Over 10 thousand autonomous boiler rooms in regions ready for start of cold season — Ministry of Industry and Infrastructure Development

At a Government session chaired by Prime Minister Askar Mamin, the Minister of Industry and Infrastructure Development Beibut Atamkulov reported on the readiness of the regions for the cold season.

“Local executive bodies planned to repair 10,623 autonomous boiler rooms, of which 10,606 boiler rooms or 99.8% were prepared. Work continues in the Mangiystau region — 94.2%, Kyzylorda region — 99.2%, Shymkent — 99.3%. In other regions, complete readiness of autonomous boilers is ensured. Regarding the preparation of heating networks from the planned 4,990 km for the current period, 4,943 km of heating networks or 99.1% were repaired. Low readiness to repair heating networks in Nur-Sultan is 73.6%, in Mangystau region — 91.7%, in Atyrau region — 96.8%,” said Beibut Atamkulov.

Regarding the preparation of water supply networks, with a plan of 15,116 km, 14,917 km of water supply networks or 98.7% were repaired. Repair of water supply networks is low in Nur-Sultan — 71.6%, in the Aktobe region — 83.8%, in the Turkistan region — 89.9%, in Shymkent — 90.5%.

As for the preparation of educational facilities, currently, 10,967 facilities or 99.9% of the plan have been prepared. It was planned to prepare all educational facilities by Sep. 1. At the same time, facilities in three regions remained unprepared: in Nur-Sultan, readiness was 97.7%, in the West Kazakhstan region — 99.5%, and Atyrau region — 99.5%.

On the readiness of healthcare facilities, it was planned to prepare 5,936 facilities, of which 5,921 or 99.7% were prepared. Readiness is lower than in other regions, observed in Atyrau region — 95.2%, Aktobe region — 98.9%, West Kazakhstan region — 99%. Of the 46,809 residential buildings planned for repair, 45,908 or 98.1% were prepared. Low rates of housing readiness were observed in West Kazakhstan — 84.5%, Turkistan — 94.9%, Shymkent — 90.7%.

Since 2017, the ministry has been monitoring the removal of autonomous heating systems located in apartment buildings, at educational facilities, in the social sphere in violation of established building codes and rules.

In total, 769 autonomous heating systems were identified that were installed with violation of the Construction Norms and Regulations of Kazakhstan, including 39 heating systems in apartment buildings, 730 — in educational and social facilities. The removal of the heating systems is carried out at the expense of local budgets or other sources of financing.

As of Sep. 19, 2019, 419 systems 54.5% of the plan were removed. Low rates of removal in Kostanay — 13%, Akmola — 36% and Karaganda regions — 51%.

“Coal mining companies produced 75.1 million tons of coal, which is 97.2% compared to the same period last year. Coal supply to the domestic market of the country during this period amounted to 51.5 million tons. 39.6 million tons of coal were shipped to energy-producing enterprises, which is 1.4% less compared to the same period in 2018. 4.8 million tons of coal were shipped to industrial enterprises, which is 15.2% less compared to the same period in 2018. 7.1 million tons of coal were shipped for household needs and the population, which is 92.8% compared to the same period in 2018. Coal export is 19.8 million tons, which is 100.4% compared to the same period last year,” the minister of industry and infrastructure development said.

Consumer debt for utilities is 11.4 billion tenge. The largest receivables are maintained in Almaty — 2.6 billion tenge, Nur-Sultan — 1.7 billion tenge, the Mangystau region — 1.5 billion tenge, Shymkent — 1.3 billion tenge. There is also an increase in debt compared to 2018 in Almaty by 533 million tenge. At the same time, a decrease in debt compared to 2018 was achieved in Shymkent by 1.1 billion tenge and Nur-Sultan — by 568 million tenge.

The minimum indicator for accounts receivable is observed in Almaty region — 5 million tenge.
