Implementation of digital services for citizens and businesses discussed by Government

As part of the implementation of the Decree on debureaucratization of the state apparatus and the pre-election program of the Head of State, work continues on the introduction of digital services aimed at facilitating the life of citizens and businesses.

In the Government under the chairmanship of Deputy Prime Minister – Head of the Government Apparatus Galymzhan Koishybaev discussed the results of work for 6 months of this year on the implementation of new digital initiatives.

Thus, the project of the Ministry of Defense to change the enrollment campaign in a proactive format has been implemented. This will free citizens from the need for personal appearance in military enlistment offices, medical examination and collection of documents for the formation of personal files. There will also be no need to obtain certificates of assignment to conscription stations. Integration of databases will eliminate the need to apply to a military enlistment office in connection with a change of residence within the country. 

The Ministry of Finance has implemented an electronic queue system at border checkpoints, implemented "customs declaration for individuals" in the mobile application "E-Salyq Azamat".

The Ministry of Justice has successfully implemented the "E-Notary" platform, which allows to execute powers of attorney and receive consultations of notaries in online format.

In order to check the authenticity of diplomas, the Ministry of Education has introduced QR codes on diplomas of technical, professional and post-secondary education.

Following the results of the meeting  Koishybayev noted the necessity to finalize some online services taking into account the suggestions and comments of citizens. In addition, a number of digital services will be implemented by the line ministries by the end of the year.

Given the importance of the work, the Ministry for Emergency Situations has been instructed to implement a platform for monitoring and forecasting of natural disasters to obtain operational information.

By the end of this year, the Ministry of Healthcare will pilot the digitization of Mandatory Social Health Insurance processes, the abandonment of paper sick leaves, the digitization of the 075/u form certificate, the launch of proactive notification of the need to undergo screening, the introduction of automatic attachment to a medical institution in case of change of residence registration, and much more.

The Ministry of Justice plans to develop a mobile application for enforcement proceedings.

In turn, the Ministry of Finance will simplify the form of receiving tax returns and implement a service for online withdrawal of seized accounts.

The Ministry of Labor is developing the possibility of concluding labor contracts online.

The Ministry of Industry and Infrastructural Development is working on the issue of transition to unified standards for the provision of public utilities to improve the quality of service to the population.

"Our approaches are supported by the Head of State. It is important not to stop at what has been achieved, but to move forward. Digitalization of public services, transition to proactive formats of work is one of the priorities of the Government. Every citizen should feel the real effect of digitalization," Koishybayev stressed.
