Specialized Rail Cars for Persons with Disabilities to Be Introduced on Trains in Kazakhstan

Minister of Transport Nurlan Sauranbayev reported at the Government session on the work being carried out to implement inclusive policy in the transport sector.

He noted that, as part of the Concept of Inclusive Policy, a set of measures is being implemented to ensure transport accessibility in three key areas: infrastructure, transport, and service provision.

On railway transport, approximately 90% of train sets are equipped with lifts and adapted compartments. By 2030, every train will have at least one specialized car.

As part of a major railway station reconstruction program, necessary accessibility elements are being provided: ramps, elevators, lifting devices, and refurbishment of ticket offices and sanitary facilities. A 50% discount on railway tickets is in place, and there is an online booking function for specialized compartments.

In 2025, 580,000 persons with disabilities were transported by rail.

In aviation, the accessibility of airports is being improved. In 10 airports, including Astana and Almaty, 13 ambulifts are used to serve persons with disabilities. By the end of this year, another 5 airports will be equipped. Airlines provide discounts on air tickets under corporate programs.

In 2025, more than 9,000 passengers with disabilities were transported by air.

In road transport, the level of inclusivity is being gradually increased. 80% of bus stations and terminals meet accessibility requirements, and 79% of city buses are accessible.

The system of accessible taxis (invataxi) is steadily developing. The fleet has grown by 30% and now numbers 1,426 vehicles.

Along international and republican highways, accessible conditions for persons with disabilities have been created at 1,329 roadside service facilities.

“Despite the work being carried out, a number of issues remain that require an individual approach and joint efforts with state bodies and relevant organizations. Work in this direction will continue,” Nurlan Sauranbayev summarized.
