partners are Russia, Tajikistan, Uzbekistan, Afghanistan, Turkey).

For example, meat semi-finished products under the Kazakh brand Bakara have been supplied since 2014 to the supermarkets of Moscow by Astana-Agroproduct LLP. Since March 2019, Astana-Agroproduct LLP exported meat products to Iran. As part of the contract, the company in 2019 delivered 450 tons of meat products in the amount of 900 million tenge. This year, a long-term contract was signed for the supply of meat products to the People's Republic of China (in 2020, it is planned to supply 1,000 tons of meat products).

For 20 years, Kokshetau Mineral Waters JSC under the brand TURAN has been exporting mineral water and soft drinks to the Russian Federation.

The unique enterprise of the region – the bearing factory of the European Bearing Corporation in Stepnogorsk fully provides rolling bearings for the rolling stock of Russian railways.

As part of the SPIID, 28 projects focused on export in the amount of 151.8 billion tenge were implemented, with the creation of 3 thousand new jobs.

In light of recent events, in order to timely respond to problematic issues of industrial enterprises in the region, targeted work is underway to identify possible economic risks. The issue of receiving reimbursement of expenses incurred for transporting goods to foreign markets by enterprises of the Akmola region is being studied.

The issue of expanding the export range of goods is also being studied. So, within the framework of the agreement between Sapa Su LLP and the Khokimiyat of the Mirzaabad district of the Syrdarya region of the Republic of Uzbekistan, the issue of export of reinforced concrete products is being worked out.

It is worth noting that the main share of exported products is: wheat (31.6%), barley (7.1%), oilseeds (8.7%), wheat flour (5%), chicken food egg (1.7% ), milk and dairy products (0.8%), meat and offal (0.7%).

By order of the akim of the region, a regional council for the export of goods of the Akmola region was created, which included representatives of state bodies, non-governmental organizations and large enterprises-exporters.

This measure allowed the inclusion in the register of enterprises eligible to export to the EAEU and third countries, about 204 enterprises (including EAEU 169, PRC 34, other countries 1).

In general, the agricultural sector has significant prospects for increasing production and crowding out imports through the construction of new and modernization of existing enterprises.

Developing Food Belt around the capital

In 2020, 31 investment projects for a total amount of 82.3 billion tenge are planned for the Food Belt around Nur-Sultan (7 projects – for dairy farming; 7 – for processing agricultural products; 5 – for the construction of a granary and a potato storage; 4 – for the construction of feedlots, pedigree reproducers; 4 – for meat farming; 2 – for the development of poultry farming; 1 – for the construction of a pig complex; 1 – for fish farming).

Currently, 128 enterprises of the region are engaged in the supply of agricultural products, of which: 68 – livestock products (meat and meat products, milk and dairy products), 6 – poultry products (poultry, food eggs), 54 – crop products (flour, potatoes, vegetables, vegetable oil).

Products are delivered to the capital in 29 trading houses, 10 shopping centers and 5 trading markets.

There is also a Akmol chain of stores where large agricultural producers of the region sell their products, such as Capital Projects LTD LLP, Astana Agro Product LLP, Izhevsky PK, Gormolzavod LLP, Agrofirma Rodina LLP, LLP Milk Project etc.

Agricultural producers of the region delivered 14.3 thousand tons of dairy products to the capital market (an increase of 1.7% compared to the corresponding period of 2019), 7.2 thousand tons of meat and meat products (an increase of 1.8%), 67.2 million pieces of eggs (an increase of 3.2%).

Over past three years, labor productivity in industry increased 1.5 times

Labor productivity in industry over the past three years increased by 1.5 times and amounted to 9.2 million tenge in 2019 (in 2016 – 6.2 million tenge), the volume of private investment in 2019 amounted to 265.4 billion tenge from 1.8 times growth by 2016 (in 2016 – 146.9 billion tenge).

The growth dynamics of these indicators is mainly facilitated by the implementation of investment projects. So, for 2017-2019, in all sectors of the economy in the Akmola region, 318 projects with an investment volume of 296.4 billion tenge were implemented, 5.7 thousand jobs were created.

