Increasing incomes of population, connecting communications, repairing and building roads — Auyl - El Besigі program under implementation in regions of Kazakhstan

On the initiative of the First President of Kazakhstan - Elbasy Nursultan Nazarbayev, the program Auyl - El Besigі was launched in Kazakhstan in 2019. Its main goal is to improve the lives of people in the countryside. Construction of roads, water supply, reconstruction of facilities and construction of new facilities for health care, education, culture, sports, job creation — all this provides for the implementation of this program.

To achieve this goal, measures are being taken to develop social and engineering infrastructure, ensure the availability of social benefits and public services, and create a comfortable living environment for rural residents. Within the framework of the project, more than 3.5 thousand villages with development potential, in which almost 90% of the rural population of the country live, have been identified. In particular, 1,173 reference and 2,388 satellite villages were selected.

It is planned to determine the potential of villages taking into account 4 main blocks: demography, infrastructure, economy and geospatial position. When developing a new methodology, international experience was studied, in particular Canada, where there are also infrastructure gaps between regions.

For the development of rural areas in the republic, measures are being taken to invest in infrastructure, to support small and medium-sized businesses, to develop the agro-industrial complex, as well as to build and renovate housing. For 2019-2020 within the framework of the current program documents at the expense of all sources of financing in rural areas, more than 12 thousand projects were implemented for a total amount of 618 billion tenge. For the next 4 years, the amount of financing for the Auyl - El Besigi project has been increased to 800 billion tenge, and taking into account all sources, 1.3 trillion tenge is planned for the modernization of villages.

By 2025, 100% provision of water supply services will be achieved in rural areas, the condition of 10 thousand km of intra-village roads will be improved, 12 thousand km of engineering networks have been built and repaired, several thousand social infrastructure facilities will be modernized, 5 thousand rural schools will be modernized. In the field of the agro-industrial complex, about 1 thousand projects will be implemented in the amount of 4.5 trillion tenge. Labor productivity in agriculture will increase 2.5 times, the export of agricultural products will increase 2 times, bringing the share of processed products to 70%. 1 million rural residents will increase their incomes, and 500 thousand jobs will be created in agriculture.

Akmola region

In the Akmola region, 298 promising rural settlements have been identified, of which 109 are reference and 189 satellite, which cover 84% of rural residents. Since the adoption of the project in 2019, the first settlements that took part in the project were 3 regional centers — the villages of Astrakhanka and Zerenda and the village of Arshaly. 3 billion tenge was allocated for the implementation of 31 projects. In 2020, 10 more villages were covered, for which 7.2 billion tenge was allocated for 41 projects.

For 2019-2020 19 objects of the social sphere were repaired (in 7 secondary schools with a total contingent of 1,825 students, 2 kindergartens, 2 centers of children's creativity, 3 houses of culture, an agrotechnical college (4 projects), a youth sports school, stadium, hospital building, leisure center), 8 housing and communal services facilities, 120 km of intra-village roads (33 projects), 34 km of water supply networks. A boiler room with heating networks and a fitness center with a swimming pool for 88 visits have been built.

During the implementation of these projects, 844 temporary jobs were created, and after commissioning, 48 more permanent ones.

For 2021, 8.5 billion tenge was allocated for the implementation of 77 projects in 27 villages. It is planned to implement projects for the construction of a youth leisure center in the village that are rolling over from 2020 in Bastau village (Atbasar region), FOK in Akmol village (Tselinograd district), external heat supply networks in the village of Krasny Yar (Kokshetau).

It is also planned to build a sports and recreation center in the village. Zhaksy (Zhaksy district) and a sports complex in the village of Madeniet (Burabay region), reconstruction of the stadium in the village of Balkashino (Sandyktau district) and water supply networks in Alekseevka settlement (Zerendinsky district), repair of 8 social facilities, 174 km of intra-village roads. 246 temporary jobs were created.

