Government of Kazakhstan sums up budget execution results for January-May 2019

June 11 at the Government meeting chaired by the Prime Minister Askar Mamin, First Deputy Prime Minister – Minister of Finance Alikhan Smailov reported on state budget execution results for five months 2019.

According to the data of the Ministry of Finance, the income increased at all levels of the budget: the state budget — 115%, the republican budget — 119%, and the local budget — 106%.

During the reporting period, the state budget received revenues of 3.8 trillion tenge, which is 105.4% of the plan. Compared to the same period in 2018, budget revenues increased by 510 billion tenge. Revenues of the republican budget amounted to 2.8 trillion tenge. The plan was exceeded by 2.7% or 73 billion tenge.

“The overfulfillment is mainly accounted for taxes. The following key factors influenced this: the growth of export customs duty rates and the growth of production of goods and services in several industries,” Smailov said.

Revenue administration focused on taxpayers who are at high risk of irregularities. This work was carried out within the framework of cameral control in the risk management system. According to the office control results, the number of notifications increased by two times. Consequently, the share of collection increased by 7% and reached 86%. The budget received an additional 31 billion tenge.

The plan for local budget revenues exceeded 120 billion tenge and amounted to 1.2 trillion tenge, or 113.4%.

Cost execution has improved compared to the five months of 2018. Expenditures of the republican budget were implemented for 4.9 trillion tenge. Compared with five months 2018, the expenditures amounted to more than 1.2 trillion tenge.

Alikhan Smailov noted the importance of timely completion of public procurement procedures by central and local authorities.

Smailov also reported on the work carried out by the state audit and cameral control. Thus, for one month 1,462 audit events were held. Audit covered 292 billion tenge of budget funds. Financial violations for 48 billion tenge were revealed. Funds totaling 39 billion tenge were reimbursed through the supply of goods, services and works. The audit objects were given 1,170 recommendations for improving efficiency and performance. Of these, 669 have been fulfilled. The work is underway for the rest of them.

Cameral control covered 676 thousand government purchases for 4.5 trillion tenge. As a result of the inspections, violations of the Law on Public Procurement by 13,593 procedures in the amount of 261 billion tenge were established. They were sent 13,478 notifications on elimination of violations. As a result, violations for 215 billion tenge were prevented. They were eliminated by canceling the decisions of tender results and making changes to the tender documentation.