Given the specifics of the region, the key areas for investment are agribusiness, industry and tourism. Recently, investments in renewable energy have been actively invested. Kazakhstan and foreign investors are implementing several major construction projects:

  • mining and metallurgical complex with the production of up to 6 tons of gold per year, RG Processing LLP with an investment volume of 105 billion tenge;
  • factories with a capacity of 5 million tons of gold ore processing per year, Aksu Technology LLP for 43 billion tenge;
  • 100 MW wind farm with a capacity of TsATEK Green Energy LLP in Arshalyn district with an investment volume of 39 billion tenge;
  • hotel complex LLP East West Company Ltd with an investment volume of 16.8 billion tenge;

The second stage of the broiler poultry farm of Makinsk Poultry LLP with a capacity of 50 thousand tons of meat per year with an investment volume of 16 billion tenge.

The region’s investment attractiveness is due to its developed transport and transit potential, rich natural resources and mineral reserves, and a favorable geographical location.

In the region, there is a front office for investors, where at one site, on a one-stop-shop basis, the services of the regional chamber of entrepreneurs Atameken and local executive bodies are provided. There is also a regional investor council that discusses problematic issues and makes appropriate decisions.

In 2020, the region plans to launch 23 industrial projects with the creation of 957 jobs

Manufacturing industry is the basis of the industrial sector of Akmola region, in which 795 large, medium, small enterprises and industries operate.

Positive development rates have been maintained since 2010 in the range of 100-132%, with fluctuations due to the seasonality of certain activities.

At the end of 2019, the share of manufacturing in the total industrial production amounted to 81.5%, an increase of 12.5% ​​compared to 2015 and 14.5% from 2009. The volume of production for 2019 amounted to 626.6 billion tenge.

In 2019, 30 industrial investment projects were implemented for a total investment of 58.7 billion tenge, 580 jobs were created, which made it possible to create new industries and modernize existing ones.

In 2020, it is planned to launch 23 industrial projects worth 71.6 billion tenge with the creation of 957 jobs. Of these, three projects worth 33.6 billion tenge were commissioned:

  • 100 MW solar power plant, KB-ENTERPRISES LLP, this project was implemented jointly with the Russian investor GK Hevel;
  • mill complex of the flour-grinding industry with a capacity of 500 tons per day, LLP Urozhay;
  • complex for milk processing and production of dairy products of FAMILY FARM LLP.

Until the end of 2020, the launch of a service center for the sale and maintenance of agricultural machinery of Eurasia Group Kazakhstan LLP will be carried out. Also in the industry, with a launch period after 2020, they will continue to implement a number of large investment projects for the construction of the RG Gold LLP gold recovery factory, the TsATEK Green Energy LLP wind farm, and the Ereymentau Wind Power LLP wind farm.

In manufacturing businesses of the region, food industry occupies 16%

The Akmola region is the largest agro-industrial region of Kazakhstan and makes a significant contribution to ensuring the country's food security.

High growth rates in the food industry have persisted over the past 5 years and have been maintained to date. At the end of 2019, in the food industry, the growth rate was 11.1%, which is 11.4 percentage points higher than the national average.

For 2019 produced:

  • 51.9 thousand tons of meat, an increase of 78.7%
  • processed milk production amounted to 80.8 thousand tons, an increase of 23.9%
  • 1.3 thousand tons of butter produced, an increase of 11%
  • cheese and cottage cheese – 1.2 thousand tons, an increase of 21.2%
  • dairy products 5 thousand tons, an increase of 9.4%, etc.

The share in the total export volume of the region is more than 70%. At the same time, the import share is only 6.5%.

The main sales markets are Afghanistan 16%, Iran 11%, Russia 5%, and the rest of the world up to 4%.

The Akmola region in the Republic of Kazakhstan is 20.5% of poultry meat, 16% of food eggs, 15% of milk, 10% of flour and 8% of potatoes.

Today, the production of Akmola producers not only fully covers the needs of the population of the region, but also exceeds them 4.4 times for food eggs, 2 times for poultry, 3.1 times for cattle, 47 times for flour, 2.4 times for milk and dairy products, 4 times for potatoes.

On a metropolitan scale, every 3rd kilogram of meat products (33%) (sausages, beef, horse meat), every 3rd liter of dairy products (34%) (milk, kefir, cottage cheese), every 3rd kilogram of vegetables (30 %) (cucumbers, tomatoes, carrots), almost every egg (93%) and every kilogram of potato (92%) is produced in the Akmola region.