Aktobe region

In this year within the framework of the special project Auyl - El Besigi in the Aktobe region, 69 projects are planned for 6.1 billion tenge in 33 priority villages (26 support, 6 satellite and 1 strategic), which will improve the quality of life of more than 50 thousand residents.

To date, contracts have been concluded for all projects. In addition, out of 69 projects, 7 are rolling projects, 17 projects have been completed, and 45 projects are at the implementation stage.

Incl. in the context of districts:

7 projects are being implemented in Aytekebi district, incl. reconstruction of the club building in the village of Karabutak and medium repair of highways in the villages of Karabutak and Taldysay in the amount of 444.1 million tenge. with the creation of 60 jobs.

In the Alga district, 7 projects are being implemented, incl. construction of a medical outpatient clinic, reconstruction of the club building, overhaul of schools, medium repair of highways in the villages of Bestamak, Eset batyr, Ushkuduk in the amount of 565.8 million tenge with the creation of 124 jobs.

In the Baiganinsky district, 5 projects are being implemented, incl. construction of sports complexes and repair of highways in the villages of Zharly, Karauylkeldy and Zharkamys in the amount of 647.4 million tenge with the creation of 66 jobs.

In the Irgiz district, 3 projects are being implemented, incl. construction of a sports complex, overhaul of the club and medium repair of highways in the villages of Kurylys, Kutikol in the amount of 456.6 million tenge. with the creation of 56 jobs.

In Kargalin district, 6 projects are being implemented, incl. construction of lighting, medium repair of highways and overhaul of the village club in the villages of Petropavlovka, Kaldayakova and Stepnoye in the amount of 583.7 million tenge with the creation of 74 jobs.

In Kobdin district, 5 projects are being implemented, incl. construction of a medical outpatient clinic, overhaul of a village club and repair of highways in the amount of 495 million tenge with the creation of 84 jobs.

8 projects are being implemented in Martuk district, incl. construction of a medical center, medium repair of highways in the villages of Kazanka, Zhaisan, Saryzhar and Sarzhansai in the amount of 627 million tenge with the creation of 155 jobs.

In the Mugalzhar district, 7 projects are being implemented, incl. construction of a sports complex, overhaul of a school and medium repair of highways in the villages of Zhagabulak and Shengelshi in the amount of 402 million tenge with the creation of 91 jobs.

In the Temir district, 5 projects are being implemented, incl. construction of a medical outpatient clinic, a fitness center, a gym, as well as major repairs in the villages of Kopa, Sarkol and Kenkiyak in the amount of 610.3 million tenge with the creation of 92 jobs.

In Uil district, 9 projects are being implemented, incl. medium repair of highways in the villages of Karatal, Sarybie and Karaoi in the amount of 315.5 million tenge with the creation of 62 jobs.

In Khromtau district, 3 projects are being implemented, incl. reconstruction of water supply networks, sewerage networks, as well as the construction of a school gym in the villages of Nikeltau, Tamdy and Koktau in the amount of 425.9 million tenge with the creation of 48 jobs.

4 projects are being implemented in Shalkar district, incl. construction of a medical outpatient clinic, reconstruction of sewerage networks, as well as overhaul of schools and medium repair of highways in the villages of Zhyltyr, Bozoy and Begimbet in the amount of 577 million tenge with the creation of 42 jobs.

Almaty region

In the Almaty region, there are 732 rural settlements, including 457 (151 reference, 306 satellite) with high development potential with a population of 1.5 million people. In 2019-2020 in 25 settlements of the region with a population of 264 thousand people (21 reference, 4 satellite), 75 projects were implemented for 19.8 billion tenge. As a result, 2 sports facilities were built with an attendance of 360 people per day, 17 educational facilities, 3 healthcare facilities, 2 cultural facilities were repaired. Also, 23 km of water supply and sewerage networks, 70 km of intra-village power supply networks, about 138 km of intra-village roads were repaired, 4.4 km of heating networks were built and children's, playgrounds, parks, squares, sidewalks and ditch networks of 6 settlements were improved.

