Zhenis Kassymbek told about the procedure for concluding and implementing projects through public-private partnership mechanism

October 23 at the press conference in the press center of the Government, the Minister for Investments and Development of Kazakhstan Zhenis Kassymbek spoke about the procedure for concluding and implementing a public-private partnership.

First of all, Kassymbek noted that there are 18 projects at the development and implementation stage in the Ministry for Investments and Development.

Answering the question of media representatives about how public-private partnership contracts are concluded with entrepreneurs, Kassymbek said that there are two options.

“If these are very significant enterprises for the republic, and the allocation of money from the budget is difficult, and if the implementation of this project is beneficial through a concession, the state itself offers this initiative. Announces the competition,” the minister said.

One of the projects, the implementation of which began on this principle, is the concession project “Construction and Operation of High-Speed ​​Roads of the Turkestan Region.”

The project envisages the construction of the South-Western bypass of Shymkent (48 km), the Bypass of Saryagash (55 km), the Abai-Kyzylasker section (34 km) and the Kyzylasker-Chinaz entrance to the Konysbayev checkpoint (14 km).

The project will contribute to the increase in freight traffic between Kazakhstan and Uzbekistan, the withdrawal from the cities of Shymkent and Saryagash to 25,000 cars per day.

At present, the development of tender documentation has been almost completed. It is planned to receive an economic opinion until mid-December and to announce a competition at the end of the year.

The second principle is when the initiative comes from the entrepreneurs themselves.

“According to this principle, entrepreneurs come to state bodies with their own initiative. Within a month we place information about this initiative on our website and in other sources of information. If there are no other companies that wish to implement this initiative, then only the company that approached us will be engaged in it. A contract is concluded with the state. If other companies appear, a competition is announced,” explained Kassymbek.

For example, the implementation of the project “Construction of the Nur Zholy Checkpoint,” launched in September 2018, was initiated by individual entrepreneurs.

September 27, 2018, Nur Zholy checkpoint was officially launched. Compared to the old Khorgos checkpoint, the capacity of the Nur Zholy on the border between Kazakhstan and China will increase 10 times to 2,500 road vehicles per day. This will allow annually to collect income from imports and exports in the amount of 50 billion tenge. Currently, a private partner began operating the project until 2026.