Since 2015, the volume of investments in the food industry has grown from 2.2 billion tenge to 10.3 billion tenge in 2019. This growth is facilitated by the implementation of investment projects. So, from 2015, 34 projects worth 63.6 billion tenge were commissioned. Among them, the first phase of the largest project in the food industry – a broiler poultry farm with a capacity of 50 thousand tons per year, Makinskaya Poultry LLP. The launch of the second stage is planned for 2020, which will provide up to 15% of the domestic market demand for poultry meat in Kazakhstan and reduce imports to 30%.

In 2019, over 530 thousand square meters of housing commissioned

In 2020, within the framework of the Nurly Zher State Program for Housing and Utility Development, 12.2 billion tenge were provided for housing construction (engineering and communications infrastructure – 3.2 billion tenge, rental housing – 3.4 billion tenge, credit housing – 1.2 billion tenge) including from:

  • republican budget – 5.1 billion tenge;
  • regional budget – 1.5 billion tenge;
  • attracted funds of Baiterek Development JSC by issuing government securities – 5.6 billion tenge.

Target transfers in the amount of 2,889.3 million tenge were allocated from the republican budget for the construction of rental housing without the right to buy out. It is planned to put into operation 11 rental houses with a total area of ​​33 thousand square meters. At the expense of the regional budget, it is planned to commission a 60-apartment residential building in Derzhavinsk, Zharkain district.

In 4 months of 2020, 4 rental houses, 12 thousand square meters or 195 apartments have been commissioned. For the construction of credit housing through the issuance of bonds of the local executive bodies 1.2 billion tenge at 0.35% were provided in 2020. Additionally, another 4.4 billion tenge is provided at 4.25%.

The credit housing commissioning plan for 2020 is 19.5 thousand square meters. In 2020, 1.9 billion tenge are provided from the republican budget for the construction of engineering and communications infrastructure, 15 projects to multi-apartment housing and residential development areas in Akkol, Arshalyn, Bulandyn, Burabay, Esil, Zerendi districts, the city of Kokshetau.

It is planned to provide 661 land plots in Akkol district and Kokshetau city with water and electricity networks.

As of May 6, 2011, within the framework of the 7-20-25 mortgage lending program in the Akmola region, 926 applications for 8.3 billion tenge were accepted, 671 applications for 5.9 billion tenge were approved.

At the end of 2019, 534.1 thousand square meters of housing were commissioned, 4,648 families were provided housing. Along with this, with an annual plan of 570 thousand square meters of housing, according to the results of four months of 2020, it is expected to commission 189 thousand square meters of housing.

In 2020, it is planned to repair about 690 km of local roads

In 2020, 36.6 billion tenge is provided for the repair of local roads, of which 10.5 billion tenge for regional and district roads, 14 billion tenge for the road network of settlements, 12.1 billion tenge for the Employment Road Map 2020.

Using these funds, it is planned to repair 687.6 km of local roads and the road network (construction and reconstruction – 27.5 km, major repairs – 11.7 km, medium repairs – 258.4 km, current repairs – 140 km, within the framework of the roadmap – 250 km).

This year it is planned to commission 10 new projects, 9 projects are covered by reconstruction.

In 2019, 31.6 thousand people were covered by active employment measures

As part of the Comprehensive Plan for Promoting Employment in 2019, it was planned that state support measures cover more than 26.8 thousand people. At the end of 2019, 31.6 thousand people or 117.9% were covered by active employment measures.

In 2019, 1,048 microloans were issued or 86.7% of the annual plan in the amount of 4,558.2 million tenge, which allowed to create 1,203 jobs. Of 1,048 people, 645 people, or 61.5%, received microloans for a start-up business. It is planned to create 15,612 new jobs in the region for 2020, including 7,170 permanent jobs and 8,442 temporary jobs.

According to the results of 4 months in 2020, 3,751 new jobs or 24% of the annual plan were created in the region. Including permanent 1,418 jobs or 19.8%.

These measures allowed to reduce the unemployment rate by 0.1%.

Number of employees in SMEs is about 130 thousand people

As of April 1, 2020, the number of registered small and medium-sized enterprises amounted to 52.5 thousand, the number of operating SMEs – 44.1 thousand. The number of employees in SMEs as of Jan. 1, 2020, amounted to 129.7 thousand people.

In 2019, the volume of production, work and services of SMEs amounted to 822.4 billion tenge, or 100% of the level of 2018 (the data are published by the statistical authorities quarterly late, for the 1st quarter of 2020 they are expected in July 2020).