For the current year, in 40 rural settlements of the Almaty region (24 reference, 16 satellite), 55 projects are planned for the amount of 18.4 billion tenge (republican budget — 16.9 billion tenge, local — 1.5 million tenge). Construction and repairs will be carried out in such areas as education (10 projects) for 5 billion tenge, sports (3 facilities) for 824 million tenge, culture (8 facilities) for 3 billion tenge, healthcare (3 facilities) for 1.1 billion tenge, housing and communal services (20 objects) for 6.2 billion tenge, as well as road repair (19 projects) for 2.7 billion tenge.

A sports and health center, 3 annexes to schools for 1500 places, 5 houses of culture, a medical assistant and obstetric center will be built in the region. In addition, renovation work was carried out in 7 schools, 2 hospitals, 4 houses of culture. 124 km of intra-village roads will also be repaired, as well as 59 km of water supply networks, 118 km of power supply. It is planned to build 337.5 km of gas distribution networks. By the way, at the moment 4 projects have been completed, 51 work is underway, as of Oct. 25, 6.2 billion tenge, or 34% of the annual plan, were mastered.

In addition, for 2022, a list of projects worth 21.7 billion tenge was formed, covering 72 rural settlements.

Atyrau region

In the Atyrau region, there are 153 rural settlements with a population of 299.5 thousand people. Of these, 93 (60.8%) are villages with development potential, incl. 40 reference (26.1%) and 53 satellite (34.6%) with a population of 268.3 thousand people (89.6%).

This year in the region, 22 projects are being implemented for the amount of 3,963 million tenge in 16 rural settlements. As of Oct. 20, 2021, 1,984 million tenge or 50% of the annual plan was mastered.

A total of 18 objects are planned to be built and renovated in the region. So, an extension to the school, 5 sports facilities (sports and recreation centers, gyms), 5 power supply facilities, 7 transport infrastructure facilities will be built. Medium and major repairs will be carried out in 4 facilities: 3 educational facilities (schools and kindergartens), 1 sports facility (gyms). Repair work is also planned at power supply and transport infrastructure facilities.

In 2022, 18 projects will be implemented in the Atyrau region in the amount of 3,808.7 million tenge in 17 rural settlements. So, there are plans to carry out construction and repair work of 16 objects, including an extension for a school, 3 cultural objects (recreation centers, leisure centers), 6 sports facilities (sports and recreation centers, gyms). In the field of power supply and transport infrastructure, construction and repair (medium and capital) works are also expected.

East Kazakhstan region

377 promising rural settlements have been identified for the region, covering 80% of rural residents.

In 2019, 2.1 billion tenge was allocated for the implementation of 8 projects in 4 support villages (Glubokoe village, Kokpekty village, Kurchum village and Urdzhar village).

In 2020, 8.1 billion tenge was allocated for the implementation of 52 projects in 20 support villages. In total, in 2019-2020, 56 projects were implemented in 20 support villages within the framework of Auyl - El Besigі. 9 new social facilities were built, 13 educational facilities were repaired, 6 — health care, 13 — culture and sports, 121 km of intra-village roads. 784 jobs have been created in two years.

In this year 8 billion tenge was allocated from the republican budget for the implementation of 93 projects in 44 villages. Out of 93 projects, 30 have been completed, incl. 16 for medium road repairs, 13 for street lighting and 1 hospital overhaul project.

Construction and installation works are underway on 60 projects, 3 projects are at the stage of concluding contracts.

According to the financing plan for October this year. 2.13 billion tenge is provided from the republican budget, the funds are disbursed according to the work schedule.

To ensure the comprehensive development of support and satellite villages, in addition to state support measures within the framework of Auyl - El Besigi, projects are also being implemented for the construction of housing, water supply facilities, the development of transport infrastructure, and the repair of social facilities for 9.2 billion tenge, including:

  • the account of the republican budget — in 14 villages within the framework of the Nurly Zher state program.
  • at the expense of the local budget — in 22 villages.

