At the government session chaired by the Prime Minister of the Republic of Kazakhstan Alikhan Smailov, measures to implement the Address of the Head of State Kassym-Jomart Tokayev "New Kazakhstan: The path of renewal and modernization" were considered. According to the head of the Ministry of Finance, the department is taking the following measures to ensure the immediate execution of the President's instructions.

Regarding the transformation of the Accounts Committee into the Supreme Audit Chamber. The Accounts Committee, as the supreme state audit body independent of the Government, provides an external audit of budgetary funds. At the same time, its functions are constantly being strengthened.

Thus, since 2016, the Accounts Committee has been carrying out a preliminary assessment of the draft republican budget. This allows you to further reduce inefficient budget spending by taking preventive measures. In accordance with the instructions of the Head of State, the Accounts Committee will be transformed into the Supreme Audit Chamber. At the same time, parliamentary control will be strengthened. Such experience exists in some developed countries.

“All this requires amendments to a number of legislative acts, including the Constitution. All relevant amendments will be worked out jointly with the interested state bodies,” the Minister of Finance said.

To facilitate the procurement procedure for local governments. In order to simplify purchases made by customers within the fourth level of the budget, a norm is provided for the purchase of goods, works and services up to 3,000 times the MCI from a single source by directly concluding a public procurement agreement.

Thus, local governments have the right to conduct purchases in a simplified manner from a single source. Further simplification of the procurement procedure, taking into account the transformation of local governments, will be worked out within the framework of the draft law "On Local Self-Government".

The focus of the work will be on the elimination of formalism and redundant procedures, support for local suppliers and job creation, participation of the population in monitoring the procurement process and execution of contracts.

In general, the Address of the Head of State contains other instructions related to the competence of the Ministry of Finance. Relevant proposals on them will be submitted to the authorized state bodies.

“In the near future, it is expected to clarify the parameters and directions of expenditures of the republican budget for the current year. All planned measures to implement the President's instructions will be taken in a timely manner, and the necessary financial issues will be worked out jointly with the administrators of budget programs,” Zhamaubayev said in conclusion.