As part of the State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017–2021, Enbek is planning to reach 9,503 people in 2020. As of May 1, 2020, 1,629 citizens were covered by the Program, which is 17% of the annual plan (9,503), 717.5 million tenge or 9.3% have been mastered.

As part of the first direction, “Providing program participants with technical and vocational education and short-term vocational training,” 1,855 people were enrolled, including short-term students already this month, and from Sep. 1, 2020, will receive vocational education.

As part of the second direction “Development of mass entrepreneurship,” 1,363 people are scheduled to learn the basics of entrepreneurship under the Bastau Business project.

Due to the introduction of a state of emergency in the country, training is planned to begin in early June of this year.

As part of the third area, “Development of the labor market through the promotion of employment and labor mobility,” active employment measures are planned to reach 4,584 people. As of May 1, 2020, 1,507 people are covered.

Within the framework of the Employment Roadmap for the development of infrastructure and housing and communal services, the improvement of settlements providing employment for 2020-2021, 45 billion tenge are provided for the implementation of 332 projects in the region with the creation of 11,252 jobs, including 5,626 jobs through the Centers employment and 441 permanent jobs.

To date, the implementation of 85 projects has begun, which created 296 jobs, including 218 through the Employment Centers.

Medical organizations of the region 100% equipped with computers

Medical assistance to the population of the region is provided by 7,513 medical workers, including 1,639 doctors and 5,874 paramedical workers. At the end of 2019, significant results were achieved in the region in comparison with 2015:

  • life expectancy increased from 70.67 to 71.43 years;
  • overall mortality decreased by 1.3%;
  • maternal mortality decreased by 30.9%;
  • infant mortality decreased by 10.8%.

Work continues on the implementation of information systems and applications, maintaining forms of medical records in electronic form – a complete refusal to keep in paper form.

Today, medical organizations are ready for this, the computer equipment in the region is 100%.

100% Internet access was provided up to the level of medical outpatient clinics, online consultations of medical organizations were introduced. It is also planned to equip the ambulance with tablets and DVRs.

A lot of work has been done to attach the population of the Akmola region. To date, of the 35,000 unattached population since the beginning of the year, 1,600 have remained unattached.

The number of the attached population of the region is 784,785 people, of which 53% of the population are payers of Compulsory Social Health Insurance. From July 1, 2017, to April 24, 2020, the Akmola region transferred 10.7 billion tenge to the Mandatory Social Insurance Fund.

In accordance with the Regional Long-Term Plan for the Development of the Infrastructure of Medical Organizations of Akmola region until 2026, within the framework of a public-private partnership, it is planned to build a Multidisciplinary Regional Hospital with a capacity of 630 beds with an estimated cost of 74.6 billion tenge in Kokshetau.

In order to attract and retain personnel in this year construction of a 40-apartment building within the framework of the Employment Roadmap program is planned for medical workers. Lifting annually are allocated for specialists arriving in the countryside at a rate of 1 million tenge and 25% of the wage premium.

100 medical grants were allocated for training personnel with a higher medical education at the Faculty of Medicine of Kokshetau State University named after Ualikhanov in the amount of 94.4 million tenge.

In this year the construction of 4 health facilities will be completed, for a total of 1.1 billion tenge, with a completion date in 2020:

  • medical center for 25 visits per shift in Stepnoye, Shortandinsky District;
  • medical outpatient clinic for 50 visits per shift in Sofievka, Tselinograd district;
  • district clinic in Kosshy, Tselinograd district;
  • oncology clinic in the city of Kokshetau.

1.4 billion tenge were allocated for the acquisition of 204 pieces of material and technical equipment, medical equipment, including an expensive magnetic resonance imager.

In addition, from the beginning of the monitoring of the coronavirus situation, 5,942 people were registered (5,195 of which were deregistered), 747 people remained under control. Laboratory-confirmed cases of coronavirus infection amounted to 110, the increase in incidence per week is 1.3%.

91 people recovered and were discharged, 4 patients died.

The majority of infected people were registered in the metropolitan area – 103 people (Tselinograd district – 97 cases, Arshalyn – 4, Shortandy – 2).

The work carried out showed the importance of infectious services. Considering the experience gained, the infectious departments of district hospitals have been strengthened, and from the regional budget funds have been provided material support to medical workers in the amount of 80 million tenge.

Equipped with computer equipment in the region is 100%. There are 5,390 workplaces in the regional medical organizations (taking into account the shift and duty of medical personnel), of which 5,390 are equipped with computer equipment. Of the 562 health facilities in the region, 472 are connected to the Internet, which is 84%.