In total, 17.3 billion tenge was allocated at the expense of the budget for the integrated development of 44 villages in the current year.

Zhambyl region

Today 1,146.7 thousand people live in 371 settlements of the region. Of these, 367 are rural settlements, in which more than 60% of the region's population or 688.5 thousand people live.

Over the past 10 years, the total population of the region has increased by 91 thousand people, the rural population — by 43.1 thousand people, the urban — by 47.8 thousand people.

In accordance with the approved system of regional standards, the share of the population in rural areas provided with social benefits and services as a result of state support provided in previous years amounted to 57.7%.

It covers urban settlements — 76.9%, the regional center — 82.2%, the center of rural districts and support villages — 61%, the rest of the villages — 54.6%.

In accordance with the state program for the development of regions for 2020-2025, the share of the population provided with social benefits and services is planned to be increased to 61.8% in 2021, and to 95.1% in 2025. In accordance with the methodology for approving the criteria for determining the potential of rural settlements in the region, 238 rural settlements with high development potential were selected (they are home to 90.5% of the rural population or 620.2 thousand people), of which 67 are reference, 171 satellite, the rest 129 have medium / low development potential.

In general, in the region, within the framework of all state programs in 2019-2020 to improve the quality of life of the rural population in rural settlements, 74.4 billion tenge was allocated for the implementation of 1,010 projects.

This made it possible to solve the problem of emergency three-shift schools in the field of education. Sports and recreation centers, healthcare and cultural facilities were built and put into operation.

In addition, 82.2% of the rural population is provided with drinking water, and 82.4% with blue fuel. The share of intra-village streets in good and satisfactory condition was 76%.

Due to the implementation of the project, first of all, the infrastructure of the region is being improved.

In 2019-2020, in 29 settlements of 7 districts of the region, 10.3 billion tenge was allocated, more than 200 projects were implemented, 9 sports and recreation complexes, 1 health care facility, 3 houses of culture were built and put into operation.

In addition, 6 kindergartens, 14 schools, 2 hospitals, 5 sports facilities, 7 cultural facilities, 1 social protection facility were repaired, 2 water pipelines, 23 street lighting facilities were restored, about 140 intra-village streets with a length of 185.9 km were repaired.

In 2021, 8.7 billion tenge was allocated for the implementation of 119 projects in 67 rural settlements.

To date, 343 temporary and 62 permanent jobs have been created, 64 projects have been commissioned, in total, projects in 27 RSs have been fully completed.

In total, 16 social facilities will be built by the end of the year, 4 water supply networks will be reconstructed, 7 school boiler houses will be converted to blue fuel, 2 intra-settlement gas pipelines will be built. In addition, major repairs covered 20 social facilities, medium repairs covered 146 km of intra-village roads. As a result, 1,390 temporary and 133 permanent jobs were created.

West Kazakhstan region

In the West Kazakhstan region, within the framework of the Auyl - El Besіgі program in 2019-2020. 26 projects were implemented. The program covered 9 base and 1 satellite village.

In the first year of the program, 11 projects were implemented in the region for 1.2 billion tenge, covering 3 supporting villages with a population of 22.2 thousand people. Note that 135 jobs were created during the specified time, taxes were received in the budget in the amount of 150.6 million tenge.

In 2020, 15 projects were implemented for 4.3 billion tenge. The program covered 7 promising villages, incl. 6 support with a total number of 29.3 thousand people or 9.4% of the region's population. 538 new jobs were created, taxes were received in the amount of 690.5 million tenge.

