At the Government session chaired by Prime Minister Olzhas Bektenov, measures to implement the Address of the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan, “Kazakhstan in the Age of Artificial Intelligence: Current Challenges and Their Solutions Through Digital Transformation,” dated September 8, 2025, were considered.
The Prime Minister emphasized that one of the key focuses of the President’s Address was the introduction of AI and digitalization across economic sectors.
“Large-scale digitalization and the active introduction of artificial intelligence technologies will make it possible to build a modern, high-tech system of public administration. As the President noted, a digital approach in the state system will significantly increase its transparency, efficiency, and human-centeredness. End-to-end digitalization, along with diversification, will ensure a comprehensive modernization of the entire economy and enhance Kazakhstan’s competitiveness on the global stage. The Government is focused on the prompt implementation of the tasks set out in the Address,” Olzhas Bektenov noted.
To take prompt measures, a Digital Headquarters has been established, within which a number of decisions have already been made. It will continue to be used for the operational resolution of systemic issues.
The Head of Government also instructed the Ministry of Digital Development, Innovation and Aerospace Industry to:
Work out the draft Digital Code and the draft Law “On Artificial Intelligence” within the walls of Parliament.
Develop a conceptual document on the development of digitalization and AI — “Digital Qazaqstan” — which, in a three-year perspective, should cover the key areas of the industry, have a clear delineation of responsibility, and produce tangible results.
Consider the issue of reorganizing and creating a Ministry of Artificial Intelligence and Digital Development.
The Prime Minister stressed that digital transformation is the responsibility not only of the digital agency but of all government bodies and regions.
Olzhas Bektenov focused on the need to introduce AI into tax administration. As part of the implementation of the President’s instructions, a mechanism for taxpayer service support using AI is planned to be launched. The Prime Minister instructed the Ministry of Finance, together with the Ministry of Digitalization, to ensure the creation of a separate data processing center of the State Revenue Committee.
In addition, it is planned to expand the use of the digital tenge in government projects and National Fund financing.
“Pilot projects using the digital tenge are being implemented in certain regions. This matter is under my personal control. To ensure transparency and traceability of financial spending, we intend to increase the number of projects using the digital tenge. The heads of government agencies must take comprehensive measures to expand the areas and increase the number of projects financed from the budget and the National Fund using the digital tenge tool,” the Prime Minister noted.
The Government will continue to implement digital initiatives in the field of public safety, including the development of an intelligent system for combating cybercrime. Olzhas Bektenov instructed the Ministry of Internal Affairs, together with the relevant government agencies, to take measures to create a unified platform for identifying cyber threats.