Under the new curricula, more than 121 thousand students, or 96.5%, are enrolled in schools in the region

In the education system, work is being systematically carried out in all areas. In the field of preschool education, 100% coverage of preschool education and training at the age of 3 to 6 years is provided; work is continuing to reach children from 1 to 6 years of age (75.4%).

In secondary education, the transition to updated content is being completed. As part of the Elbasy project Free Vocational Education for All, more than 21 thousand students study at the colleges of the region. The dual training system is implemented in 28 colleges of the region. Organized work on the implementation of the project Zhas Maman. Five colleges are participating in it in 2020; in 2021, it is planned to include another 6 colleges in the project.

The region is actively involved in the international movement WorldSkills and has a positive development dynamics. The problems of overloading of comprehensive schools (12 schools with three-shift training) are solved:

Four schools with 2,820 places in the Tselinograd district and 3 additional educational buildings for schools in Kokshetau with 1,320 places are under construction.

This year, the construction of an additional educational building in Kokshetau and two schools in the Arshalyn district will begin.

In general, the issue of three-shift school education in accordance with the instructions of the Head of State will be resolved in the next three years. Active work is underway to digitalize the education system.

In the information system National Educational Database, 1,334 educational organizations are registered. The Kundelik system is used by all 556 schools in the region (276 thousand users). All schools in the region use the BilimLand innovative educational platform (15 thousand users) and are connected to broadband internet.

To upgrade the computer park in 2020, 420 million tenge was allocated from the regional budget for the purchase of more than 1,200 computers. Equipping schools with robotics rooms continues. This year, about 100 million tenge has been allocated for the purchase of 25 robotics cabinets.

All colleges work in automated systems, including distance learning technologies. In all preschool organizations, the process of forming a priority and issuing directions to kindergartens is automated. Schools in the region are 100% (556 schools) covered by education information systems. The computer park of schools is – 15 thousand.

In the system of technical and professional, post-secondary education, 100% automation of the educational process SmartNation (33 colleges) was carried out. Automated all 7 public services. This system allows you to conduct all work in colleges in digital format.

In 2018, more than 1 million tourists visited Akmola region

For 2019, the region provided services worth 7.5 billion tenge, with an increase of 19% by 2018 (the share of tourism in the structure of the regional GRP is 0.5%). The number of visitors served by the locations was 394.9 thousand people, an increase of 16.6%.

This growth is ensured by a constant increase in tourist production in the summer period (high season), an increase in investment in the tourism industry, the construction of new infrastructure facilities (11 tourist facilities were commissioned in 2019), and the expansion of the range of regional tourism products (organizing weekend tours in in the metropolitan zone of the city of Nur-Sultan), increased transport accessibility of tourist services.

The Shchuchinsk-Borovoe resort area has a unique natural and cultural heritage that contributes to the development of large-scale tourism, and is one of the top-priority objects of the TOP 10 tourist maps of the country.

Large-scale investment projects are being implemented on the territory of the destination, planned for commissioning before the end of 2020. This is the construction of resort areas, hotels, sports and fitness complexes, etc.

The construction of engineering and road infrastructure is carried out as part of the third stage of the Development Plan of the Shchuchinsko-Borovsk resort area and the State program for the development of the tourism industry in Kazakhstan for 2019-2025.

The tourist potential of Zerenda district allows providing numerous tourists with rest, both in summer and in winter. For this, recreation areas, ski resorts, tourist routes function.

Akimat of Akmola region developed the Development Plan of the Zerenda resort area until 2025, which provides for the phased implementation of 45 events. 1.3 billion tenge were allocated for the development of supporting infrastructure and improvement of the resort area in the framework of the special project Aul – El Besіgі in 2019.

Projects have been developed on the average repair of two regional roads, which will be connected to the Imantau-Shalkar resort area. The construction of the Schuchinsk-Zerenda road with a length of 80 km has been completed.

In order to develop youth tourism in 2020, it is planned to expand the Aurora Garden family recreation center with an investment of 50 million tenge, as well as expand the Parus children's health center with an investment of 20 million tenge.

To develop sanatorium-resort tourism in 2020, it is planned to build a medical block with the arrangement of 8 VIP rooms and a thermal pool in the territory of the Zeren Nur Wellness Complex with a total investment of 467 million tenge.