This year, 5.4 billion tenge is provided for the development of 16 promising villages with a total population of 57.9 thousand people. 65.4% of these funds were directed to the development of roads, incl. 30.9% — for the development of social infrastructure and 3.7% — for housing and communal services. For the implementation of 36 projects, which will cover 18.5% of the rural population of the region, 3.2 billion tenge was mastered as of October 1 (99.6% for the period and 58.4% of the annual amount), incl. due to targeted development transfers, 12 projects are being implemented for 2.3 billion tenge. As of Oct. 1, 2021, 1.5 billion tenge (99.5%) was mastered.

Note that in the villages of Zhanakala, Zhanibek and Zhympity, 4 projects for the construction of intra-village roads are being implemented for a total of 1.1 billion tenge. Mastered 741.8 million tenge or 100%. In the villages of Karatobe and Kaztalovka, 824.9 million tenge was allocated for the reconstruction of 4 intra-village highways. Mastered 597.2 million tenge or 100%. In the same village of Karatobe, pedestrian roads are also being built, street lighting is carried out in the amount of 172.8 million tenge. Mastered 64.8 million tenge or 100%. In the village of Zhympity, Syrymsky district, 179.7 million tenge was allocated for the reconstruction of a non-residential building. Mastered 110.5 million tenge or 99.8%.

At the expense of targeted current transfers, 24 projects are being implemented for 3.2 billion tenge. As of Oct. 1, 2021, 1.7 billion tenge (99.7%) were mastered.

As for capital repairs, in 2021, 13 road projects are being implemented in 6 rural settlements worth 1.5 billion tenge. Mastered 1.1 billion tenge or 100%.

Overhaul of social facilities is also underway. For 10 projects, 1.5 billion tenge were allocated, 582.2 million tenge or 100% were mastered, including:

- in the field of education, 3 projects in 3 SNPs — 980.6 million tenge, 180.8 million tenge were mastered (98 ,1%);

- in the field of sports, 1 project in 1 SNP — 50.9 million tenge, 45.7 million tenge was mastered (100%);

- in the field of culture, 6 projects in 6 SNPs — 544.0 million tenge, 326.7 million tenge (100%) were mastered.

For overhaul of the sewage pumping station in the village of Zhangala, Zhangalinsky district, 52.8 million tenge was allocated. Mastered 29.0 million tenge or 100%.

To date, 6 projects have been completed in the region for 696.6 million tenge, incl. 4 projects on transport infrastructure for 579.9 million tenge, 1 sports facility for 45.7 million tenge, 1 cultural object for 74.6 million tenge. Namely: a major overhaul of the roadway with asphalt concrete pavement was carried out on the streets in the village of Saykhin, Bokeyordinsky district, 100% developed. Also, a major overhaul was carried out in the Sport Club Karatobe in the village of Karatobe, Karatobe region. Mastered 45.7 million tenge or 100%. Completed the construction of the road on the street. Esenzhanov in the village. Zhympity of the Syrym region. Mastered 35.1 million tenge or 100%. New intra-village roads appeared in the village. Zhympity of the Syrym region. Mastered 99.1 million tenge or 100%. Completed a project for the overhaul of the building of the rural house of culture in the village. Makhambet of Baiterek district by 74.6 million tenge or 100%.

During the implementation of the project, it is planned to create 631 jobs. To date, 333 jobs have been created.

In the West Kazakhstan region, more than 50 km of roads will be built, reconstructed and repaired, 1 cultural object will be reconstructed. It is planned to build 4.4 km of pedestrian sidewalks and carry out lighting on 7 streets. In addition, within the framework of the Auyl - El Besigі program, major repairs will be carried out in 3 schools, 3 rural clubs, 1 leisure center, 2 libraries, 1 sports building and 1 sewage facility. Tax receipts are expected in the amount of 980.3 million tenge.

In general, over 3 years the implementation of the program Auyl - El Besіgі covered 23 promising villages, which is 10.4% of the number of promising villages, incl. 19 base, 1 satellite, 3 strategically important border areas, where 96.9 thousand people or 30.9% of the rural population of the region live.

