Improving welfare of citizens depends on their own work — Berdibek Saparbayev

Aug. 23 at a press conference in the Government, the Deputy Prime Minister Berdibek Saparbayev told media representatives about measures to implement the tasks of the First President – Elbasy Nursultan Nazarbayev given Aug. 21, 2011, at an expanded meeting of the Political Council of the Nur Otan party.

As Saparbayev emphasized, one of the main tasks set by the First President – Elbasy Nazarbayev, to the Government is to ensure the growth of well-being of Kazakhstanis.

This year, salaries of certain categories of Kazakhstani people were doubled. For more than 3 million Kazakhstanis, salaries were increased from 15% to 30%.

Another important assignment of Elbasy is to provide Kazakhstanis with work, to open new jobs.

According to Saparbayev, this order is executed within the framework of 14 state and industry programs implemented in Kazakhstan.

“In the speech, Nursultan Abishevich Nazarbayev said that improving the well-being of people will depend on their work, that is, an able-bodied person, if she is healthy, must work. All state support, social assistance should be provided to those people who need it,” he said at a press conference.

So, in 2019, 373 thousand new jobs will be created. According to the results of 7 months of 2019, this order was implemented by 60%. Among them, more than 150 thousand places — for real work. Unclaimed specialists underwent short-term training in the specialties that are in demand today.

Within the framework of the Enbek program, Business Bastau, Zhas Maman and Zhas Kasipker projects are being implemented.

In addition, there are microcredit grants. In accordance with the new social measures of Elbasy “Aleumettik Qamqorlyq,” 15 thousand grants were additionally allocated. For these purposes, 32 billion tenge were allocated from the republican budget.

The deputy prime minister also informed about the implementation of a new format of targeted social assistance. To date, over 340 thousand families or 1.8 million Kazakhstanis are provided with this type of assistance. 58% of recipients are rural residents. The amount of funds paid from the republican budget is 103 billion tenge. As a result, 37 thousand people were employed, about 6 thousand people started their own business. So, 88 thousand villagers got the opportunity to purchase livestock, equipment, etc.

“In general, the financial situation of families receiving the assistance has improved. The amount of the assistance from 6 thousand tenge per person increased to 15 thousand tenge. If earlier on average 30 thousand were paid per family, now it is 86 thousand tenge. According to the analysis, the assistance had a multiplier effect on the country's economy in the amount of 300 billion tenge,” Saparbayev specified.

In addition, Saparbayev noted that in the appointment of the assistance, special attention was paid to ensuring that it was really needed. Upon the appointment, numerous facts of falsification of incomes were discovered — about 70 thousand appointments require revision. To date, ongoing monitoring is carried out. The ministry has a Workforce Development Center, which receives data on all working Kazakhstanis who transfer funds to a pension fund. Based on this, the wages of citizens and the income of his family are determined. For the unscrupulous recipients, work is ongoing with local executive bodies regarding the clarification of their real income.

“We must distinguish needy people from dependents. If we all take advantage of this help, we become dependents, what will happen to us in the future, what kind of education we will give to children, how our state will develop?! Therefore, errors cannot be made in this matter. Healthy and able-bodied people should work. All conditions have been created for this,” Saparbayev said.

At the same time, work is underway to implement the Decree of the Head of State “On measures to reduce the debt burden of citizens of the Republic of Kazakhstan”. The ministry, together with the National Bank wrote off fines and penalties of 1.2 million to Kazakhstanis for 33 billion tenge. In addition, the amount of consumer loans per one borrower was reduced to 300 thousand tenge. In general, the amount of loans will be reduced to 630 Kazakhstanis in the amount of 105 billion tenge.

As part of another order of Elbasy — the conversion of public services into electronic format — today the state turns out to be about 730 types of public services. Of these, 72% are currently converted to electronic format. By the end of the year this indicator will be brought up to 80%. There is an order from Elbasy next year to bring this figure to 90%.