The republican network of Akmola region has 179 road service facilities. Of these, 70% comply with the requirements of the National Standard. Work on creating comfortable conditions for tourists to stay and providing sanitary facilities was started in 2019.

This year, work is carried out with the Akmola branch of JSC NC KazAvtoZhol together with the akimats of districts and cities on updating and bringing all regional OPS in line with the requirements of the National Standard.

As part of the implementation of the Interregional territorial development scheme of the Astana agglomeration, the Akimat of the Akmola region in 2019 developed 8 urban development projects. In 2020, the development of 5 development and development schemes (the villages of Dombraly, Radovka, Enbek of the Akkol district, Turgen and Akbulak of the Arshaly district) and the adjustment of the Master Plan with the Detailed Planning Plan for Arshaly were started.

Green Belt around the capital

In accordance with the instruction of the First President Nursultan Nazarbayev to connect the forests of the Shchuchinsk-Borovoe resort zone with a green belt of Nur-Sultan, phased work has been ongoing since 2009, trees have been planted in two stages. In 2019, forest crops were supplemented with 2-year-old seedlings in 2018 plantings in the amount of 464 thousand pieces, three-time watering, mechanized care and manual weeding.

In 2020, work is planned to plant (work will be carried out on the cultivation of row-spacings and inter-back-yard spaces, manual care in rows, watering, plowing of soil in fire breaks).

In addition, in order to carry out the three stages of work, soil-surveying (with an area of ​​2.5 thousand hectares are planned) and design work for planting trees in 2021 and subsequent years are planned.

Comprehensive plan for socio-economic development of settlements adjacent to Nur-Sultan

At the first stage, the Akimat of Akmola region completed 52 events, 169 km of power supply networks, 8 distribution transformer ones were built in 5 villages, 44 km of main road sections in 7 villages were overhauled, the heat supply system was reconstructed (boiler room, heating networks), two 36 were built – apartment houses, 8 kindergartens, 6 secondary schools, 9 medical posts, 1 district clinic for 250 visits per shift, 1 feldsher-midwife station, 129.4 km of water supply and sanitation networks were modernized, developed and approved general plans 3 villages and made changes to the master plan and plans detailed planning of other settlements.

At the second stage, 73 events were completed, 69.5 km of roads in 12 villages were repaired, 9 villages with a population of 30 thousand people were provided with high-quality drinking water supply, four 45 apartment houses were built, engineering networks for housing projects, electricity networks in 8 villages and a health facility (medical center), a central boiler room.

To date, a draft of the third stage of development of the metropolitan area until 2024 is being developed.

To solve the problematic issues of the outskirts of Nur-Sultan, 19 priority projects were identified for 25 billion tenge in 7 rural settlements of the region (Akmol, Kosshy, Karaotkel, Koyandy, Zhibek Zholy, Nuresil, Razrazd 96) with a population of more than 100 thousand people .

In 2019, 7.5 billion tenge was allocated from the republican budget for the implementation of 10 projects. In Kossha village, the construction of the water supply loop and drainage networks was completed, in Nuresil village – construction of power supply networks.

To date, the number of districts included in the suburban area of ​​Nur-Sultan includes Akkol, Arshalyn, Tselinograd and Shortandy districts. Zones of metropolitan rest receive vacationers not only from the capital, but from other regions of the country and neighboring countries. The presence of natural, zoological, hydrological conditions, cultural and historical monuments allows the development of tourism infrastructure.

In addition, tourism in the suburban area of ​​Nur-Sultan relies on the local population visiting the suburban areas on weekends to relax. Accordingly, weekend tourism is developed in this region. The tourism industry in the areas of metropolitan tourism includes more than 100 objects. There has also been a tendency to increase the objects of the tourism industry – these are hotels and recreation centers, guest houses and roadside service facilities.

In 2017, the Beibarys recreation area was opened, located 15 km from Nur-Sultan in the Arshaly district. In the recreation zone Beibarys, it is planned to commission a restaurant hall for 700 million tenge, in 2021 – a swimming pool for 300 million tenge.

Also on the territory of the Arshalyn district in the Volgodonov rural district, the construction of a tourist recreation center of Kokterek Service LLP worth 710 million tenge is underway.

In Tselinograd district, work has been completed to expand the existing recreation center, Golden Pheasant, where an additional 3 houses with a capacity of up to 24 beds have been built, work is underway to improve the service for vacationers. In Akkol district, a tourist base is under construction.
