Harvesting in Kazakhstan completed by 93.4% — Ministry of Agriculture 

At a government session chaired by Prime Minister Askar Mamin, the progress of harvesting work in the country was considered. The Minister of Agriculture Saparkhan Omarov made a report on the pace of the harvesting.

According to the minister, this year the harvesting work in the country has started on time, while the pace of the harvesting campaign is higher than last year.

To date, more than 14.8 million hectares of grain and leguminous crops, or 93.4% of their total harvested area, have been harvested in the republic, while last year, as of the same date, 10.3 million hectares or 67.6% were harvested.

With an average yield of 12.3 c / ha, 18.2 million tons of grain were harvested (in 2019 — 11.4 million tons).

“The projected volumes of production of grain and leguminous plants allow fully meeting the domestic needs of the country,” Omarov noted.

The next step, according to the minister, is to ensure the quantitative and qualitative preservation of the crop. In general, the capacity available in the country is sufficient to store the projected harvest, taking into account the carry-overs of previous years.

The total storage capacity of grain in the republic is 28.8 million tons, including 12.1 million tons at grain-receiving enterprises, and 16.7 million tons at agricultural producers.

“At the same time, the akimats need to constantly monitor the timely acceptance of the 2020 harvest by the elevators, as well as keep under constant control the issue of ensuring the uninterrupted movement of grain,” said Omarov.

In total, 3 million tons of grain were received from the new harvest to licensed grain-receiving enterprises, which is 2.1 times higher than the volume of grain received at grain-receiving enterprises on the same date in 2019.

As of Sep. 18, 2020, the elevators received 2.4 million tons of wheat, which is 2.8 times more than in 2019, 504.6 thousand tons of barley, which is 2% more than in 2019, 114 , 5 thousand tons of other crops (oats, millet, buckwheat, rice), which is 21% more than last year.

The indicated data once again confirm the fact of outstripping rates of harvesting in comparison with the previous year.

“It is also noteworthy that the grain of the new harvest is characterized by high quality indicators. Of the total volume of wheat delivered to licensed grain-receiving enterprises, 83.8% were attributed to grades 1-3, when in 2019 this figure was 67.2%. Accordingly, the share of wheat of grades 4-5 and not classy has been reduced to 16.2% against 32.8% in 2019,’’ Omarov stressed.

According to the data on the quality of grain supplied to grain-receiving enterprises, there is a significant increase in the share of wheat with a high gluten content, which, in turn, is one of the important quality indicators of wheat.

According to the standard, the gluten content of grade 3 wheat should be 23%. This year, according to the minister, this figure has been much exceeded. In the volume of 3-class wheat, the share of grains with gluten of 25-27% reached 25.4% against 23.4% in 2019, and high-quality HI-Pro wheat with gluten of 28% and higher, which is in high demand — 59% against 42. 8% last year.

As Omarov noted, obtaining a high-quality harvest became possible due to the purposeful policy of the state to support the plant growing industry.

This year, the volume of subsidies for seed production increased by 49% (from 9.4 billion tenge to 14 billion tenge), which made it possible to increase the access of agricultural producers to the purchase of seeds of high reproduction by 2.4 times compared to 2019 (from 39.4 thousand to 135 thousand tons).

The volume of subsidies for the purchase of fertilizers was significantly increased by 38%, which made it possible to increase the application of fertilizers to 20% of the scientific need.

An important role in obtaining a guaranteed and high-quality harvest was played by the measures taken for the chemical treatment of crops against pests and diseases.

This year, 36.4 billion tenge is provided for subsidizing pesticides, which is 9 billion tenge more than in 2019.

It should be noted that until 2020, only herbicides (anti-weed drugs), biological products and bioagents were subsidized. Since this year, subsidized other types of pesticides, such as insecticides and fungicides (drugs against plant pests and diseases).

According to the report of the International Grains Council (Aug. 27, 2020), the world grain production in 2020 is estimated at a record level of 2.2 trillion tons, due to the increase in the harvest in Russia, Canada, Australia, the season will end with high grain reserves of 630 million tons.

“Including the International Grains Council forecasts grain harvest in Kazakhstan in the amount of 17.7 million tons, according to our estimates, the production will amount to 18 million tons,” Omarov noted.

Wheat production in the world, according to the ministry, will amount to 763.3 million tons, including in Kazakhstan — 12.4 million tons.

In the new season, traditionally, the main supplies of Kazakhstani wheat and flour will be directed to the markets of the countries of Central Asia and Afghanistan. Due to the high quality of grain, it is possible to increase shipments of wheat (HI-Pro) to China.

“This year, at the numerous requests of agricultural producers, the Food Contract Corporation has carried out a forward purchase of agricultural products, for which 24.5 billion tenge has been allocated from the republican budget,” Omarov informed.

Taking into account the difficulties of agricultural producers in providing collateral, the forward purchase was carried out under the guarantees of social and entrepreneurial corporations, the purchase of 516 thousand tons of agricultural products was contracted.

Also, according to the minister, taking into account the current situation in the market of the Food Contract Corporation JSC, it is proposed to set prices for the purchase of wheat in the corridor of 83-87 thousand tenge, depending on the quality, for wheat of the 4th class — 78 thousand tenge, barley of the 2nd class — 50 thousand tenge.

Purchase prices for sunflower and buckwheat under forward deals will be set later by the time these crops are harvested.

When setting the purchase price, in addition to supporting domestic agricultural producers, the issue of ensuring stability in the domestic market was also taken into account.

Akim of the Aktobe region Yermek Marzhikpayev reported on how the harvesting season in the region is carried out.