Karaganda region

179 promising rural settlements have been identified in the region, which cover 80.7% of rural residents. Since the adoption of the project in 2019, the first settlements that took part in the project were 3 regional centers — the villages of Atasu, Nura and Ulytau. 1.4 billion tenge was allocated for the implementation of 26 projects in them.

In 2020, 13 more villages were covered for which 5.2 billion tenge was allocated for 47 projects (13 support ones — Aktogay village of Aktogay, Shashubai village of Aktogay, Botakara village of Bukhar-Zhyrau district, Karagaili village of Karkaralin, Koktas village of Karkaralin, Egindybulak village of Karkaralin, Burkitty Karkaralin village, Barshino Nurin village, Osakarovka village Osakarov, Trudovoye Osakarov village, Esil Osakarov village, Zhezdy village of Ulytau, Aksu-Ayuly village of Shet districts).

During 2019-2020, 32 social facilities, 12 housing and communal services facilities, 94 km of intra-village roads, 25 km of water supply networks were repaired (which provided more than one thousand residents of the Esil village of the Osakarov district with access to high-quality centralized water supply). During the implementation of these projects, 678 temporary jobs were created.

For the current year, 6.4 billion tenge has been allocated for the implementation of 60 projects in 33 villages.

In addition, it is envisaged to complete the projects for the reconstruction of the park of culture and recreation in the village that are rolling over from 2020. Aktogay, FOK in the village. Botakara, overhaul of secondary school №16 settlement. Karagaily Karkaralinsky region.

The construction of annexes to the secondary school Yermekov in Agadyr village and a sports hall to the school in the village of Aktubek; construction of a sports complex for 100 places in the village of Egindybulak; construction of a FAP for 25 visits in the village of Certindi and ice hockey court in Shakhtyorskoye village, construction of sewerage networks and a reserve water supply line in the village of Agadyr, reconstruction of the village club in the village of Kurminskoe; repair of 14 social facilities, 116.9 km of intra-village roads.

Kostanay region

In the Kostanay region, there are a total of 520 rural settlements with a population of 348 thousand people. Of these, 258 (49.6%) villages with development potential, incl. 86 reference (16.5%) and 172 satellite (33.1%) with a population of 277.1 thousand people (79.6%).

In 2021, 47 projects are being implemented in the Kostanay region for the amount of 5,899.3 million tenge in 20 rural settlements. As of October 20 of this year. mastered 3,537.0 million tenge or 60% of the annual plan.

This year, it is planned to build and reconstruct 6 objects in the region, incl. 2 projects for the construction of sports and recreation centers, 1 project for water supply (22 km), 3 projects for the construction of a boiler house. Medium and major repairs will be carried out in 41 objects, incl. in 12 educational facilities (11 schools, 1 kindergarten), 2 healthcare facilities (1 medical outpatient clinic, 1 medical center), 2 cultural facilities (1 cultural center, 1 library), 25 transport infrastructure facilities (28.4 km).

For 2022, in the draft republican budget in the region, it is planned to implement 38 projects in the amount of 3,021.8 million tenge in 19 rural settlements. So, 6 objects will be built or reconstructed, including an extension to a school, an extension to a polyclinic, gyms and fitness centers. Medium and major repairs will be carried out in 32 facilities, incl. in 6 educational facilities (schools and kindergartens), 2 healthcare facilities (polyclinics, medical outpatient clinics, first-aid posts), 24 transport infrastructure facilities.

Kyzylorda region

In Kyzylorda region, the development of social and engineering infrastructure of rural settlements with high development potential is also carried out within the framework of the Auyl - El Besigi project. In total, 103 promising rural settlements have been identified in the region, which cover 83% of rural residents.

Since the adoption of the project in 2019, the first settlements that took part in the project were 2 regional centers — this is the village. Zhosaly of the Karmakshy region and the village. Zhalagash, Zhalagash district. For the implementation of 31 projects in them, 1.7 billion tenge were allocated.

