To improve energy supply reliability, several facilities commissioned this year — Minister of Energy

Since last week with the entry of cold atmospheric air into Kazakhstan noted a number of technological violations at energy sources and heating networks. On the situation during the Government session chaired by Prime Minister of Kazakhstan told the Minister of Energy Almassadam Satkaliyev.

Within the competence of the department technological violations are noted only at Ridder CHPP, GRES-1 LLP "Bassel Group LLS" Temirtau and Ekibastuz CHPP. 

"The temperature regime has been restored in full at the mentioned CHPPs. In addition, according to the classification of technological violations, none of the above situations fall under an accident. Technological violations on heat networks in the cities of Stepnogorsk, Balkhash, Aktau and Kokshetau were eliminated within the normal timeframe. Currently, all consumers are connected," the Minister said.

He also added that the maximum consumption of electric capacity in January 2024 is expected to be 17 thousand MW with own generation of 16.5 thousand MW.

Within the framework of system preparation for the current heating season in accordance with the schedule of repairs at power plants approved by the System Operator, overhauls have been completed at 8 power units, 40 boilers, 42 turbines. Work on 2 power units, 9 boilers and 11 turbines is in its final stages. In addition, 25.3 thousand kilometers of power transmission lines, 564 substations and 3.5 thousand distribution points have been overhauled.

The Ministry adjusted the marginal tariff for electricity generation from June 1, 2023 for 25 energy producing organizations according to the submitted applications. This measure made it possible to attract 146.5 billion tenge in financial resources for repairs of power plants. 

Within the framework of state support measures for the preparation of individual heat sources for the heating season, funds were allocated from the reserve of the Government of the Republic of Kazakhstan to carry out major repairs, reconstruction and purchase of necessary equipment for CHPPs of Ridder and Ekibastuz cities, energy sources of Aktau city, boiler house of Kokshetau city in the amount of 21.5 billion tenge. This made it possible to carry out major repairs of all major equipment. Also, 3.7 billion tenge was allocated from the regional budget to repair the CHPP of Kentau city. In addition, about 16.5 billion tenge invested directly by the owners of power plants. 

"I would like to note that organized in the current year planned import of electricity from the Russian Federation, taking into account the introduction of the Single Buyer allowed to carry out the above amount of overhaul of power plants in the country with a significant increase in the time period of repair work, which was impossible in previous years due to the existing shortage of electricity in the energy system of Kazakhstan. This measure allowed to increase reliability in the current fall-winter period. And, as a consequence, only due to the unprecedented amount of repair work performed in the current year has avoided major systemic accidents in the current abnormal weather conditions," Satkaliyev said. 

To improve the reliability of energy supply in the current year, a number of facilities have been commissioned. In the city of Astana commissioned 1 stage of CHP-3 thermal capacity of 440 Gcal / hr, which together with boiler houses "Turan" and "Southeast" will provide an increase in capacity of 1140 Gcal / hr.

In November, KEGOC commissioned 5 220 kV power lines in the Western Zone with a total length of about 780 km, expanded 5 substations and commissioned Karabatan substation. This made it possible to increase the transmission capacity and improve the reliability of the Western zone of the power grid by 2 times. In addition, construction of large hub substations with voltage of 220 and 110 kV was realized.

According to the head of the Ministry of Energy, within the framework of control over the quality of repair works, appropriate amendments have been prepared to strengthen the system of energy control over power plants and networks. In this part, the support of the Ministry of National Economy is needed.

"For the purpose of large-scale modernization and reconstruction, work will continue under the program "Tariff in exchange for investment". The Ministry of Energy will continue to fulfill the set tasks to ensure a stable passage of the current heating season and development of the energy infrastructure of the economy ahead of schedule," the Minister summarized. 

During the current heating season in Akmola region there were 2 breakages on heat supply networks in the cities of Stepnogorsk (December 7 at 21.45 hours) and Kokshetau (December 10 at 19.00 hours).

As noted by the head of the region Marat Akhmetzhanov, an operational headquarters was created for the city of Stepnogorsk. The accident on the heating main was eliminated within a day. All repair and restoration work has been carried out, including filling the system with water in more than 100 objects. 

"The heat supply of the city has been restored in full. The temperature regime has been brought to the working norm. Taking into account the weather conditions, the actions of the operational headquarters continue. For timely response to citizens' appeals work local groups," the speaker reported. 

The break in Kokshetau was also eliminated within a day. The filling of pipes and reconnection of houses to heat supply was carried out. During the repair work, water drainage in the house systems was not made, which allowed to maintain the normal temperature in the apartments.

On the night from December 9 to 10 at Ekibastuz CHPP there was damage to the water pipeline, designed for ash removal at hot-water boiler units. According to the Akim of Pavlodar region Asain Baikhanov, the power boiler shop is working without failures. On December 10 at 19.30 hours, the flooded areas were drained. After that the specialists started to replace two electric motors, thus restoring the work of the ash pumping station. Now the station has reached the set parameters. There are 6 boiler units in operation, 3 boilers are in reserve, 1 is in scheduled repair.

Akim of Mangystau region Nurlan Nogayev told about prompt elimination of the defect on the main heat pipeline in Aktau.
