Government considers issues of e-commerce and new strategy of EDB

The issues of reducing the thresholds for duty-free import of e-commerce goods were discussed during a working government meeting chaired by First Deputy Prime Minister Alikhan Smailov.

The meeting was attended by EEC Board Member - Minister in charge of Trade Andrey Slepnev, vice ministers of finance, trade and integration of the Republic of Kazakhstan.

The EAEU member states are considering the possibility of introducing an institute of e-commerce operators as part of a pilot project. Its activities will be aimed at simplifying the passage of payments and carrying out all customs operations, as well as improving the convenience of recipients of goods.

In particular, it is assumed that authorized operators will independently declare goods and pay customs duties for the buyer. The introduction of this pilot project will speed up customs administration and simplify e-commerce procedures.

The pilot is planned from July 1, 2021, until the end of 2022, taking into account the technical readiness of each participating country. Deputy Prime Minister Alikhan Smailov instructed to carry out all the necessary work to launch the pilot: the integration of CGD systems, postal operators, second-tier banks, express carriers, as well as make appropriate legislative changes.

First Deputy Prime Minister of the Republic of Kazakhstan Alikhan Smailov also met with Chair of the Management Board of the EDB Nikolai Podguzov.

The meeting participants discussed the new EDB Strategy for 2022-2026. The strategy is aimed at the implementation of cross-border projects, such as the development of transport corridors, ensuring the food sovereignty of the EAEU, the formation of a balanced model of water and energy balance, digital transformation of the EAEU.

The bank is also creating a digital holding company to manage projects of the Digital Initiatives Fund in order to accelerate decision-making in working with external consumers of services and digital products.

Following the meeting, Smailov instructed to study all the working materials for making a further decision on the bank's proposals.