In 2020, the program covered 8 more settlements, including the village of Zhaksykylysh of the Aral region, the village of Bekarystan bi, Kazalinsky district, Zhalagash village, Zhalagash district, Akzharma, Syrdarya region, Akmaya village, Shieli district, Zhanakorgan village and Shalkhia village, Zhanakorgan district and Aksuat village, Kyzylorda. Here, 60 projects were implemented for a total amount of 4.2 billion tenge.

In total, over the first 2 years of the implementation of the Auyl - El Besigі program, 15 social facilities were repaired in the region, incl. in 8 secondary schools, 5 houses of culture, 1 health care facility, as well as 97 km of intra-village roads. During the implementation of these projects, 243 temporary jobs were created, and after commissioning — another 109 permanent.

This year, 5.6 billion tenge was allocated for the implementation of 82 projects in 26 villages. So, it is planned to build a gas pipeline in the village. Sh. Kodamanov of the Shieli region and the construction of 5 sports and recreation complexes in the village of Kamystybas of the Aral region, Amanotkel, pos. Zhalagash, Zhalagash district, Pirimov, Kazalinsky district and the village of Zhosaly of the Karmakshy region. There will also be built a medical outpatient clinic in the village of Tan of Zhalagash district. Overhaul of the central stadium is planned in the village of Terenozek, Syrdarya region. In the village of Aiteke bi of the Kazalin district, the construction of an extension of a sports hall to the building of a secondary school is being implemented, in the village of Tan, Zhalagash district, major overhaul of secondary school No. 118 is underway. 3 projects are being implemented to illuminate 7 streets in the village of Zhalagash, Zhalagash district, Terenozek and Akzharma of the Syrdarya region. Another 64 projects are being implemented for road construction and medium repair work on 83 streets.

In addition, within the framework of the Auyl - El Besigi program, it is expected to complete the construction of 4 transitional facilities from 2020 to 2021, namely:

- construction of a sports and recreation complex in the village of Zhaksykylysh of the Aral region;

- construction of a house for schoolchildren for 200 places and an art school for 50 places in the village of Zhalagash, Zhalagash district;

- construction of a service line for water supply to residential buildings in the village of Zhanakorgan, Zhanakorgan region;

- construction of a village club for 150 places in the village of Shalkhia, Zhanakorgan region.

It is also planned to connect a water supply to 3,520 residential buildings and a gas pipeline to 3,307 houses.

Mangystau region

In the region there are only 59 rural settlements — 438 thousand people, of which the program includes 28 promising rural settlements with a potential for development and a large population — 398.2 thousand people.

In 2019, the project was launched in 3 villages, which are regional centers (Mangystau village, Beineu village, Shetpe village, Beineu, Akshukur village, Kyzyltobe village, Bayandy village, Baskuduk village, Rakhat village, Shetpe village, 4.1 billion tenge were allocated.

For 2019-2020, 57 projects were completed (5 social facilities, 8 housing and communal services In within these projects will be built: 8 social facilities, 1 housing and communal services facility, 24 objects of transport infrastructure.

Of the 33 projects underway, 21 projects will be commissioned by the end of the year, 12 projects are rolling over to 2022.

The implementation of projects will create 504 jobs, as well as tax receipts in the amount of more than 663 mln tenge.

At the same time, when clarifying the republican budget for the construction of an educational building for the Kuiken secondary school in the village. Beineu allocated 179.3 million tenge. To date, construction and installation work is in full swing.

Pavlodar region

In Pavlodar region, 188 promising rural settlements have been identified, which cover 81% of rural residents. Since the adoption of the project in 2019, the first settlements that took part in the project were 4 regional centers — the villages of Terenkol, Irtyshsk, Zhelezinka, Bayanaul.

For the implementation of 34 projects in them, 1.5 billion tenge was allocated. In 2020, 18 more villages were covered, for which 3.8 billion tenge was allocated for 95 projects.

