Issues of economic and transport policy discussed at Council of Entrepreneurs in the Government

The Prime Minister of the Republic of Kazakhstan Alikhan Smailov chaired a meeting of the Council of Entrepreneurs in a new format, created on behalf of the Head of State.

The agenda of the meeting included issues of economic and transport policy.

Opening the event, the Prime Minister noted that with the joint efforts of the Government and the business community it is possible to achieve great success in many sectors of the economy and overcome the difficulties that might arise.

“We need balanced and thoughtful measures. Within the framework of the Council, we plan to discuss main issues of the country's socio-economic development, improving the business and investment climate, and other business issues. In this regard, meetings will be held on a regular basis,” said Alikhan Smailov.

As part of the first issue discussed on the agenda, the Minister of National Economy Alibek Kuantyrov presented a draft economic policy.

The key objective of the new policy is to build an open and free development model aimed at maximizing the potential of all economic agents, ensuring social equality and market distribution of income through entrepreneurship, encouraging and protecting fair competition.

“The main goal of this document is to ensure sustainable socio-economic development and to increase the real well-being of our citizens,” Alikhan Smailov said and called on representatives of the business community to make their proposals for supplementing it.

The Minister of Industry and Infrastructural Development Kairbek Uskenbayev presented a report on the second issue of the agenda. He said that today, in terms of rail freight, road and sea transport, as well as air transportation, the state is taking systemic development measures.

Thus, a systematic modernization of the railway infrastructure is being carried out, a rolling stock renewal plan has been adopted, measures of state support for entrepreneurs are being introduced, and the system for distributing permit forms is being updated.

In addition, work is underway to create a container hub in the port of Aktau, the country’s river fleet is being updated, shipping locks are undergoing major repairs, “bottlenecks” on the Trans-Caspian International Transport Route are being eliminated. Plans have been adopted to expand the geography of flights, and the aircraft fleet is increasing.

During the meeting, the Director of AUDACIA Express LLP Bakytbek Kadirov and the Founder of the DALA group of companies Bolatbek Nazhimetdenuly raised important issues in the field of cargo transportation.

“Interaction with business should be established in all areas. The issues raised by colleagues today must be worked out and solutions should be found,” Alikhan Smailov emphasized.

The participants also discussed issues in the areas of logistics, transit, infrastructure development and taxation.

Summing up the results of the meeting, the Head of Government instructed the Ministry of National Economy to take into account all the proposals made by business in the developed approaches to economic policy and to hold joint discussions.

The Ministry of Industry and Infrastructure Development was instructed to review all requirements in the field of transport in order to reduce unreasonable requirements and increase the competitiveness of this industry. In addition, the ministry together with the business community should ensure the high-quality preparation of the draft Transport Development Strategy of Kazakhstan.

The Prime Minister added that work on the development and support of entrepreneurship will continue in close cooperation, including at the site of the Council of Domestic Entrepreneurs.

“The road will be mastered by the walking one. If we move systematically and consistently, we will achieve the results. We are constantly analyzing the risks in the transport industry, new barriers and challenges are arising in this direction. Therefore, we must take measures to increase our transit potential and support domestic businessmen who work in this area,” Alikhan Smailov concluded.