Today, according to the akim, harvesting of grain and leguminous crops is at the completion stage. Grain threshing was carried out on an area of ​​4.2 million hectares, or 95.5%. With an average yield of 11.2 c / ha, 4.7 million tons of grain were threshed. All grain-receiving enterprises (65) accept a new crop. The elevators received more than 1.5 million tons of new crop grain. Taking into account the grain storage facilities of the farms, an opportunity has been created for storing 6.6 million tons of grain.

“Indicators of the quality of this year's harvest are much higher than last year: 90% of the grain corresponds to the 3rd class (last year 65%),” Marzhikpayev noted.

Oilseeds were harvested on an area of ​​125 thousand hectares, or 53% of the sown area, the gross yield was 85 thousand tons, with an average yield of 8.5 c / ha. The harvesting of potatoes and vegetables is complete. To complete the harvesting work, the region is provided with the necessary volumes of cheaper diesel fuel.

On behalf of the region's farmers, the akim expressed deep gratitude to the prime minister and the government for the support provided to the agricultural industry, which this year amounted to 73.6 billion tenge. Including in the form of subsidies — 37.4 billion tenge.

More than 36.2 billion tenge has been allocated for lending to field work for agricultural producers. In general, the region is taking all the necessary measures to successfully complete the harvest.

Also during the meeting on behalf of the farmers, the head of Logos Grain LLP Arman Kudaibergenov spoke.

In the Kostanay region, the harvesting area of ​​grain crops is 4 million 51 thousand hectares, oilseeds — 640.5 thousand hectares. To date, 3.8 million hectares of grain or 95% of the harvested area have been threshed, said regional akim Archimed Mukhambetov.

Seeds for sowing next year were filled in in full (530 thousand tons).

“The expected gross grain harvest is over 4 million tons. There are more than 60 flour mills operating in the region, they process 2.5 million tons of grain annually, export 1.2 million tons of flour. Over the past 3 years, large modern production facilities have been commissioned — Best Kostanay LLP, Pioneer Lux LLP, Salamat Company LLP with a capacity of 162 to 270 thousand tons of flour per year,” the akim of Kostanay region reported.

There are enough storage capacities for agricultural products in the region — for 8.2 million tons. Since this year's harvest, 640 thousand tons of grain have been delivered to the linear elevators, of which 87% are of high quality, attributed to the 3rd class.

Also, according to Mukhambetov, in recent years the number of elevators has been growing in the region. This is facilitated by the existing plant LLP Plant of Elevator Equipment Astyk. The enterprise manufactures and supplies equipment, components for grain-receiving enterprises, flour mills, sea terminals of the country. There is no similar production in the republic.

For the wintering of livestock, a one and a half year supply of hay in the amount of 1.6 million tons was prepared. Work is underway for next year's harvest. Pairs were prepared on an area of ​​1 million 38 thousand hectares, and autumn autumn tillage began. For the forward purchase, agricultural formations were financed for 6.8 billion tenge. In general, the region received 38 billion tenge of subsidies this year. Today farms accumulate grain at authorized grain-receiving enterprises, 36.5 thousand tons have been imported. When JS NC Food Contract Corporation establishes purchase prices, the grain will be issued against the forward purchase.

On behalf of the agrarians of the region, Erkin Bukanov, director of Agrofirm Kargyn LLP, spoke at the meeting.

In the North Kazakhstan region, as reported by the akim of the region Kumar Aksakalov, today 92.7% of grain and legumes have been harvested (2,770.6 out of 2,988.5 thousand hectares). The yield was 14.8 centners per hectare (harvested — 4,100.5 thousand tons).

The current year turned out to be with very contrasting meteorological conditions, uneven precipitation. The amount of precipitation for four months was 115 mm, which is 45% less than the norm (norm 208 mm).

But even in such difficult conditions, as the akim noted, many large farms have successfully completed harvesting and have received good results. For example, LLP Tukym, on an area of ​​21 thousand hectares, received 28 c / ha, KT Zenchenko and K, 26 c / ha on an area of ​​more than 40 thousand hectares, LLP Novomikhaylovskoe 2003, 25.3 c / ha ( 9.1 thousand hectares), LLP Zagradovskoe, 25 c / ha (12 thousand hectares), LLP ABI-Zher, 23 c / ha (14.3 thousand hectares) and others.

“These results were achieved thanks to the timely implementation of the entire range of agrotechnical measures and strong government support,” said Aksakalov.

First of all, this is the sowing of elite seeds, bringing the rate of varietal renewal to 8.7%.

107 thousand tons (1.6 million hectares) of mineral fertilizers were delivered to the regions. By the end of the year, the volume is planned to be increased to 130 thousand tons. This is 10% more than last year.

In addition, modern agricultural machinery was used. Since the beginning of the year, 1,627 pieces of equipment have been purchased for 41.8 billion tenge.

“In order to implement the Address of the Head of State, we plan to increase the volume of agricultural production almost 2 times, that is, in the next 5 years to bring up to 1 trillion tenge,” Aksakalov informed.

Annually in the region it is planned to commission up to 10 dairy farms, build feedlots, broiler poultry farms, expand pig farms.

As a result, the volume of attracted investments will be increased 2.4 times to 250 billion tenge, more than 1.6 thousand new jobs will be created.

“We are also faced with the task of increasing the processing of agricultural products by 2.1 times by 2024. To solve it, the implementation of a project for the modernization of milk processing enterprises LLP Maslo Del and LLP Molochny soyuz has begun,’’ said Aksakalov.