In 2019-2020, 40 social facilities were repaired (in 14 secondary schools, 3 kindergartens, 6 houses of culture, 6 buildings of regional hospitals, 1 music school (Zhelezinka village), 9 stadiums, 7 power supply facilities (lighting), 120 km of intra-village roads (77 projects), 7 km of water supply networks (Zhelezinka village).

A hockey court (Aktogay village), a stadium (Sharbakty village) and a fitness center (Zhetekshi village) have been built.

During the implementation of these projects, 539 temporary jobs were created, and after commissioning, 37 more permanent ones.

In this year 5 billion tenge was allocated for the implementation of 70 projects in 22 villages.

It is planned to build a House of Culture in the village of Yamyshevo, 8 km of street lighting in the villages of Shorman and Zhusip, a football field in the village. Zarya and a medical outpatient clinic in the village of Kyzylzhar, reconstruction of the rural house of culture in the village of Kyzylzhar and nursery-garden Aygolek in the village of Konstantinovka, repair of 8 social facilities, 93.4 km of intra-village roads.

North Kazakhstan region

In the North Kazakhstan region there are 635 rural settlements with a population of 299.5 thousand people. Of these villages, 307 (48.4%) have development potential, incl. 94 reference (14.8%) and 213 satellite (33.5%) with a population of 244.3 thousand people (81.6%).

This year, 75 projects are being implemented in the region for the amount of 9,690.3 million tenge in 50 rural settlements. As of Oct. 20, 2021, mastered 5,413 million tenge or 56% of the annual plan.

Thus, it is planned to build and reconstruct 11 facilities, including 1 cultural facility, 4 sports facilities, 4 water supply and sewerage facilities, 2 heat supply facilities. Medium and major repairs will be carried out in 64 facilities, namely:

- 25 educational facilities (schools and kindergartens);

- 3 health care facilities (polyclinics, medical outpatient clinic, first-aid posts);

- 8 cultural objects (recreation centers, leisure centers);

- 1 sports facility (gyms);

- 27 objects of transport infrastructure.

For 2022, in the draft republican budget in the North Kazakhstan region, it is planned to implement 49 projects in the amount of 5,521.8 million tenge in 41 rural settlements. So, 6 objects will be built or reconstructed, in 43 objects medium or major repairs will be carried out.

Turkistan region

In 2021, in the Turkistan region, 16.1 billion tenge was allocated from the budget for the implementation of 302 projects within the framework of the Auyl - El Besigi program (National Fund — 14.5 billion tenge; republican budget — 346 million tenge; local budget — 1.3 billion tenge). So, for the additional construction of 8 schools and the overhaul of 8 schools, 3.8 billion tenge was allocated; for the construction of 1 medical outpatient clinic and overhaul of 4 health facilities — 799.2 million tenge; for the construction of 2 sports facilities — 458.8 million tenge; for the construction of 2 cultural facilities — 399.8 million tenge; for the construction of 10 gas supply facilities — 2 billion tenge. Another 1.6 billion tenge was allocated for the construction of 14 power supply facilities and 7 billion tenge for the average repair of 253 internal streets (372.9 km) of settlements.

In general, about 30% of the funds allocated for the road infrastructure in the region are implemented within the framework of the Auyl - El Besigi program. The task of repairing the inner streets of settlements is being solved within the framework of this program. In total, it is planned to create more than 2 thousand jobs.

This year, it is planned to commission 280 objects, 22 objects are to be transferred to 2022. At the moment, work has been completed and 182 objects have been put into operation. The rest of the objects, according to the schedule, will be commissioned by the end of the year.

It is expected that by the end of the year in 70 settlements the following will be carried out:

- capital repairs of schools in 8 settlements and healthcare organizations in 4 settlements;

- medium repairs on 249 streets with a length of 346.2 km in 42 settlements;

- construction of a new medical outpatient clinic for 75 places in 1 settlement and cultural objects in 2 settlements;

- 4 settlements will be provided with natural gas;

- new power systems will be installed in 12 settlements.
