For 9 months of 2019, over 10 thousand microloans issued for implementation of business projects in the countryside

At a government session chaired by the Prime Minister Askar Mamin, the Minister of Agriculture Saparkhan Omarov reported on microcrediting in the countryside as part of the Enbek state program.

As part of the second direction of the Enbek state program, the Ministry of Agriculture through subsidiaries of KazAgro is working to provide loans and microcredits for the implementation of business projects in rural settlements and small towns.

As Omarov noted, for 2019, initially, 44.7 billion tenge for 12 thousand microloans was allocated from the republican budget. In July, an additional 20 billion tenge was allocated from the National Fund for 5 thousand microloans. In total, 64.7 billion tenge is provided with a plan for issuing 17 thousand microloans.

As of Oct. 21, 2019, a total of 40 billion tenge was disbursed throughout the republic, 10,435 microloans were issued. The allocated funds are directed to microcredit in livestock, crop production, non-agricultural businesses.

Today, 6,703 startup projects, 734 anchor cooperation projects, 5,237 Bastau Business projects have funded.

“If the current trend continues, the purchase of 105 thousand head of cattle, 203.2 thousand head of small cattle, 38.1 thousand head of horses, 187 agricultural machinery and 233 of various equipment is expected before the end of the year,” said Saparkhan Omarov.

In the next 2 years, 43.2 billion tenge is allocated under this program, which will allow to implement 9.2 thousand projects in animal husbandry, 297 projects in crop production and 1.8 thousand projects in the non-agricultural sector annually.

Deputy Chairman of the Board of the Atameken National Chamber of Entrepreneurs Eldar Zhumagaziev, in turn, noted that 815 training centers were opened to provide short-term training. 346 of them at enterprises. For 9 months of this year, 63.2 thousand people were trained, over 2500 grants were issued.

Deputy Prime Minister Berdybek Saparbayev emphasized that the issues of employment most concern the population. The main goal of the Enbek program under consideration is training, introduction to entrepreneurship, and employment. This year, indicators for the creation of new jobs were introduced in all state programs. Also this year, an information system has been developed through which it is possible to control how many new jobs have been created as part of each state program. This year, the work of 203 employment centers was revised. Today there are 53 private employment agencies. Saparbayev drew attention to the fact that in some regions the directions of the program are not being properly implemented.
